The Ministry of Foreign Affairs of Denmark (MFA) is in the process of streamlining the management of its development cooperation. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle. The estimated values of the procurement and the lots are preliminary estimates.

EnerginetFredericiaThe Danish Hydrogen Backbone project (DHB) is a comprehensive effort to establish a hydrogen infrastructure in Denmark, connecting planned large-scale hydrogen production in Denmark, produced from renew-able energy sources such as wind and solar, with the German and European hydrogen markets. The project is part of the European hydrogen infrastructure and significantly contributes to the EU's goals of climate neutrality and reduction of greenhouse gas emissions. The full backbone is planned to extend all the way from underground storage in the northern part of Denmark (Lille Torup) to the German border (Frøslev), but a political decision has been made to initially focus on building the southern part of the system (DHB1) and thereby having this part operational by the end of 2030. The scope of services for the framework agreement has an intention of describing all phases of the DHB-1 project from detailed design to testing and commissioning for the purpose of taking the hydrogen transmission asset into operation, thus the framework agreement is also intended to be used for the remaining part of the Danish Hydrogen Backbone project and therefore covering the full backbone. For further information please see Scope of services – Appendix 2, sec. 2.1. The Contracting Authority wants to purchase verification and certification services from an independent, third-party agency in order to satisfy those verification and certification requirements laid down under the compliance plan. The focus areas are On-Grid Regulation and Market Development and Off- Grid Regulation and Market Development. The contractor will provide expert services, ensure flexibility to adapt to evolving needs, and contribute to achieving the overall programme objectives. GIZ will manage implementation jointly with local partners (worldwide), with English as the main working language, although other languages may be required depending on the project context. Regular coordination formats-such as weekly meetings and interim reports-will be established at the start of the assignment. Specific activities and expert assignments will be defined progressively based on partner requests. Objectives and Expected Results The contractor will strengthen the technical and institutional capacities of partner countries on On- and Off-Grid Regulation and Market Development. These areas represent the essentials to create the regulatory base and needed market mechanisms to transform towards a well-established and framework-based energy transition. 1. On-Grid Regulation and Market Development Objective and Scope The goal is to enable renewable energy participation and investment by developing and re-designing power markets and the reconsideration of traditional business models and power sector regulatory frameworks. Approach Partner countries face diverse challenges on regulatory frameworks and power markets- Support activities may include: - Renewable Energy Procurement and Transaction Advisory: Support governments and public institutions in designing and implementing renewable energy procurement programmes by strengthening policy, regulatory, financial, and governance frameworks. Services include auction and tender design, IPP procurement and transaction advisory, PPA negotiations, risk mitigation strategies, and stakeholder capacity building - Renewable Energy Distributed Generation: Provide advisory services for the development and implementation of market-driven distributed generation frameworks, including the assessment and design of regulatory models. Support policy development, regulatory reforms, programme implementation, and capacity building to accelerate DG deployment. - Power Market Reform: Advise on the design and implementation of power market reforms that improve market efficiency, transparency, and investment attractiveness. Services include tariff and market mechanism design, regional market integration, cross-border trade facilitation, and the development of regulatory frameworks that enable renewable energy integration and private sector participation. 2. Off-Grid Regulation and Market Development Objective and Scope The aim is the development of pathways and plans to extend interconnected distribution grids and isolated mini-grids by addressing implementation issues from a policy and infrastructure perspective. Approach Partner countries face diverse challenges on regulatory frameworks that enable opportunities for electricity access, mini-grid and productive-use projects. Support activities may include: - Electrification Planning and Siting: Support governments in developing integrated electrification plans that identify least-cost electrification pathways through grid extension, mini-grids, and standalone systems. Services include geospatial planning, mini-grid site identification, productive use of energy (PUE) integration, and technical assistance to improve project viability and long-term electrification strategies. - Mini-Grid Frameworks: Develop and implement regulatory, tariff, procurement, and financing frameworks that create an enabling environment for private sector investment in mini-grids. Services include competitive