Cameroon possesses an exceptional forest heritage, with nearly 19 million hectares of dense rainforest covering almost 40 % of its territory. Located in the Congo Basin-the world's second-largest tropical forest after the Amazon-these forests are a major biodiversity reservoir and a critical global carbon sink. However, this ecological capital is under increasing pressure. Cameroon's annual deforestation rate is estimated at 0.6-1 %, corresponding to more than 100,000 hectares lost each year. Direct drivers include illegal logging, mining, infrastructure development, unplanned urbanisation and agricultural expansion, the latter accounting for about 60 % of total deforestation. In 2021, the Centre, South and Littoral regions alone represented around 61 % of national forest loss. These trends are reinforced by structural factors such as rapid population growth (expected to double by 2046), accelerating urbanisation, persistent rural poverty, weak land governance and limited planning capacity at local level. In response, Cameroon has committed to major international frameworks aimed at reducing deforestation and achieving carbon neutrality by 2050, notably the Paris Agreement (COP21) and the Glasgow Forest Declaration (COP26). Nationally, land-use planning reforms-especially the Framework Law on Land Use Planning and its instruments (national, regional and local plans, including LLUSDP)-seek to establish integrated multi-level spatial planning. Yet implementation remains constrained by insufficient legal, technical and operational capacities, limiting effective coordination of development and forest conservation. Within this context, the GIZ-implemented module "Capacity Building in Land Use Planning," financed by CAFI and BMZ, aims to promote inclusive and sustainable spatial planning that reduces forest pressure while supporting balanced economic development. Reporting to the Technical Supervisor of this assignment WASH Specialist, WASH Section, UNICEF Cox’s Bazar, Bangladesh 1. Background and Rationale Cox’s Bazar District occupies a unique and strategically important position in Bangladesh’s development and humanitarian landscape. The district has an estimated population of about 2.8 million and simultaneously hosts approximately 1.2 million Rohingya Refugees, mostly concentrated in highly congested settlements. This dual population reality places sustained pressure on public services, natural resources, local infrastructure and host communities. The Water, Sanitation and Hygiene sector is central to this pressure. WASH services in Cox’s Bazar must respond to two overlapping realities: first, the long-term development needs of Bangladeshi communities across urban, peri-urban, rural, small-town, slum, and informal settlement contexts; and second, the sustained humanitarian service needs associated with the Rohingya response. This requires a planning approach that goes beyond project-by-project interventions and moves toward a district-wide, evidence-based and investment-oriented WASH development framework. Previous WASH mapping and planning efforts in Cox’s Bazar provide an important foundation for updated district-level planning. However, the current context requires a more comprehensive and forward-looking plan that integrates household WASH access, institutional WASH, water resource security, sanitation and fecal sludge management, solid waste management, climate vulnerability, infrastructure investment needs, and financing gaps. A District-Wide WASH Sector Development/Investment Plan is therefore proposed as a critical instrument for aligning humanitarian and development investments, strengthening government-led planning, improving service equity and supporting sustainable resource allocation across Cox’s Bazar District. The plan will serve as a practical tool for Government authorities, sector partners, donors, development banks, humanitarian actors and private sector stakeholders. 2. Purpose of the Consultancy The purpose of this assignment is to engage a qualified team of experts to facilitate the development of a comprehensive District-Wide WASH Sector Development and Investment Plan for Cox’s Bazar District. This plan will provide an evidence-based framework for identifying current WASH service gaps, infrastructure needs, water resource risks, institutional service deficits, financing gaps, and investment priorities. It will support coordinated planning across the district and contribute directly to the Humanitarian-Development Nexus Strategy for the WASH sector in Cox’s Bazar District. This consultancy will work in close collaboration with key stakeholders, including the Bangladesh Bureau of Statistics (BBS), Department of Public Health Engineering (DPHE), Dhaka University, ITN-BUET, Cox’s Bazar District Administration, Cox’s Bazar Municipality, Upazila-level authorities, the Development & Humanitarian actors and other relevant partners, who will provide both technical and administrative support and oversight. A key component of the consultancy is supporting the formation and effective functioning of a Steering Committee led by the District Administration, including serving as its secretariat to ensure smooth coordination, documentation, and follow-up on decisions. In particular, the contractor shall be responsible for providing the following work packages: Work package 1: Conduct capacity development and on-the-job training to develop local water security plans in the 12 partner districts. This work package connects the results of Output 1, in particular, the development of a Rural Water Security (RWS) framework for Integrated Water Security Assessment and Planning, to Output 2, in particular, the elaboration of local water security plans and their convergent implementation and impact monitoring in the 12 selected partner districts. This includes the implementation of on-the-job training for employees of local authorities in order to enable them to develop data-driven and GIS-based water security action plans at local level. Regular training workshops are to be conducted at state, district and block level which have to be coordinated with the local authorities by the consultant"s respective state and district coordinator.
