Ziel des Projekts Prävention von Gewalt gegen Frauen III (PreViMujer III) ist es, auf zentraler Ebene und in zwei Provinzen Ecuadors staatliche und nichtstaatliche Akteure darin zu unterstützen, gesetzliche Vorgaben zur Prävention von Gewalt gegen Frauen umzusetzen. Die auftragnehmende Partei (AN) trägt zur Erreichung der Projektziele bei und arbeitet kontinuierlich in enger Abstimmung mit dem Kernteam der GIZ undDie AN ist für die folgenden Arbeitspakete verantwortlich: 1. Planung, Monitoring, Evaluierung (PM&E) und Wissensmanagement Die ANErstellung und Verwaltung eines PM&E-Systems , das auf den Ergebnissen und Auswirkungen des Projekts basiert. Mit Hilfe dieses Systems bereitet die AN die Beiträge für die jährlichen und abschließenden Projektberichte vor. Dieser Prozess zielt auf ein wirkungsorientiertes Monitoring ab, durch das der Fortschritt des Projekts im Hinblick auf die vereinbarten Ziele und Meilensteine während der gesamten Projektlaufzeit systematisch erfasst wird. Außerdem unterstützt die AN die operative Planung des Projekts sowie den Dialog innerhalb des Teams über strategische Fragestellungen. Zudem ist die AN für die Erstellung und Verwaltung eines Wissensmanagementsystems für das Projekt verantwortlich. Auf Grundlage einer entsprechenden Strategie werden u. a. Input-Dokumente für den Projektfortschritts- und den Abschlussbericht, die Projektevaluierung, ein lokales Handbuch für bewährte Verfahren und Factsheets über die Durchführung und die Auswirkungen des Projekts erstellt. 2. Aufbau von Kapazitäten im Bildungssektor (Umsetzung von Output 3) Die AN wird für die Stärkung der Kapazitäten von Bildungseinrichtungen zur Umsetzung innovativer Maßnahmen zur Prävention von Gewalt gegen Kinder und Jugendliche verantwortlich sein, die an die lokalen Gegebenheiten angepasst sind. Dazu gehört die Durchführung von Workshops für die Ausbildung von Multiplikatoren (Training of Multipliers) in Universitäten und Bildungseinrichtungen unter Anwendung der erprobten Methoden "Mitmach Parkour" für Kinder und "Game Over" für Jugendliche. Die AN berät Universitäten und Bildungseinrichtungen für die Anpassung und Umsetzung von Modellen, die auf den Konzepten "Sichere Universitätsgemeinschaft" und "Bildungsumgebungen ohne Gewalt gegen Frauen" basieren. Zudem berät die AN das Bildungsministerium auf dezentraler Ebene und Bildungseinrichtungen bei der Umsetzung von Präventionsmaßnahmen sowie für die Entwicklung kulturell angemessener Dialogformate zwischen Generationen, Kulturen und Geschlechtern zum Thema Gewalt gegen Frauen im schulischen und außerschulischen Kontext. 3. Organisations- und Kapazitätsentwicklung Die AN ist für die systemische Organisationsentwicklung (DOS) zuständig. Dies beinhaltet die Ausarbeitung von Vorschlägen zur Verbesserung des Systems der Zusammenarbeit mit dem Ministerium für Frauen und Menschenrechte (MMDH) sowie die Analyse anderer Schlüsselakteure des Nationalen Systems zur Verhütung und Beseitigung von Gewalt gegen Frauen (SNPEVM), für die das MMDH die Verantwortung trägt. Auf dieser Grundlage wird die AN einen Vorschlag für die DOS ausarbeiten, der z. B. Strategien und einen Arbeitsplan, die Konzeption von Schulungsprogrammen oder Workshops mit dem/den vom Projekt ausgewählten Partner(n) sowie Tagesordnungen, Methoden und didaktisches Material umfasst. Während die technische Unterstützung des/der Partner(s) während des Projekts in den Händen von PreViMujer III liegt, wird die AN punktuelle Unterstützung bei der Durchführung von einem Face-to-Face-Workshop leisten. Die AN ist verantwortlich für die Stärkung der Kompetenzen des Projektmanagements in Form von Coaching. Spezifische Themen können schwierige Managementaufgaben in komplexen Teamsituationen, Kontroll- und Managementfragen, Kommunikationsfähigkeiten, Konfliktsituationen, Work-Life-Balance und Stressmanagement sein.

