Helse- og omsorgsdepartementetOSLODeadline: Aug 17The Ministry of Health and Care Services would like an analysis of the Health Platform following up the Storting's decision: "The Norwegian Parliament asks the government to ensure that an independent, limited analysis is carried out so that the aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. This is to ensure the interaction, quality and efficiency goals in the services at all levels. The implementation and organisation of the analysis shall not affect ongoing improvements and further development of the Health Platform. The analysis shall refer to the existing knowledge basis." The aim of the analysis shall be learning for equivalent projects and further improvement and further development of the Health Platform. The objective is two parts: Part one focuses on the learning and improvement dimension for other equivalent projects. • Equivalent projects are to be understood as digitalisation projects in the health and welfare sector, but other sectors can also be relevant. We will use DFØ/the Project Wizard ́s definition of a digitalisation project. • The analysis shall emphasise what promotes and inhibits interaction and sharing of data across actors and levels. • The analysis shall point out the areas that have a value for learning, and identify and analyse the mechanisms that caused the known risk factors to have such major consequences. SYKEHUSINNKJØP HFVADSØA direct procurement of licences for a SaaS system (service) STATdx with the supplier Elsevier.Helse Nord RHF needs a regional, time-limited agreement on access to clinical radiological decision support/entry work for radiologists and LIS doctors. The procurement will be assessed as a procurement without a competition pursuant to the procurement regulations § 5-2 first section letter a, as the procurement, according to the contracting authority ́s assessment, can only be made with one specific supplier in the market. The need concerns a ready established SaaS/web based content service with medical quality assured radiology content, structured diagnostic support, differential diagnostics and a comprehensive case and picture library across radiological disciplines and modalities. The procurement does not apply to a general learning platform, course platform or technical portal, but to complete clinical radiological decision support content that can be used immediately without customer driven content production, quality assurance and management. Helse Nord has carried out a market survey, including RFI and dialogue with radiological environments. Identified alternatives are wetting among different LMS/platform systems. These systems do not currently appear as functionally equivalent substitutes, as they do not document finished medical quality assured radiological decision support content to the necessary extent and quality. Based on the market survey (RFI) and the substitute evaluation, Helse Nord ́s assessment is that STATdx from Elsevier is the only identified system that fulfils the necessary and proportional minimum requirements for the limited service at the current time.
