Mit dem ESF-Bundesprogramm „Bildung, Wirtschaft, Arbeit im Quartier – BIWAQ“ gewährt das Bundesministerium für Wohnen, Stadtentwicklung und Bauwesen (BMWSB) Zuwendungen für Projekte, die arbeitsmarktpolitische Aktivitäten und Ansätze zur Stärkung der lokalen Ökonomie mit der gebietsbezogenen integrierten Stadtentwicklung verknüpfen. Ziel dieser Ausschreibung ist die Beauftragung einer Regiestelle für die fachliche und wissenschaftliche Begleitung von BIWAQ von November 2026 bis einschließlich März 2029 für 29 Monate. Gemeinde GroßpösnaGroßpösnaDeadline: Sep 22Die Kommunen Borsdorf, Brandis, Großpösna, Naunhof, Belgershain, Parthenstein und Machern, die zwischen den Mittelzentren Wurzen und Grimma im Landkreis Leipzig belegen sind, haben sich bereits im November 2018 zunächst im Rahmen eines Letter of Intent zusammengeschlossen um im Folgenden eine interkommunale Zusammenarbeit in diesem Verbund etablieren zu können. Hierauf aufbauend wurde dann im ersten Quartal 2025 eine Interkommunale Kooperationsvereinbarung mit den vorgenannten Kommunen abgeschlossen. Die Interkommunale Kooperationsvereinbarung liegt dieser Ausschreibung an. In der jüngsten Vergangenheit haben diese Kommunen bereits eine Vielzahl von kooperativen Maßnahmen und Projekten gemeinsam zur positiven Entwicklung der Region Partheland umgesetzt. Zu diesen Maßnahmen gehört auch die Schaffung von interkommunalen Strukturen unter den genannten sieben Kommunen zur Bewältigung des Strukturwandels. Dabei wurde wesentlich auf der Basis der Unterstützung durch das Förderprogramm STARK gearbeitet. Nun soll die bereits erfolgreich begonnene Kooperation in den Kommunen des Parthelandes im Zusammenhang mit dem braunkohlebedingten Strukturwandel im Mitteldeutschen Revier ausgebaut und verstetigt werden. Insofern wurde nun, nachdem bereits für den Zeitraum 2022-2026 ein gemeinsamer Erstantrag der Kommunen des Parthelandes mit der Stadt Brandis als Lead-Kommune erfolgreich gestellt wurde, ein erneuter Antrag eingereicht und am 30.07.2026 durch das BAFA (Bundesamt für Wirtschaft und Ausfuhrkontrolle) bewilligt und zwar für den Zeitraum 2026 bis 2030 und über die Summe von 396.900,00 EUR. Die Kommunen des Parthelandes sind überzeugt, dass die Folgen des vom Bund beschlossenen Ausstieges aus der Gewinnung, Verarbeitung und Verstromung der Braunkohle und die insofern zu erbringende Mehraufwände gemeinsam besser bewältigt werden können. Eine solche Kooperation und das damit gebildete Netzwerk im Partheland ist das geeignete Mittel, um die Region zu stärken, die Daseinsvorsorge zu realisieren und dem demografischen Wandel entgegenzuwirken. Vor allem sollen mit diesem Aktionsraum die Aktivitäten im Kontext des braunkohleausstiegsbedingten Strukturwandels gebündelt und die Region auf die Zeit nach dem Ende der Braunkohlenverstromung vorbereitet werden. Es soll zu einer auf Nachhaltigkeit ausgerichteten Transformation des im Bundesland Sachsen gelegenen Kerngebietes der Braunkohleförderung kommen. In diesem Zusammenhang hatte der Aktionsraum für die kontinuierliche Gesamtsteuerung der Vorbereitung, Umsetzung und Abrechnung von städtebaulichen Maßnahmen und Projekten zur proaktiven Bewältigung des Strukturwandels für den Zeitraum 2022 bis 2026 Fördermittel auf der Basis Förderrichtlinie STARK am 15.03.2021 beantragt und am 05.04.2022 bewilligt bekommen. Nun sollen die Aktivitäten und Projekte zur Stärkung der wirtschaftlichen und sozialen Infrastruktur, die bereits aus dieser Förderperiode resultieren bzw. dort initiiert wurden und als Strukturwandelprojekte identifiziert worden sind. Mit der nun erneut vorliegenden Ausschreibung soll die Vergabe an einen geeigneten sachkundigen Bieter erfolgen, der die nachfolgend näher beschriebenen Leistungen erfüllen kann. The contractor helps project developers and government agencies design, structure, and scale Digital Public Infrastructure (DPI) use cases to bring them to a "bankable" status ready for international financing. The AM delivers four distinct types of specialized support to project promoters: 1. Development Support: Providing technical guidance at any stage of project development. This includes pre-feasibility and feasibility studies covering technical assessments, architectural designs, specifications, environmental impact assessments, regulatory analysis, cybersecurity assessments, hosting/infrastructure needs, and capacity assessments. 