The contracts are for the operation of recycling stations and environment stations for receiving waste and maintnance of them. The objective of the procurement is that the receipt and management of waste and subsequent treatment occurs in an efficient and environmentally friendly manner, where the needs of the inhabitants and other customers are safeguarded, and that we contribute to reaching Vesars and the owner municipalities ́ goal of 85 % material recycling by 2035. This is reflected through the absolute requirements, emphasis in award criteria and possibility for innovation and development contracts. Vesar would like to stimulate the use of biogas as a replacement for fossile fuel by transporting the waste fractions and for other types of transport work. The biogas that is used shall preferably originate from production with high net climategas reductions. New contracts shall be signed for the operation of the recycling and environment stations in the owner municipalities, As well as for the operation of the reloading station at Rygg when signing the following sub-contracts: Sub-contract 1 - Recycling stations in the northern area: Lersbrygga Nordre Foss Skoppum Sub-contract 2 - Recycling stations mid area and environmental stations: Rygg Lofterød Environment stations for hazardous waste (unmanned stations) The loading station at Rygg Sub-contract 3 – Recycling stations in the south area: Grinda Sogn Delkontrakt 1 and 3 involves the operation of the recycling stations. In sub-contract 2, the collection of hazardous waste is also located from and the operation of Vesar's 23 environment stations, which are distributed over the owner municipalities, as well as the operation of the loading station at Rygg. The tenderer is responsible for environmentally good waste disposal systems. Avfall Sør ASKRISTIANSAND SDeadline: Aug 24The Contracting Authority Avfall Sør Husholdning AS is a part of Avfall Sør konsern, which is owned 100% by Kristiansand and Vennesla municipalities in Agder. The company provides waste and sanitation services to all inhabitants in the owner municipalities and serves approx. 55,500 residential units with dunk sanitation, 5,000 residential units with buried systems and 3,700 cabin subscribers. In addition, the company operates three recycling stations and a large waste facility at Støleheia with various treatment activities such as sorting, composting, tiling and depositing. Avfall Sør Husholdning AS is the contracting authority for this competition. Read more about Avfall Sør at: www.avfallsor.no Background Avfall Sør Husholdning AS is currently collecting food and bio waste from households in the owner municipalities. The waste is transported to Støleheia, where it is composted in a separate facility. The finished compost is to be refined to soil products that are traded for various purpose. From 1 September the new supplier will take over the collection of household waste on behalf of the contracting authority. The collection routes are thus altered and the collection frequency for food and bio-waste is changed from weekly to collection every two weeks. The change is a part of Avfall Sør ́s work with increasing the sorting of food and bio waste. Analyses show that there are still significant amounts of food waste in the residue waste, and the aim is to move a greater share of this to the bio-waste scheme. At the same time, garden and park waste makes up a significant part of the total amount of bio-waste. In 2025, this fraction accounted for about 20 percent of the total tonnage. Avfall Sør also handles municipal commercial waste on behalf of the owner municipalities. This waste flow is mainly equivalent to composition and quality as bio-waste from households, but normally contains a lower portion of garden and park waste. The aim is also to ensure that hazardous waste is taken care of in such a way that it does not create pollution or damage to humans or animals, or danger to it, and to contribute to an appropriate and reliable system for handling hazardous waste, cf. The contract is for: Waste with phthalates (e.g. floor coverings), waste that contains bronched flame retardants, waste containing chlorinated paraffins and for the options waste that includes PUR foam insulation and pressure impregnated and creosoted wood. Comments on the contract: Responsibility for the waste is to be taken over by a tenderer when the waste is charged in the tenderer ́s vehicles. The procurement is for the treatment of various types of hazardous building waste and building waste that cannot be handled together with normal household and commercial waste due to chemical, physical and/or biological qualities. Waste types included in this agreement are in accordance with the price form. Everything that is collected as hazardous waste shall be treated at a certified treatment facility. Emphasis is put on the fact that the hazardous waste in accordance with this agreement shall be directly to the final treatment facility and not the reception facility. Tenderers shall, thus, offer final treatment of the hazardous waste at one/several treatment facilities in accordance with requirements. Fractions other than what is stated may be included in this agreement. The volume of NOK shall not, nevertheless, exceed the maximum amount set for the contract. New waste types in the contract period: If new waste types are added in the contract period, it shall be possible for the customer to enter into this agreement if they do not make up a significant part of the contract. In such cases the same price calculations shall be used for new waste types as for other waste types in this contract. The municipalities have several locations with different types of activity and waste flow. This sets requirements for a system that provides better control, more enjoyable practice and simple operation across addresses and devices. There is also a need for safe systematic handling of hazardous waste and other waste fractions that require special follow-up. The aim of the procurement is to establish a uniform and operational friendly system for the collection, transport and treatment of business waste. The system shall contribute to better compliance with regulations, a higher degree of sorting, more predictable logistics and better documentation of waste management in the municipality. Description of the assignment The assignment includes collection, transportation and treatment of business waste from several locations