Dear Suppliers, Description of the Assignment: UNDP Nigeria seeks to engage a National Individual Consultant to undertake a comprehensive technical, institutional, and infrastructure assessment and develop a costed implementation roadmap for the operationalization of the National Situation Room at the National Emergency Management Agency (NEMA), Nigeria. Period of assignment/services: The assignment is for 15 working days, with the duty station in Abuja, Nigeria, including possible remote work and field visits. Candidates are expected to have an advanced degree in Information Technology, Engineering, Disaster Risk Management, or a related field, with 7–10 years of relevant experience, including demonstrated experience in early warning systems, situation room design, IT infrastructure planning and costing.Interested applicants are required to submit a Technical Proposal, updated CV, Financial Proposal, and supporting documents. While youth unemployment and underemployment reach 40%, Nigeria produces about 600,000 graduates to the labour market every year. Despite this human capital and technical expertise, the employment and labour markets in public and private sector do not favour young and recent graduates, thereby contributing to rising unemployment outflow of highly skilled talent as economic migrants in search of greener pastures. In response to this complex development challenge, the Federal Government of Nigeria with support from the EU and in collaboration with the UNDP established the Nigeria Jubilee Fellows Programme (NJFP) as a platform for providing fresh graduates with practical ‘on-the-job’ skills and leadership competences through a twelve-month fully paid placement opportunity.
