Brazil's public transport systems are currently facing a structural crisis, with ridership falling by more than 30% since 2019. This situation disproportionately affects women and people of color, who are the primary users of the system and depend on it for access to basic rights such as health, education, and employment. Insufficient spatial coverage and low service quality reinforce a downward spiral of declining revenue and social exclusion. The "Just Transition in Urban Mobility in Brazil" project, implemented by GIZ in partnership with the Ministry of Cities (MCid), aims to create the conditions to improve the quality of public transport with a focus on the specific needs of women, black and vulnerable people, in addition to including them in various positions in the system, to ensure that such groups participate in decision-making. The project addresses the lack of data-based evidence and gender-sensitive standards in national and local planning. By strengthening the knowledge of relevant stakeholders and anchoring equity criteria in national policies and monitoring systems, the project seeks to catalyze a structural shift towards an inclusive and evidence-based urban mobility governance in Brazil. GIZ intends to contract a service aim to strengthen capacities and develop procedures for data collection, processing and use, research methodologies and monitoring systems in urban mobility planning in Brazil at national and subnational levels, incorporating the needs of women, people of color and vulnerable groups. To achieve this goal, the specific objectives are: - Develop and validate data collection and processing procedures, as well as a research methodology, to systematically integrate the needs of the target group into urban mobility planning. - Design and validate a methodology for integrating multiple data sources to strengthen inclusive urban mobility planning, with a focus on the target group. - Deliver capacity-building activities for partners and strategic actors through training activities, including courses, training and innovative formats. - Provide technical advisory services to pilot cities and support the implementation of project activities within the scope of the contract.

Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. Work package 1 focuses on the elaboration of spatial development plans for Lüderitz, namely the Urban Structure Plan and the Zoning and Town Planning Scheme. An additional objective under this work package is the creation of tools and mechanisms for adherence to these planning documents. The city of Lüderitz currently relies on an Urban Structure Plan developed for 2015 - 2040 which has never been approved and is therefore not legally binding for current developments in Lüderitz. The existing Urban Structure Plan further does not take the developments of the emerging green hydrogen industry, oil and gas developments or other major investments being planned in Lüderitz into account. The new Urban Structure Plan to be developed shall guide a sustainable and inclusive growth of Lüderitz in the upcoming years. The Town Planning Scheme shall be elaborated in parallel with the Urban Structure Plan. Work package 2 focusses on the nearby settlement of Aus. The main objectives of this work package are the elaboration of a Spatial Development Framework and the support in preparing the application for township status of the settlement. The settlement of Aus currently uses a layout plan. The contractor shall aim to develop an additional integrated planning document to provide strategic and spatial guidance to the local authority for the development of the settlement. Although Aus does currently not legally require a structure plan, it is recommended to develop a spatial development framework, either as a stand-alone document or integrated in a Regional Structure Plan. The Spatial Development Framework should serve as a strategic spatial plan addressing the town"s social, economic, and environmental development in an integrated and forward-looking manner to guide land use decisions, infrastructure investment, and a sustainable transformation of Aus. Under the same work package, the contractor shall further support the preparation of documents for the township application for the settlement. The IIKharas Regional Council (KRC) is planning to request MURD to upgrade the settlement of Aus to township status to enhance self-governance and responsiveness to developments. The process requires layout plans, a feasibility study, and a request by the regional council to the Ministry of Urban and Rural Development with justification. The main task will be the drafting of a feasibility study to determine whether Aus can sustain itself as an independent town. Under work package 3, the contractor shall develop strategies and policies that are important for the inclusive urban transformation of Lüderitz and Aus. Strategies for gender-responsive urban development shall be elaborated for both locations. The design of public spaces (outdoor and indoor) and urban structures significantly influence many aspects of our lives, such as working, playing, mobility patterns and leisure activities. Needs of women, and also youth, are often underrepresented in urban design. In addition to the structural marginalization of women, girls and other marginalized groups, further reasons for this issue include the lack or absence of user data and the insufficient representation and active participation of women and marginalized groups in planning and construction processes. The contractor shall therefore support the introduction of a gender-responsive urban development approach. A second main objective under work package 3 is the development of reception policies and strategies for Lüderitz and Aus. This includes the identification of potential new reception areas within the town / settlement area. While Lüderitz residents and migrant workers from all over the country are in expectance of future developments, migration into the city has already begun in recent years to serve the demand for workers in other industries, such