and different addresses in the municipalities. The procurement shall cover the municipalities ́ continuous need for waste management through a combined and uniform service. The delivery shall include handling mixed commercial waste and relevant waste fractions, including food waste, glass and metal, cardboard, plastic, residue waste, hazardous waste, EE-waste, confidential waste and infected waste. The assignment also includes the necessary handling and follow-up of fractions that require special documentation and traceability. A flexible collection scheme is requested that safeguards both planned emptying and the need for extra emptying and urgent orders. The system shall support predictable logistics and equal practice across the municipality ́s locations. FAGNE ASHAUGESUNDDeadline: Aug 20This procurement is for a turnkey contract for ground work and the construction of a new transformer station in Haugaland Næringspark. The project aims to ensure energy supply to the business park and facilitate planned industrial development in the area. In the long term the measure will also strengthen the security of supplies in Haugalandet and enable the connection of energy production from Tysvær wind power plant. The transformer station is planned to be erected with one station building and five transformer cells. This contract is for the ground work, as well as the construction of the station building and two of five transformer cells. The transformer station shall be certified in accordance with BREEAM-NOR v.6.0. The tenderer will be responsible for ensuring that the transformer station achieves BREEAM certification.In addition to the transformer station, the contract includes the establishment of a ground cable connection from the transformer station to the end mast (M22) on the aerial high voltage line connection between Klovning transformer station and Haugaland Næringspark, as well as cable trenches between Statnett ́s transformer station at Gismarvik and up to the station in Haugaland Næringspark etc., the Contracting Authority will choose at least two of the qualified tenderers to submit a tender, provided that there are a sufficient number of qualified tenderers. There is no upper limit for the number of qualified tenderers who can be invited to submit a tender, and the contracting authority reserves the right to invite a selection or all of them. Any selection of tenderers who are invited to submit tenders will be made based on the selection criteria in the competition description point 3.5. After the tenders are received, the contracting authority plans to carry out negotiations with the tenderers. Any negotiations may be carried out in several rounds of negotiations, where the contracting authority reserves the right to reduce the number of tenders to be negotiated. A first reduction of the number of tenders can occur already before the negotiations, cf. the Utilities Regulations § 19-12 (4). Any reductions in the number of tenders will be made on the basis of the award criteria. The Contracting Authority is also subject to awarding the contract without negotiations. Hadeland og Ringerike Avfallsselskap ASJevnakerDeadline: Aug 02This prior information notice will be sent out to make the market aware of upcoming, planned competition for the procurement of a contract for the receipt of food waste, as well as give the market the opportunity to provide input for the procurement as it is being prepared. The competition is being planned and no details have been decided yet. However, it is planned for a contract that aims to receive what the contracting authority collects and manage it further. The expected volumes of waste are approx. 4,000 – 4,500 tonnes per annum. The waste is collected by the contracting authority itself with its own vehicles and crew, and thereafter it is currently driven to the contracting authority ́s own area at Trollmyra at Bergermoen in Jevnaker municipality, for unloading and receiving. The tenderer shall take over the waste there. The contracting authority could also be able to transport the waste a limited distance to the tenderer. This interface has not yet been clarified and input can be given on this. The assignment includes full responsibility and all the necessary assignments of processing the waste after the contracting authority has handed it over after the collection. The assignment with treatment thus includes reception, control, sorting, all transport, all the necessary pre-processing, all storage and interim storage and final treatment of biogas production. A contract is planned for one year, but can be extended by the contracting authority for one year at a time over several years. As a climate requirement, there will probably be a requirement that food waste is utilised for biogas production. There will probably also be limits on how far the waste can be transported to final treatment. Contractual requirements that give the contracting authority the right, but not an obligation, to demand a presented climate gas budget and accounts, with the accompanying daily fine in excesses, will also be considered. It may be relevant to soften or change these planned requirements, if there are well reasoned inputs before the announcement. Further climate and/or environmental requirements will probably also be included, but this has not yet been decided. The competition will follow the procurement regulations parts I and III, but it has not been decided which procurement procedure shall be used. The Norwegian Public Roads Administration is responsible for collecting road traffic data (further called traffic data) on most european and all national roads in Norway. Nye veier, the counties and municipalities are responsible for collecting traffic data for the other roads. Traffic data will be used, among other things, for traffic management, operation and planning of roads. The Norwegian Public Roads Administration has developed a separate system called the 'Traffic Data System' for the collection, processing and publication of traffic data. Depending on the type of traffic registration equipment (desktop or mobile), data is collected in different ways. Data loggers that are at fixed stations with continuous registration, are connected directly to the traffic data system in a closed network. The communication between the data loggers and the traffic data system takes place over OPCUA. Data from stationary continual stations is retrieved with just a few seconds delay.
