Description of the Assignment: The overall objective of the consultancy is to develop a National Anti-Corruption Strategy that provides a clear, practical and coordinated framework for implementing the adopted National Anti-Corruption Policy. Specific objectives include:Translate the National Anti-Corruption Policy and high-level implementation matrix into a detailed implementable strategy.Define priority strategic actions, sequencing and timelinesClarify institutional roles, coordination and accountability mechanismsDevelop a monitoring, evaluation and reporting frameworkIdentify indicative costing and resource mobilization approachesThe consultant will undertake the following tasks:Desk ReviewReview the adopted National Anti-Corruption Policy and relevant legislative, institutional and social frameworks. This will include reviewing existing sector policies and strategic plan that speak to dealing with corruption while improving efficiency.Map out existing plans and interventions that are already underway to mitigate or respond to corruption especially within the key sectors which provide services and those responsible for management of public funds: MoJCA, Auditor General , Ministry of Finance and any other relevant entities.Review national development strategies, UNCAC obligations and regional/international best practices.Stakeholder ConsultationsFacilitate a session with the Auditor General’s office and Civil service commission to ensure alignment with their already established / or ongoing accountability measures.Design and conduct consultations with key implementing Ministries, Departments and Agencies, including the Prime Minister’s Office; the Ministry of Justice and Constitutional Affairs; Ministry of Finance; Ministry of Health; Ministry of Education; Ministry of Agriculture; Office of the Attorney General, Anti-Corruption Commission, Office of the Director of Public Prosecutions Judiciary.The consultant will also seek to understand the digital aspirations and the extent to which the interventions will contribute to the eradication of corruption in the country.Ensure consultations are inclusive.Development of the Draft National Anti-Corruption StrategyDevelop a draft Strategy that operationalizes the Policy into strategic pillars and priority actions.Define institutional responsibilities, coordination arrangements, timelines and implementation milestones.Develop a monitoring, evaluation and reporting framework with indicators.Identify indicative costing and resource mobilization considerations.Validation and FinalizationPresent the draft Strategy to Government and UNDP for reviewIncorporate feedback and finalize the National Anti-Corruption Strategy ready for approval and implementation.The ideal candidate should meet / exceed the below requirementsHave an advanced university degree (master’s level or higher) in Governance, Law, Public Policy, Political Science, Development Studies or a related field.Have at least seven (5) years of relevant experience in human rights /Rule of law Governance, anti-corruption or public sector reform.Proven experience in developing national policies or implementation strategies.Demonstrated experience facilitating multi-stakeholder consultations.Strong analytical, drafting and communication skills; ability to conduct consultations in SiSwati or a clear plan for qualified local research support.Strong knowledge of land tenure systems, customary land governance and rights-based approaches.Experience working in policy development in Eswatini will be an advantage.Excellent analytical, drafting and communication skills.Equal OpportunityAs an equal opportunity employer, UNDP values diversity as an expression of the multiplicity of nations and cultures where we operate and, as such, we encourage qualified applicants from all backgrounds to apply for roles in the organization.
