Multi-Operator Framework Agreement for the provision of Site Investigation Services
BACKGROUND: -- The purpose of this Prior Information Notice (PIN) is to inform prospective candidates of the potential opportunity relating to The Land Development Agency (LDA), for the Site Investigations Framework. The LDA was established in September 2018 and is a key Irish Government land management initiative. The Government has committed to providing the LDA with equity capital of up to €8.75 billion to facilitate large scale delivery of housing. Our core objectives are to: • Coordinate appropriate State lands throughout the country for regeneration and development, opening up key sites for housing delivery. • Driving strategic land assembly, working with both public and private sector land owners; • Contributing towards the delivery of affordable housing; and • Become a leading influencer of housing and land management, through research and innovation DESCRIPTION OF THE FRAMEWORK: -- The framework is intended to cover site investigations works related to Geotechnical and Geoenvironmental specialties. The framework will be utilised to engage contractors to undertake intrusive site investigation works specified by the project engineer. Examples of the intrusive investigations include; • Trial Pits to 3m • Boreholes to 15m • Rotary Cores to 20m • Geotechnical Lab tests • Geoenvironmental Lab Tests The framework will be utilised for LDA Projects throughout Ireland. The sites will vary in size and complexity. Projects will be focused on residential use, with a variety of high-density developments and low-density developments. The development sites may be Greenfields or brownfields sites. The framework members will be expected to undertake the intrusive site investigations works on site and produce the accompanying reporting. They will be expected to have suitably qualified and experienced resources in Geotechnical and Environmental disciplines. Consultancy Services for Fund Management of three new Business Instruments
The Ministry of foreign Affairs, Green Diplomacy and Climate wishes to engage a Consultant (Fund Manager) to implement three business support instruments (E1, E2, and E4) as part of the Danish Government’s Strategy for Development Cooperation, “A Changing World”, appeals to Danish private companies and investors to increase their engagement and investment in the Global South, helping bridge gaps and contribute to achieve the Sustainable Development Goals (SDGs), including climate action. The vision is that businesses which invest and expand their commercial engagements in the Global South will make significant contributions to national development agendas, including jobs, income opportunities through development of sustainable local value-chains, economic and social spin-offs from increased salaries and taxes, innovation, new technologies, and productivity-enhancements, and expansion in services. More specifically, the Strategy along with the Danish Government’s Action Plan for Effective and Economic Diplomacy seek to leverage the shared space between development cooperation and economic diplomacy, by promoting Danish companies’ investments and trade in developing partner countries. To this end, the Danish Government has initiated an initiative to strengthen business support through five business support instruments. The instruments are designed with focus on making it easier and more attractive for Danish companies to engage in emerging and developing markets, by reducing risks and clarifying and activating market potentials through partnerships, pilot projects, and business instruments providing co-investment financing and technical advice. The total amount allocated for the total initiative is DKK 850 million, of which DKK 550 million is allocated for instruments related to this tender. The five instruments focus on: E1) Early pipeline development to enlarge the pool of viable business cases; E2) Development, testing, and launching of inclusive and sustainable business models through partnerships between Danish businesses and non-commercial actors; E3) Access to finance, better enabling companies to invest and do business in high-risk Global South markets; E4) Demonstrating scalable, private sector-developed solutions with and for public authorities; and E5) Leveraging private and philanthropic capital. The five instruments are designed and should to the extent possible be managed to ensure synergies and coherence, both mutually and with the wider set of Danish private sector support engagements. The implementation of instruments E1, E2, and E4 will be managed under a Fund Management (FM) contract (Agreement) while instrument E3 and E5 will be managed by Impact Fund Denmark. This reflects a wish to concentrate the Danish Ministry of Foreign Affairs’ role on the policy and strategic management functions and to externalise the administrative and operational management functions to implementing agents. The purpose of the Agreement is to carry out the implementation and management of the three instruments, E1, E2, and E4, based on the underlying project documents and MFA Aid Management Guidelines (AMG). The Consultant will provide effective, transparent and accountable challenge fund management, covering proactive outreach and communication; call and application process implementation; contracting of selected actors/partnerships; supervision, guidance, and technical and project management backstopping of projects supported; administrative and financial management at facility level; results management and monitoring at level of each instrument; learning across the portfolio; and risk management. The objective of the Agreement is to manage and implement effectively and with accountability and transparency instruments E1, E2, and E4 and to achieve their defined objectives and results and in compliance with the MFA AMG. Framework Agreement for the Delivery of Control Systems (IEC104) and the Provision of related services TenneT is a leading European transmission system operator responsible for the safe and reliable transmission of electrical energy over long distances. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Technical advisory services on the development of the National Health Insurance scheme in Nepal
