In April 2025, the Norwegian Ministry of Climate and Environment adopted a national regulation granting municipalities the authority to impose requirements to reduce emissions from construction and civil engineering sites through local regulations. The regulation is authorized under the Pollution Control Act. The municipalities and county council have jointly initiated an assessment of the opportunities associated with introducing a local regulation requiring the use of zero-emission solutions and biogas on public and private construction and civil engineering sites, and what such a regulation would mean for the region. Public project owners are subject to the Public Procurement Act, and the requirement to assign a 30% weighting to climate and environmental criteria is expected to influence the future composition of construction equipment fleets. It is the ambition of the municipalities that this assessment will help create greater predictability for the construction and civil engineering industry throughout the region. The aim of the procurement is to cover the company ́s need for an operationally robust and appropriate hook vehicle/sanitation vehicle for use in a large geographical area, including for use during some long trips. The vehicle shall have a range of minimum 500 km without filling or charging. There shall also be sufficient filling or charging possibilities between Evje and Hovden for the offered vehicle and its offered fuel technology. This means that the vehicle shall be able to return from Evje and then drive a further 150 km without the need for filling or charging under all conditions. The contracting authority would like tenders for an option for a service contract at the highest level for the offered vehicle. The option shall ensure the contracting authority access to a comprehensive and predictable service and maintenance system in the contract period. The contract shall contribute to high uptime, good operational stability and predictability connected to ongoing operational costs. If possible the vehicles are wanted delivered in 2027, service agreements shall also be signed for the different types of vehicles. The length of the service contracts is 7 years, with an option to extend further if needed. See the requirement specifications (Annex 1) for further details on the procurement. The procurement will be made in accordance with the Act from 17 June 2016 no. 73 on public procurements (LOA) and the regulations 12 August 2016 no. 974 on public procurements (FOA) parts I and III. The competition will be held as an open tender contest, cf. the Public Procurement Regulations § 13-1 (1). Negotiations are not allowed in this competition. Tenders cannot, therefore, be changed after the tender deadline has expired.
