The platform will support Iarnród Éireann in embedding, measuring, monitoring and verifying social value commitments across relevant contracts and procurement activities. Iarnród Éireann has already commenced the use of a social value platform through Thrive on a pilot basis, which has supported the development of Irish and EU social value proxies and enabled social value commitments to be expressed in measurable financial terms. This approach has allowed suppliers to submit clear, contract-specific commitments linked to employment, apprenticeships, skills development, community investment, SME support, social inclusion and wider environmental and social outcomes. This pilot is due to conclude in Q4 2027, and Iarnród Éireann requires a suitable solution to replace and build upon the pilot arrangement.
