Trondheim Havn IKS plans to announce a competition for a framework agreement for waste services connected to ships, port areas and rental areas. Trondheim Havn IKS would like, prior to the competition, to hold a market dialogue with relevant tenderers and other interested parties. The aim is to gather input for the procurement, in particular regarding environmental requirements, reporting and follow-up. The dialogue will be held as individual meetings (1:1). Information and input received will be assessed and used as a basis for the preparation of the tender documentation. All input will be processed in accordance with the procurement law principles of equal treatment and competition. Tenderers who would like to participate in the market dialogue are asked to register their interest through the communication module in Mercell. Concrete messages must be sent via the communication module, stating that the company would like to participate in the market dialogue. The date of the dialogue meetings will be agreed with the interested participants. Further agenda and practical information will be sent before the meetings.

The aim of the dialogue is to inform the market about the planned procurement and at the same time obtain input that can contribute to designing a tender documentation that provides good total economy, relevant environmental requirements and appropriate contract mechanisms over time. The municipality has had dialogue with the market for several rounds, the first time in spring 2025 when it was to be assessed whether free user choices should be introduced. The city council decided 24.09.2025 that work should be initiated with the implementation of free user choices in home nursing care. A market dialogue was held in March 2026, in which potential tenderers received information about the process, where the municipality asked a number of questions to the market. The market dialogue was held with a digital meeting, an option for one-to-one meetings and an opportunity to provide written input. There were several potential suppliers who were engaged in the market dialogue in addition to NHO, and the municipality received valuable input for the work. The municipal administration has subsequently worked on preparing the tender documentation and a case that will be subject to political treatment in autumn 2026. There are still many decisions to be made, both administratively and politically, so there is still some uncertainty as to how the tender documentation will be. This means that there is also room for the market to provide input on the work, and elements that the administration should consider in the further work. Kristiansand municipality emphasises that they are open. In order to ensure good input from potential suppliers, we share as much information as possible at this stage, even if some conditions are still unresolved. This market dialogue represents a continuation of the already completed market dialogues with some more concrete questions related to the price model, etc., whereupon it is also possible for new suppliers to provide input for the implementation of the competition. The deadline for submitting feedback is 29 June 2026 at 16:00. The case for guidelines that are relevant for the competition shall be for political treatment just over the summer. Based on this, the municipality needs to get any input from tenderers by the end of the current month, so that the municipality can have time to decide on the tenderers ́ input that is relevant for the relevant case.
