The United Nations Support Office in Haiti (UNSOH), on behalf of UNSOH and the United Nations Integrated Office in Haiti (BINUH), is conducting a market survey in advance of a possible future solicitation for the collection, transportation, secure handling, formal recycling, treatment and certified disposal of electronic waste (e-waste) generated at BINUH/UNSOH premises and collection sites in Port-au-Prince, Haiti. This requirement forms part of a broader disposal programme covering scrap metal, e-waste, and EUC-controlled/highly sensitive assets, structured as separate commercial lots. This RFI relates specifically to the e-waste component of that programme, covering items such as computers, laptops, servers, printers, monitors, telecommunications and networking equipment, data-bearing devices (hard drives, SSDs, memory cards), white goods/appliances treated as e-waste, batteries, UPS units and circuit boards. Services of interest include: collection and secure transport from designated UN sites; sanitization or physical destruction of data-bearing devices; formal, licensed and auditable recycling, treatment or disposal of hazardous and non-hazardous e-waste fractions; and provision of facility receipts, recycling certificates and final destination evidence. Informal recycling, open burning, uncontrolled dismantling, dumping, or handover to informal processors will not be accepted. Quantities will vary according to operational needs and no minimum volume or frequency is guaranteed. Collection is expected to take place primarily at the LSA2 collection yard, Port-au-Prince, with specific sites, access arrangements and scheduling to be confirmed on a case-by-case basis. This RFI is for information and market research purposes only. It does not constitute a solicitation, an invitation to bid, or any commitment by the United Nations to issue a subsequent solicitation or to award a contract. Information received will not be used to qualify vendors but to help define the requirement and identify potential vendors for a future solicitation. Specific Requirements/Information Vendors are requested to provide the following information in their response: • Company profile, including relevant experience in e-waste/electronic recycling, scrap metal, or hazardous waste management in Haiti or the region; • Applicable licences, permits and environmental authorizations held for e-waste collection, treatment, recycling or disposal in Haiti; • Description of the proposed formal recycling/treatment pathway, including downstream processors and final disposal destinations; • Data destruction/sanitization capability and methods for data-bearing devices (e.g. shredding, crushing, degaussing); • Indicative pricing structure (e.g. per kg/tonne/m³, and whether a service cost, rebate, or offset arrangement applies) for the categories of e-waste described above; • Indicative lead time for collection and completion of treatment/disposal following notification; • Compliance with recognized standards (e.g. R2, e-Stewards, ISO 14001) where applicable; • Any additional relevant information, certifications or references.

The objective of the procurement is that the receipt and management of waste and subsequent treatment occurs in an efficient and environmentally friendly manner, where the needs of the inhabitants and other customers are safeguarded, and that we contribute to reaching Vesars and the owner municipalities ́ goal of 85 % material recycling by 2035. This is reflected through the absolute requirements, emphasis in award criteria and possibility for innovation and development contracts. Vesar would like to stimulate the use of biogas as a replacement for fossile fuel by transporting the waste fractions and for other types of transport work. The biogas that is used shall preferably originate from production with high net climategas reductions. New contracts shall be signed for the operation of the recycling and environment stations in the owner municipalities, As well as for the operation of the reloading station at Rygg when signing the following sub-contracts: Sub-contract 1 - Recycling stations in the northern area: Lersbrygga Nordre Foss Skoppum Sub-contract 2 - Recycling stations mid area and environmental stations: Rygg Lofterød Environment stations for hazardous waste (unmanned stations) The loading station at Rygg Sub-contract 3 – Recycling stations in the south area: Grinda Sogn Delkontrakt 1 and 3 involves the operation of the recycling stations. In sub-contract 2, the collection of hazardous waste is also located from and the operation of Vesar's 23 environment stations, which are distributed over the owner municipalities, as well as the operation of the loading station at Rygg. The tenderer is responsible for environmentally good waste disposal systems.
