In April 2025, the Norwegian Ministry of Climate and Environment adopted a national regulation granting municipalities the authority to impose requirements to reduce emissions from construction and civil engineering sites through local regulations. The regulation is authorized under the Pollution Control Act. The municipalities and county council have jointly initiated an assessment of the opportunities associated with introducing a local regulation requiring the use of zero-emission solutions and biogas on public and private construction and civil engineering sites, and what such a regulation would mean for the region. Public project owners are subject to the Public Procurement Act, and the requirement to assign a 30% weighting to climate and environmental criteria is expected to influence the future composition of construction equipment fleets. It is the ambition of the municipalities that this assessment will help create greater predictability for the construction and civil engineering industry throughout the region. THE MUNICIPALITIES ARE SEEKING INPUT During this conference, we will provide information about the ongoing work and would like to receive input from regional and local developers, contractors, suppliers, and other relevant stakeholders. Topics may include: * Benefits and business development opportunities * Market conditions * Costs and economic implications * Distributional impacts PRACTICAL INFORMATION ABOUT THE CONFERENCE The municipalities of Vestfold have engaged Norconsult to assist with the dialogue conference, compile information, and support the subsequent follow-up process. The dialogue conference will take place on 24 September from 10:00 AM to 11:00 AM. The conference will be held in Norwegian. Services include auction and tender design, IPP procurement and transaction advisory, PPA negotiations, risk mitigation strategies, and stakeholder capacity building - Renewable Energy Distributed Generation: Provide advisory services for the development and implementation of market-driven distributed generation frameworks, including the assessment and design of regulatory models. Support policy development, regulatory reforms, programme implementation, and capacity building to accelerate DG deployment. - Power Market Reform: Advise on the design and implementation of power market reforms that improve market efficiency, transparency, and investment attractiveness. The Contractor will contribute to the implementation of all BMZ and EU outputs of the project. The overall goal of this assignment is to support the implementation of the AfCFTA at the continental, regional, and national level by providing advisory services and capacity building for governmental as well as private sector and civil society stakeholders. When the need for support to the project"s partners within a particular thematic area is identified, experts shall be mobilised to provide demand-driven technical advisory services and/or capacity building to national, regional, and continental government partners and/or the project itself. The contract is for the provision of pools of qualified STE to cover a broad range of issues relating to AfCFTA negotiations and implementation in general and the programme objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and technical advice in the following thematic areas: - Removing barriers to Trade in Goods, Trade in Services and Digital Trade - Support for further AfCFTA negotiations (among others on Rules of Origin, Trade in Services) - Support for the ratification of the Phase II Protocols (Competition Policy, Intellectual Property Rights, Investment, Digital Trade, Women & Youth in Trade) - Implementation of AfCFTA regulations at the national and regional levels - Monitor and review the implementation of AfCFTA Protocols in African Union Member States (AU MS) - Improve access to trade information to relevant line ministries and to the private sector - Support the African private sector to trade under AfCFTA rules on the national and regional level - Support relevant authorities to setup inclusive policies for women & youth traders to participate in trade under AfCFTA The contractor will identify and manage pools of STE that will assist the initiatives in the programme"s areas of intervention. While the project operates Africa-wide, it focuses interventions at national level in 8 countries: Ethiopia, Ghana, Ivory Coast, Kenya, Malawi, Rwanda, Tunisia, and Zambia. At REC level it focuses at EAC, ECOWAS, and SADC. Interventions to additional AU MS and RECs will be implemented based on partner demand. Municipalities in Jord)ace increasing challenges related to fiscal sustainability, operational efficiency, and institutional maturity, Climate and disaster risks, and the ability to translate national priorities into effective local action To address these systemic gaps, UNDP is supporting the Cities and Villages Development Bank (CVDB) in introducing a comprehensive Municipal Governance Transformation Framework designed to provide a structured, evidence-based framework that aligns strategic municipal goals with operational activities, strengthens performance and risk management, enhances financial transparency, and accelerates digital transformation and institutional resilience. The selected entity will be expected to propose and adapt an appropriate methodology and tools to the Jordanian municipal context. This assignment is financed through the Green Climate Fund (GCF) and shall contributed to GCF`s country-driven readiness objectives by strengthening subnational institutional capacities, governance mechanisms, planning and programming frameworks and the enabling environment for low-emission and climate-resilient development. The assignment shall strengthen municipal capacity to integrate climate priorities into planning, budgeting, risk management, investment decisions, service delivery and performance monitoring, while maintaining alignment with relevant national strategies and climate commitments. The work shall be implemented in alignment with the applicable GCF Readiness and Preparatory support programme requirements, including the Readiness Strategy 2024-2027, the applicable Readiness Results Management Framework and standardized deliverables, as well as relevant GCF environmental and social, gender and stakeholder-engagement requirements. The entity shall coordinate closely with UNDP, the Cities and Villages Development Bank (CVDB), National Designated Authority (NDA) and relevant national and municipal stakeholders.Against this background, UNDP Jordan seeks to hire a qualified entity to design, adapt and operationalize an integrated Municipal Governance Transformation Framework across seven targeted municipalities to bridge governance gaps, foster institutional maturity, and ensure that municipal operations are aligned with strategic, digital, and financial resilience standards.