Nepal has made significant progress in improving the overall health status of the population, with huge improvements in life expectancy and reductions in maternal and child mortality rates. However, access to quality healthcare remains unequal, as many citizens face barriers due to geography, socio-economic status, and economic constraints. Nepal National Health Accounts (NHA) report indicates that out-of-pocket (OOP) healthcare expenses accounted for 54.2% of total health spending in 2019/20, exceeding the South Asian average of 48.2% (WHO 2023). Government contributions to health expenditure are only 30%, which is lower than the regional average of 42% (WHO GHED 2023). A 2018 study found that 10.3% of households faced catastrophic health expenditures monthly (Ghimire et al. 2018). Furthermore, the report found that 10.7% of households spent 10% of their total household expenditure on health and 2.4% even spent 25%, implying that Nepalese households face increased vulnerability to catastrophic health expenditures risking impoverishment (ADB 2024). To achieve Universal Health Coverage (UHC), Nepal seeks to reduce OOP spending through the National Health Insurance (NHI), launched in 2016. This initiative, overseen by the Health Insurance Board (HIB), aims to provide universal access to quality health services, primarily for the informal sector. Currently, the NHI is operational in all 753 local structures across 77 districts. Though the Health Insurance Act 2017 has clearly mentioned the health insurance to be mandatory, in practice this is not yet enforced; highlighted by the fact that out of 8.1 million ever-enrolled, currently only 4.4 are actively insured as of June 2024. The increasing coverage and expansion of the NHI is a priority to the Government of Nepal (GoN) and strengthening the institution has been identified as an important action area within the strategies in both the National Health Financing Strategy (NHFS) 2022-2032 and in the National Health Sector Strategic Plan (NHSSP) 2022-2030. GIZ has been supporting the national health insurance program since 2013, on policy advisory aspects as well as technical aspects. To strengthen HIB, GIZ supported a pool of experts through the Support to Health Sector Strategy (S2HSS) program in 2023. The pool of experts supported in defining roles and responsibilities of the policy, planning and monitoring department (PPMD) and developing job descriptions for those assigned to the departments, as envisioned in the Organisation and Management (O&M) survey. In addition, the support was extended for development of crucial policy documents, strategies, guidelines, and plans. On a technical front, GIZ supported HIB for improving the open-source insurance management information system (openIMIS) to streamline core business processes: from enrollment, member verification, policy activation to claims processing and reimbursement. Meanwhile, in the current context of HIB with constrained institutional capacity despite having developed numerous strategic documents in 2023, prioritizing its execution along with implementation of necessary reforms is now critical. Additionally, increasing population coverage, contextually redefining the benefit package, enhanced claims processing, strategic purchasing, actuarial analysis for decision modelling, using data analytics for enhancing quality of care and coordination with other actors like the Social Security Fund (SSF), Employee"s Provident Fund (EPF) etc. is vital to improve efficiency and avoid redundancy in successful implementation of the health insurance program. In order to address these policy, strategy and operational level challenges, GIZ calls for a team of nine short-term and long-term experts with diverse expertise for building up the health insurance to strengthen the institutional capacities of the HIB and other social protection actors to implement the national health insurance program in Nepal. The team will consist of 2 international experts on organizational management and health insurance, 1 short-term national senior expert on health insurance, 4 national short-term experts (covering the topics insurance law, health economics, quality management and actuary analysis) and 2 national long-term experts (health economist and Monitoring & Evaluation specialist). SUMIT Project - Provision of Digital Products
The SUMIT (Substance Use and Mental Health Interventions using Digital Technology) Project is supported by PEACEPLUS, a programme managed by the Special EU Programmes Body (SEUPB). The SUMIT Project will jointly develop, implement and evaluate a digitally enabled approach to enhance and inform the transformation of services within a test bed environment for 1,500 beneficiaries, adding value through three interrelated activities. 1. Collaborate with 4 local demonstrator sites in Northern Ireland (NI), the border counties of the Republic of Ireland (ROI) and Scotland (SCO) to deliver a comprehensive skills development programme for 500 staff and facilitate good practice and knowledge exchange through a Community of Practice to enable implementation of digital products. 2. Co-design, develop and implement 3 digital products for people to confidently use digital devices and products to access support and improve health and wellbeing. 3. Undertake cross-border research and project evaluation to robustly evidence ‘what works,’ and apply learning throughout the project to inform service delivery, organisational change and policy development to reduce inequalities and foster resilient health and social care systems. The procurement is structured into three distinct but interrelated lots: • Lot 1 – Self-Directed Help: Digital tools enabling individuals to access information, guidance and support independently, including anonymous access where appropriate. • Lot 2 – Personalised Journey: Solutions supporting ongoing recovery and wellbeing through personalised tracking, goal-setting, service navigation and peer interaction. • Lot 3 – Service User Database: Capabilities to support person-held records and controlled data sharing across services, reducing duplication and enabling continuity of care. A key objective of the contract is to deliver outcome-based digital solutions, rather than prescriptive technical systems. Bidders are therefore required to demonstrate how their solutions achieve defined user and service outcomes, including improved access to support services, sustained user engagement, increased digital inclusion, and enhanced service insight through data and analytics. This approach reflects the programme’s emphasis on co-design and