This assignment forms part of the GIZ Programme STEP IN 2 EU, which supports Ukraine"s EU accession process, economic resilience, and integration into the EU Single Market. The financial sector is one of the most crucial reform areas, and this contract focuses on strengthening the technical, institutional, and operational capacity of the National Bank of Ukraine (NBU), financial sector associations (AUB, NABU, NASU), and financial institutions throughout the country. Within the above-described context, the contractor is responsible for contributing expert support to achieve targets related to Outputs 1, 2, and 4 in the financial sector. The contractor shall offer comprehensive expert support, technical capacity building, facilitating dialogue and communication with relevant stakeholders in view of EU/international standards and regulation required related to the Ukraine"s EU integration process, and the gradual implementation of respective laws and directives. The support to be provided is primarely on technical level. The main objective is to reinforce institutional and technical readiness for EU integration - especially under Chapter 9 (Financial Services) - by strengthening supervisory capacities, deepening an industry-wide understanding of EU regulatory frameworks, and improving MSME financing ecosystems. Work Package 1: Strengthening Technical Capacity of NBU (Part of Output 1) The scope of this work package encompases delivery of professional training, targeted coaching, and expert guidance on EU regulatory frameworks and international standards (Basel III accord, CRR/CRD, DORA, AML/CFT, Solvency II, etc.). The focus is on building practical, applicable skills and improving supervisory practices. The work is structured across three main pillars: strategic and policy development, technical implementation of EMV initiatives, and capacity and organizational development. Together, these tasks aim to ensure that Jordan is able to adapt its trade and industrial policies to global and regional dynamics, while simultaneously strengthening the competitiveness of small and medium-sized enterprises (SMEs) and improving the enabling environment for export promotion, innovation, and digitalization. The 3 pillars of this assignment are elaborated below: 1. Strategic and Policy Development A core element of the assignment is to provide ongoing technical and policy advisory support to MoITS in order to guide the targeted planning and implementation of EMV Phase II. To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts. The contractor will be responsible for the continuous process of identification, pre-selection contracting, and mobilization of suitable experts with relevant expertise and experience to carry out these assignments. In addition, the service provider will maintain and manage the platform"s community management system, which facilitates cooperation between affiliated experts, including those engaged outside the five STEPs. This includes disseminating relevant updates, news, and resources on Ukraine"s EU accession process and legal harmonization; ensuring shared access to key documentation; promoting interactive exchanges among experts as well as coordinating all community management tasks in close cooperation with the project.
