The Agency for Buildings and Property (EBE) manages, operates, maintains and develops the municipality ́s properties. The property mass consists of more than 1,000 buildings of approx. 1.2 million m2 and 5,000 undeveloped properties, as well as 6 km of different quays and quay fronts with adjoining areas. Nearly 60 percent of the buildings are schools, nurseries and nursing homes. The remaining buildings are, among other things, office buildings, port buildings, fire stations, car parks, quays and sports halls. To cover the Agency's need for ongoing maintenance and operation of buildings, quays and areas, Bergen municipality, c/o the Building and Property Department, intends to enter into a framework agreement with two tenderers for the provision of ground and concrete services.

Both framework agreements are based on a combination of two delivery models: Delivery from tenderers (call-offs with delivery): The tenderer must have the capacity to transport and deliver products directly to Valøya or the stated construction sites within the municipality ́s borders. Collection at the tenderer (call-off with self-collection): In order to ensure efficient operation, the contracting authority must be able to collect products themselves with separate vehicles. It is therefore a requirement that the tenderer ́s delivery place/storage place must be located within a maximum driving distance of 1 hour from the contracting authority ́s main facility at Valøya.Framework agreement - Painting services and floor laying services.

The aim of the procurement is to ensure the municipality access to consultants with the correct competence and competitive terms, when the municipality needs it. The need for consultancy services is mainly at the municipality ́s units, the property department, the planning department and municipal engineering in connection with their activities for, among other things, development, maintenance and further development of the municipality's properties and infrastructure. The framework agreements can be used both in operation and for investment projects.