2. Structuring Support: Advising on essential operation, business, and financing models to ensure proposals match the expectations of financiers. This involves evaluating Public-Private Partnership (PPP) models, revenue streams, potential African and European private sector operators, and bundling separate projects to de-risk investments. 3. Access to Finance Support: Identifying appropriate financing options and aligning project documentation with the specific requirements of European and international institutions, such as the EU Global Gateway instruments (grants, guarantees, and blended finance like EFSD+). 4. Contract Closing / Transaction Support: Assisting with contractual negotiations during project preparation, including drafting financing transaction terms, term sheets, specialized contractual agreements, or fulfilling conditions. Work Packages The detailed scope of each work package is tailored to each project depending on its scope and maturity. It is not mandatory for a project to go through the entire sequence from EoI to Closing. Work Package 1: Clarification of the Assignment - Participate in initial online alignment sessions and a 2-day physical workshop in East Africa to understand the program vision and stakeholder landscape. - Present initial insights on technical feasibility, financial viability, gap analysis, and potential implementation risks. - Outline a clear process management approach detailing how each project proposal will be handled and which experts will be involved. - Develop a preliminary scope of work and estimate of effort for each selected project proposal. Work Package 2: Expression of Interest (EoI) Screening - Develop a transparent scoring system based on eligibility criteria to objectively rank and prioritize submitted EoIs against their likelihood of attracting financiers. - Conduct preliminary screenings of incoming EoIs, evaluating their alignment with the EAC Digital Transformation Strategy, and noting potential risks or opportunities. - Identify opportunities to "bundle" complementary projects to increase the overall investment ticket size and enhance commercial appeal. Work Package 3: Activity Brief Co-Development Steer a collaborative, iterative co-creation process between the project developer, GIZ, and financiers to complete an Activity Brief. - Review existing master plans, pre-feasibility material, and technical designs, and conduct project needs assessments to pinpoint bankability barriers. - Carry out initial due diligence on institutional setups, public mandates, and legal frameworks. - Provide baseline cost estimates, market price benchmarks, revenue/pricing sensitivity analyses, and financial model operations. - Recommend project-specific PPP models that integrate financial and governance safeguards. - Draft the precise Terms of Reference (ToRs) for the deeper studies needed in the next stage. Work Package 4: Technical Assistance (TA) Execution This core package focuses on delivering detailed technical and financial feasibility studies to serve as investment blueprints: - Technical Feasibility: Evaluate technology choices, tech stacks, hosting, and architecture for population-scale systems (such as e-ID, data-sharing, and payment switches). Ensure solutions incorporate user-centric design, digital sovereignty, and regional interoperability. - Safeguards and Compliance: Analyse project alignment with the Universal DPI Safeguards Framework and Principles for Digital Development. Conduct local/regional regulatory checks on data privacy, data protection, and localization laws. - Risk and Infrastructure Assessment: Conduct cybersecurity assessments, risk analyses, and evaluate the underlying telecommunications, energy, device, and storage infrastructure. - Proposal Refinement and Deal Structuring: Provide one-on-one assistance to refine financial projections, market analyses, and risk matrices. Craft tailored financing and capital structures aligned with instruments like the EFSD+. Work Package 5: Contract Closing Support Support applicants directly during contract negotiations with financiers to secure optimal financing terms. - Finalize necessary supporting documentation, including risk matrices, sustainability and impact analyses, and inclusivity frameworks. - Hand over completed project dossiers to interested investors to ease their formal due diligence and appraisal processes. - Provide tailored documentation to assist government partners through state processes for sovereign debt approval. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle.
