Aug.Art der Leistung Hiring an agency for "Development of Digital Decision Support Tool for Climate Resilience and Disaster Preparedness" The Ministry of Rural Development (MoRD), Government of India, through the Adaptive Social Protection of Vulnerable Communities for Enhanced Rural Resilience (AVCERR) project, seeks to develop and pilot an Artificial Intelligence (AI)-enabled Digital Decision Support Tool (DDST) for strengthening climate resilience and disaster preparedness (CRDP) under the Viksit Bharat - Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G). Over the last several years, substantial investments have been made in developing digital planning ecosystems such as Yuktdhara, Bhuvan, NREGASoft, PM Gati Shakti, disaster management information systems, climate databases, and rural infrastructure registries. While these systems provide valuable datasets and planning capabilities, they currently operate largely as information repositories, planning tools, or monitoring systems. They do not provide a unified analytical framework that enables district administrations to identify priority geographies, assess resilience deficits, and determine the specific interventions required to address those deficits. The proposed DDST shall adopt an integrated two-layer analytical approach. The first layer shall comprise a Composite Impact Score Framework, which combines climate risks, disaster vulnerabilities, socio-economic vulnerabilities, adaptive capacity indicators, and infrastructure deficits to identify and rank vulnerable Gram Panchayats, Blocks, and Districts. This layer answers the question: "Where should public investments be prioritised?" The second layer shall comprise an AI-enabled Gap Analysis and Recommendation Engine, which analyses hazard exposure, existing resilience infrastructure, natural resource conditions, and programme investments to estimate the quantity and type of permissible VB-G RAM G works required to address identified vulnerabilities. This layer answers the question: "What interventions are required, where, and in what quantity?" The DDST shall not replace existing planning systems such as Yuktdhara or statutory decision-making processes under VB-G RAM G. Rather, it shall function as an intelligent analytical layer that complements existing systems by generating evidence-based recommendations which can subsequently be reviewed, modified, approved, or rejected through existing planning and governance mechanisms. The objective of this assignment is therefore to develop, integrate, pilot, validate, and institutionalize an AI-enabled Digital Decision Support Tool that combines vulnerability prioritization with actionable planning recommendations, thereby supporting adaptive social protection, climate adaptation, disaster risk reduction, and resilient rural infrastructure planning under VB-G RAM G. The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in collaboration with Nigeria"s Federal Ministry of Power. Its core objective is to foster investments in domestic renewable energy (RE) and energy efficiency (EE) markets while improving electricity access for disadvantaged, mostly rural communities, including those in conflict-affected areas. Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. However, due to the destabilisation of oil prices there is an increasing interest by Nigeria to accelerate the energy transition by increasing investments in sustainable energy. The Energy Transition Plan (ETP) that was adopted in February 2022 provides an ambitious, long-term strategy for the energy transition. It builds on the Sustainable Energy for ALL (SEforALL) Action Agenda and its Vision 30:30:30, setting the target to increase power generation capacity to 30 gigawatts (GW) and the RE share in the electricity mix to 30% until 2030. Important climate policy documents, particularly the Nationally Determined ContributPMC 3963 - South Dublin County Council’s ‘Beyond County Hall Innovation Fund’ will support local private, public and/or community stakeholders to develop pilot smart projects to deliver innovative and scalable solutions to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre.

JuniThis Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. Successful projects which demonstrate the potential for both delivering meaningful, positive and scalable local community impact through the use of technology and/or innovation will receive initial funding to support pilot project development. SDCC is open to exploring potential proposals across all local authority service areas and proposals may range from data-related initiatives to physical works. This market consultation will provide the opportunity for SDCC as contracting authority to consult with interested parties on the scope and potential of the fund in advance of launching a formal call for proposals through public procurement. This notice is not a call for competition. It is envisaged that the procurement competition will be launched in July 2026. In seeking to develop a ‘smart’ district in Tallaght, this fund aims to support local private, public and community stakeholders to develop enhancements and new solutions for any SDCC services areas within the locality. Projects should be replicable and scalable, demonstrating potential for development beyond pilot. Indicative potential focus areas and initiatives include, but are not limited to, those outlined below: Community interactive art, community facilities, public information, health and wellbeing facilities or services; real-time data to improve urban living, public safety, and resource efficiency. Mobility active travel, sustainable mobility, intelligent traffic control; Technology artificial intelligence, augmented reality, digital infrastructure, networks, communication and mapping, smart buidlings, digital literacy, Internet of Things (IoT), Software as a Service (SaaS); Green green buildings, and public realm, enhancements to waste management, cleansing and public realm maintenance. The fund will be open to dynamic private, public, community and academic organisations or groups who are capable of developing smart solutions to contemporary challenges in Tallaght. The purpose of this market consultation is to give the contracting authority the opportunity to consult with interested parties on various potential aspects of the proposed contract in advance of a formal procurement process. The initial consultation will be in the form of a written questionnaire to be completed by interested parties and this may or may not be followed by meetings with any or all interested parties at the sole discretion of SDCC. The market consultation exercise is anticipated to result in procurement of operator(s) to participate in the fund through submission of detailed proposals demonstrating the nature, product, service or works to be supplied or delivered in a pilot project. The number of projects to be funded and the timeframes for project development and delivery will be determined after this consultation and will be confirmed in the procurement notice. SDCC will conduct and manage the competition and intends to contract with the successful tenderer(s).