participatory development, ensuring that solutions are aligned with real user needs and are capable of achieving meaningful adoption. Queens University Belfast (QUB) is the overall lead for the project with the Digital Health & Care Innovation Centre (DHI - hosted by University of Strathclyde) leading on activity 2 above. In delivery with the wider SUMIT partners, DHI is seeking to develop and implement innovative routes to market for the cross-border procurement of 3 digitally enabled products. All solutions and services delivered under this contract must comply with all applicable data protection legislation in force within the jurisdictions of delivery, including the EU General Data Protection Regulation (EU GDPR) as implemented in the Republic of Ireland, and the UK General Data Protection Regulation (UK GDPR) together with the Data Protection Act 2018. The Contractor shall ensure that its solution remains fully compliant with these statutory requirements at all times throughout the term of the contract. 10000203 II - Consultancy on Drainage Water Reuse
The objective of this assignment is to support the Ministry of Water Resources in identifying and prioritising technically, environmentally, and economically feasible options for the reuse of drainage water in the Hillah River System and to prepare a concept for two pilot projects that can serve as a demonstration for future replication. The contractor is responsible for providing the following work packages and for achieving the corresponding milestones: Work package 1: Assessment of irrigation practices and drainage-water generation The contractor is responsible for conducting a comprehensive assessment of current irrigation systems and their relationship to drainage-water generation in the Hillah River System. This includes reviewing existing irrigation methods such as surface, sprinkler, and drip irrigation including the (efficient) use of fertilizer; quantifying irrigation efficiency and related drainage-water volumes and qualities; and analysing the institutional management of irrigation operations. The contractor shall perform a scenario analysis comparing current and improved irrigation and fertilizing practices and quantify how increased irrigation efficiency and better use of fertilizer would affect the volume and quality of drainage water. The analysis shall include different scenarios for climate adaptation measures. The results shall be visualised in maps and datasets to be included in the (designed) Information System with the Hillah River Information System (Outcome Indicator). Work package 2: Identification and prioritisation of reuse options and treatment technologies GIZ shall provide the contractor with a baseline assessment identifying feasible end-uses for treated drainage water, including agricultural reuse, aquaculture, industrial applications, landscape irrigation, and groundwater recharge. The baseline assessment will also include a review of relevant international and regional experiences (e.g. Jordan, Egypt, Iran, and FAO"s WaPOR programme) and initial lessons learned applicable to the Iraqi context. The contractor shall build upon and complete the baseline assessment provided by GIZ by validating and further developing the identified drainage water reuse options relevant to the Iraqi context. This includes assessing a range of conventional treatment technologies as well as nature-based solutions (NbS) suitable for high-salinity and contaminated drainage water in arid environments, using a multi-criteria approach that considers technical feasibility, operational requirements, costs, environmental risks, and institutional capacities. Different potential options (managerial, biological, physical, non-physical) should be discussed and presented in an "option report". The contractor shall ensure that MoWR and key institutions are engaged throughout the assessment process as part of a structured capacity development approach. As part of this process, the contractor shall facilitate targeted learning and exchange activities. These include the organisation of a study tour for MoWR to visit relevant international or regional good practices, as well as an international seminar or conference in Baghdad in which international and regional actors present their experiences and discuss their applicability to the Iraqi context. The contractor shall prepare a bilingual publication summarising these experiences and the insights obtained. In addition, the contractor shall design and deliver two training courses in close cooperation with the MoWR Training Center: (i) a foundational training course on treatment technologies for drainage water reuse, covering technical principles, performance, and operational aspects; and (ii) an advanced training course focusing specifically on drainage water reuse concepts and Nature-based Solutions (NbS), including design considerations, applicability in arid environments, and integration into water management planning. The consultant together with the GIZ team will support the MoWR in identifying 2 pilot projects to be implemented in the Hilla River area. Work package 3: Preparation of pilot project concepts Building on the findings of the previous work packages, the contractor shall support the development of a pre-fesibility (PFS) and a definitive feasibility study (DFS) for two pilot demonstration solutions. This task includes together with the GIZ team and the counterpart identifying suitable pilot locations based on hydrological, land-use, and environmental criteria; proposing a treatment and reuse scheme; and estimating costs and requirements, and potential financing options. The contractor shall analyze the financing criteria, eligibility requirements, and procedural steps of BMZ and EU co-financing instruments relevant to the implementation of pilot projects on drainage water reuse. Based on this analysis, the contractor shall develop and assess two distinct pilot project options: - a small-scale pilot project designed to comply with BMZ funding criteria, with an indicative financing volume of up to EUR 1 million (up to feasibility level); and - a larger-scale pilot project designed to comply with EU financing criteria, with an indicative financing volume of up to EUR 25 million (up to pre-feasibility level). For the implementation of these tasks, the tenderer is required to provide 4 core experts (1 team leader and 3 technical experts with a total of 330 expert days).