as the fishing industry. Since land values in Lüderitz have already increased and the availability of land on the formal land market is reduced, Lüderitz has seen the growth of several informal settlement areas. The current informal settlement areas are already overcrowded, and the Lüderitz Town Council is struggling to provide appropriate land as reception areas for the incoming population. While Aus is not yet facing the same challenges, it is expected to receive incoming migration for the new industries. The contractor shall therefore explore different possible solutions for accommodating people in the future, as well as support the development of policies and strategies to deal with future immigration to the city of Lüderitz and to the settlement of Aus. The 4th work package shall strengthen environmental protection and adaptation to climate change through planning processes and promotion of instruments that strengthen adherence to elaborated plans and strategies. The planned urban developments in Lüderitz and Aus will significantly impact the natural environment, which is known for its high biodiversity and endemic plant species. The marine ecosystem hosts a rich variety of fish, birds, and mammals. The current waste management system in Lüderitz is insufficient, leading to contamination of terrestrial and marine landscapes. Industrial developments could further degrade surrounding ecosystems if not managed carefully. Adaptation to climate change is not yet sufficiently considered in urban development processes. Based on the work of the contractor, the GIZ ILA project aims to support local governments in mitigating negative effects on the environment and adapt to climate change through planning and promotion of adherence to established planning documents. The contractor is responsible for achieving the following contract objectives and indicators: - Lead the organization (event and travel logistics, administration) and deliver 3 leadership cycles. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project. - Be accountable to the GP BACKUP team and report progress on a bi-monthly basis. - Be responsible for documenting and reporting project progress and achievements. - Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons. Key Indicators of success will be monitored by the contracting party and include the: - Completion of 3 leadership cycles by September 2028. - Strengthened leadership capacities in relation to health financing reform in 90 senior decision-makers across 9 countries. - Formulation of 9 design options (CIAs) for the integration of HIV/TB/Malaria services into national systems by participating countries. - Production of 6 legislative, strategic, or planning documents by participating countries. The service package will comprise six major work packages divided as follows: - A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions. - Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems. - The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries. - Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program. - Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program. The contractor is responsible for selecting, preparing, training and steering the experts assigned to carry out the different services. The contractor manages costs and expenditures, accounting processes and invoicing in line with GIZ requirements and will be responsible for contributing to Outcome and Output Indicator 1.1 of the GP BACKUP Health. Thereby ensuring 9 national design options for the sustainable financing of integrated ATM-related services are developed out of which 6 result in national legislative, strategic or planning documents by December 2028. The contractor plays an active role in the results-based monitoring of the project and provides to GIZ as follows in English language: - One inception report - Protocols at the end of each module and practical phase (total of 9) - One Final synthesis report by November 2028 including Stories of Change and Case Studies per country Additionally, the contractor is required to produce: - Contributions to the report to GIZ"s commissioning party and - Brief quarterly written up-dates on the implementation status of the project (up to 5 pages) In terms of contributions to company-wide learning, knowledge and innovation the contractor provides support in implementing a project evaluation with special emphasis on ensuring the effectiveness of the knowledge management process. The contractor has to align to GIZ"s General Terms and Conditions for supplying services on behalf of GIZ. The provisions on data protection and information security of the current version of GIZ"s General Terms and Conditions of Contract (section 1.10 Data protection) will apply. Safeguards and gender measures will also be important provisions with importance placed on aspect of - Gender equality: Integrate gender analysis and sex-disaggregated data into planning, monitoring, and reporting. - Ensuring equal participation and leadership opportunities for women and men in all activities, trainings, and decision-making processes. - Applying gender-sensitive communication and facilitation methods. - Environmental protection and climate action (climate change mitigation/adaptation): - Apply environmentally sustainable practices during all project activities and events. - Promoting resource efficiency (energy, water, materials) and low-carbon travel or logistics options. - Avoiding negative environmental impacts and document positive contributions where possible. - Conflict and context sensitivity that require conducting regular context assessments to identify potential sources of tension or conflict. - Ensuring that interventions "do no harm" and are inclusive of diverse stakeholder groups. - Maintaining transparent communication and feedback mechanisms with partners and participants. - Adapting implementation strategies to evolving local contexts and sensitivities. - Attention to human rights aspects by respecting and promoting internationally recognized human rights principles in all activities.
