This call for tenders concerns the provision of a study to assess safe transport and secure borders, identifying all relevant internal and external stakeholders (including the International Maritime Organization (IMO), the International Civil Aviation Organization (ICAO), the World Customs Organization (WCO), the United Nations Economic Commission for Europe (UNECE) and the UPU), examining multimodal regulations and the integra-tion thereof, and assessing opportunities to improve safe and secure interoperability, harmonization and col-laboration between postal, cargo, customs and transport stakeholders across multimodal supply chains. The study should also examine all currently available internationally facilitated security certification systems to identify gaps and synergies. This should include a SWOT (strengths, weaknesses, opportunities and threats) analysis of all UPU-managed security and safety projects, in order to identify factors facilitating or preventing the achievement of safe transport and secure borders, and to identify solutions for the achievement of maxi-mum multimodal safety and security on a global scale. The SWOT analysis should examine activities con-ducted through the UPU over at least the last three years. It should provide a final analysis and recommenda-tions, inclusive of budgetary assessments, aligned with a three-year implementation period and the relevant UPU work plans for the Dubai cycle (2026–2029) to ensure that synergies are identified and leveraged. A thorough presentation of the final gap assessment and SWOT analysis should be provided to all relevant stakeholders. Finally, the study should examine current and emerging digitalization initiatives supporting secure and efficient transport operations, including electronic advance data (EAD), “assessment complete” information and elec-tronic consignment security declarations (eCSDs). The study should consider industry initiatives such as the International Air Transport Association (IATA) ONE Record standard and the UPU dangerous goods search tool in relation to the security and safety of the supply chain, and assess opportunities to increase safe and secure interoperability.

European Climate, Infrastructure and Environment Executive Agency (CINEA), CINEA - European Climate, Infrastructure and Environment Executive AgencyBrusselsDeadline: Sep 29CINEA and DG ENV require substantial external support in the following areas: 1. Monitoring of LIFE projects, including action grants and operating grants: around 1 000 grants are to be monitored across a wide thematic and geographical coverage. There is a need for an external team of monitors covering the different thematic areas and possessing knowledge of the relevant national or local contexts and languages, in order to ensure proper monitoring of the projects and to provide support where issues arise. 2. Communication on the LIFE programme and project achievements, with a view to outreach and potential replication: this includes, for example, social media, Info Days, the LIFE Awards, other ad hoc events, participation in third-party events, project news, newsletters, and publications. It should be emphasised that LIFE grants support actions at local, regional, and national level that are close to citizens and generate tangible environmental, climate and health benefits. There is therefore a significant volume of material and strong potential to promote a positive image of the EU. 3. Other related activities include policy feedback events and studies or activities, whether online or in-person, upon request from the parent DGs, namely ENV, CLIMA and ENER; annual Welcome Meetings for new projects; and support to projects aimed at facilitating commercial success. Activities will take place in the EU, in third countries associated with the LIFE Programme: https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/life/guidance/list3rdcountryparticipation_life_en.pdf and, very rarely, in overseas countries and territories, with fewer than 10 project visits estimated over the duration of the framework contract: https://international-partnerships.ec.europa.eu/countries/overseas-countries-and-territories_enPre-Market Engagement regarding the appointment of a Client Side Support Team (CSST)
Göng og brú ohfAkureyriDeadline: Aug 23Göng&Brú is seeking to appoint a Client Side Support Team (CSST) to act as its exclusive client side advisory partner with the potential to support the full life of the programme. During the term of appointment, the CSST will be expected to work exclusively with Göng&Brú and will not hold any role with any contractor, designer, financer, or other supply chain participant on any of the projects to be delivered through the Programme. The CSST will be responsible for providing Göng&Brú with the breadth and depth of expertise necessary to act as an informed, capable, and commercially astute buyer across all stages of each project delivered through the Programme, from early development and financing through to construction, commissioning, and operations. Prior to launching a formal procurement process, Göng&Brú is inviting market input to inform and refine its thinking on project scope, delivery structures and procurement strategy. Whilst this PME is focused on the CSST Procurement (as this will be the first procurement to formally come to market), Göng&Brú would be interested to receive questionnaire responses from any organisations that might see themselves potentially competing to be involved in this wider investment programme from any perspective, whether that be as a supplier, funder or a contractor. Notwithstanding this, please note that future PME exercises, focused on other future contracts, will likely be launched in forthcoming months and years. Göng&Brú is keen to receive market views on which services should fall within the CSST scope, which should be retained in-house, and whether any services are missing or should be structured differently. Göng&Brú is at an early stage of developing its procurement strategy but its current preliminary thinking is that it would appoint a single integrated CSST partner; and use a procurement procedure that allows meaningful dialogue with bidders to refine the scope and delivery approach before contract award.Development and Implementation of an EU Business-to-Business and Market Access Support Programme for South African Biotechnology Companies