procurement and incentive mechanism design, coordination with financing partners, capacity building, and technical assistance to support sustainable mini-grid market development. - Standalone System Frameworks: Support the development of regulatory and technical frameworks for standalone energy systems that promote market growth while ensuring quality, consumer protection, and regulatory oversight. Services include the design of market rules, technical standards, operational guidelines, and implementation support to enable sustainable standalone energy markets. All interventions will be tailored to each country"s stage in (on- & off-grid) regulation and market development and its broader development objectives. Collaboration and Adaptability The contractor must maintain a flexible and responsive working approach, adapting activities and work plans to changing needs and partner requests. A collaborative management system with GIZ will ensure regular communication, alignment of priorities, and continuous quality assurance. Deliverables Deliverables may include analytical studies, policy and technical recommendations, capacity-building sessions, and communication materials. All outputs will be reviewed and approved by GIZ and its partners before completion. In summary, the contractor will act as a technical partner to GIZ, providing adaptable and high-quality support in on- and off-grid regulation and market development. Through collaborative and capacity-oriented implementation, the work will help partner countries design integrated, sustainable, and low-carbon market reforms and on- and off-grid regulatory frameworks while fostering transparency, knowledge sharing, and long-term national ownership.Training and development services for the delivery of the Creative Climate Action Fund III (2026-2029) to the Creative Ireland Programme

This fund seeks to build on the premise that transformational action on climate change requires cultural change throughout society, and with the ambition to utilise the potential of the arts, creativity and heritage to inspire and empower the culture change needed to transform to a net zero Ireland by 2050. A key finding of the evaluation of the first fund was the need for training and development of project leaders to ensure that this investment realises the object of building enduring capacity in the sector. There will be organisations from different sectors in receipt of the grant funding including: arts and cultural organisations, local authorities, research institutions, environmental groups and community development organisations. We envisage that there will be up to 15 projects funded. These projects teams have a good knowledge of climate action. However, a consistency of understanding of the policy objectives and best-practice methods of project delivery will be essential to the success of the fund. Therefore, this training and development package will: * Ensure a consistency of technical knowledge across all project teams * Ensure a consistency of approach to be taken on dialogue between projects and with communities the projects are engaging and facilitating dialogue with, to ensure that this aligns with the approach taken in the National Dialogue on Climate Action (NDCA) * Ensure full understanding of the policy framework as set out in the Climate Action Plan 2025. * Support individual projects in their approach to data collection and evaluation * Support project management and communications functions within individual projects * Provide a supportive network for the projects to facilitate collaboration and sharing of skills, knowledge and best practice It is envisaged that that the training wilParallel framework agreement for research and further development of quality and execution of the professional and craft test.
UtdanningsdirektoratetOSLOFrist: 05. Okt.Every year approx. 30,000 persons go up to the vocational test in Norway. The trade and craft test is decisive for trust in the certificate of apprenticeship as documentation of competence achieved. In order to maintain this trust, the test must be of high quality and considered relevant, and candidates must be assessed according to agreed professional standards that are used as consistently across disciplines, test committees and geographical areas as possible. The aim of the framework agreement is to ensure the necessary flexibility, professional breadth and capacity to follow-up the development of the test over time. The agreement also covers the competence test, which is a final assessment for training candidates. The work included in the framework agreement shall contribute to obtaining knowledge, further development of the test, increased quality and a more uniform assessment practice, so that trust in the certificate of apprenticeship and craft certificates as proof of competence is maintained. The work shall be carried out in close cooperation with the contracting authority and relevant actors in vocational and vocational training when necessary to understand problems and ensure professional anchoring, as well as develop implementing and evaluating measures. This can include dialogue with counties, the social work parties, professional advice, test committees and other relevant environments. Further clarifications will be in each call-off. We expect that there will be a continual need for development work, testing, evaluation and professional support during the contract period.