These include cultural and social norms that prioritise domestic roles over professional careers, limited access to education and training in remote and rural areas, and economic segregation in low-paying sectors. In this context, employment growth in the tourism sector offers a unique opportunity for women's economic empowerment (WEE) in coastal regions. By combining community sensitisation and targeted mobilisation campaigns with direct access to labour market-oriented training and labour market services, this potential can be realised. Sustainability and green practices are becoming increasingly important to tourism operations in Kenya and Tanzania, as environmental concerns directly affect the viability and attractiveness of the countries as tourist destinations. However, current and future employees in the tourism sector often lack the necessary skills to effectively implement these green practices. To address this, it is essential that training programmes for tourism related occupations include a focus on green skills. Such training can cover areas such as waste management, energy efficiency, water conservation and the use of sustainable materials. The Women employment for sustainable tourism (WEST+) project in Kenya, Tanzania and Zanzibar focuses on improving the employment and economic situation of women and youth, particularly in enterprises driving the green transformation of the tourism sector, and building a more inclusive, skilled female workforce for the tourism sector. The public-private partnership project aims to improve employment opportunities for youth and women in the coastal regions of Kenya and Tanzania/Zanzibar, with a particular focus on providing green skills for the usage in the workplace in and around the tourism sector. This initiative addresses critical issues: limited employment opportunities for women and youth, the lack of green skills in training curricula, and a gap between the skills provided by training institutions and those required by the tourism industry. The project consists of three components: (1) multi-stakeholder dialogue; (2) training and employment; and (3) regional and international exchange. Component 1 multi-stakeholder dialogue: Facilitating regular dialogues and exchanges between the tourism industry and training providers (linking public and private stakeholders). The main emphasis of this service contract is on component 2 Training and Employment, which includes conducting a market survey, adapting and developing curricula, preparing TVET centres (equipped by the partner), sensitising local communities about training and employment opportunities for women in the tourism sector (registration and facilitation and application process), advising hotel partner companies on gender-sensitive/gender-transformative HR practices, providing capacity building for teachers and trainers, conducting short courses, reviewing training and curricula, organising work placements (internships) and organising job fairs. The final component 3 Regional and international exchanges: organising study and training visits for TVET staff (and/or students) from TZ to KE and possibly vice versa to facilitate regional exchanges; development of a knowledge product that assesses the impact of the partnership, captures beneficiary stories and presents a scalable, replicable solution for potential replication; development of a communication strategy and presentation of lessons learned in international tourism fora. The contributions of the two partners complement each other. The TUI Care Foundation, part of the TUI Group, brings expertise in the tourism industry, market access, a network of hotels and existing implementation structures in Kenya and Tanzania. WE4D offers long-standing expertise in employment promotion and experience in contributing to the green transformation through skills and private sector development. The contractor helps project developers and government agencies design, structure, and scale Digital Public Infrastructure (DPI) use cases to bring them to a "bankable" status ready for international financing. The AM delivers four distinct types of specialized support to project promoters: 1. Development Support: Providing technical guidance at any stage of project development. This includes pre-feasibility and feasibility studies covering technical assessments, architectural designs, specifications, environmental impact assessments, regulatory analysis, cybersecurity assessments, hosting/infrastructure needs, and capacity assessments. 2. Structuring Support: Advising on essential operation, business, and financing models to ensure proposals match the expectations of financiers. This involves evaluating Public-Private Partnership (PPP) models, revenue streams, potential African and European private sector operators, and bundling separate projects to de-risk investments. 3. Access to Finance Support: Identifying appropriate financing options and aligning project documentation with the specific requirements of European and international institutions, such as the EU Global Gateway instruments (grants, guarantees, and blended finance like EFSD+). 4. Contract Closing / Transaction Support: Assisting with contractual negotiations during project preparation, including drafting financing transaction terms, term sheets, specialized contractual agreements, or fulfilling conditions. Work Packages The detailed scope of each work package is tailored to each project depending on its scope and maturity. It is not mandatory for a project to go through the entire sequence from EoI to Closing. Work Package 1: Clarification of the Assignment - Participate in initial online alignment sessions and a 2-day physical workshop in East Africa to understand the program vision and stakeholder landscape. - Present initial insights on technical feasibility, financial viability, gap analysis, and potential implementation risks. - Outline a clear process management approach detailing how each project proposal will be handled and which experts will be involved. - Develop a preliminary scope of work and estimate of effort for each selected project proposal. Work Package 2: Expression of Interest (EoI) Screening - Develop a transparent scoring system based on eligibility criteria to objectively rank and prioritize submitted EoIs against their likelihood of attracting financiers. - Conduct preliminary screenings of incoming EoIs, evaluating their alignment with the EAC Digital Transformation Strategy, and noting potential risks or opportunities. - Identify opportunities to "bundle" complementary projects to increase the overall investment ticket size and enhance commercial appeal. Work Package 3: Activity Brief Co-Development Steer a collaborative, iterative co-creation process between the project developer, GIZ, and financiers to complete an Activity Brief. - Review existing master plans, pre-feasibility material, and technical designs, and conduct project needs assessments to pinpoint bankability barriers. - Carry out initial due diligence on institutional setups, public mandates, and legal frameworks. - Provide baseline cost estimates, market price benchmarks, revenue/pricing sensitivity analyses, and financial model operations. - Recommend project-specific PPP models that integrate financial and governance safeguards. - Draft the precise Terms of Reference (ToRs) for the deeper studies needed in the next stage. Work Package 4: Technical Assistance (TA) Execution This core package focuses on delivering detailed technical and financial feasibility studies to serve as investment blueprints: - Technical Feasibility: Evaluate technology choices, tech stacks, hosting, and architecture for population-scale systems (such as e-ID, data-sharing, and payment switches). Ensure solutions incorporate user-centric design, digital sovereignty, and regional interoperability. - Safeguards and Compliance: Analyse project alignment with the Universal DPI Safeguards Framework and Principles for Digital Development. Conduct local/regional regulatory checks on data privacy, data protection, and localization laws. - Risk and Infrastructure Assessment: Conduct cybersecurity assessments, risk analyses, and evaluate the underlying telecommunications, energy, device, and storage infrastructure. - Proposal Refinement and Deal Structuring: Provide one-on-one assistance to refine financial projections, market analyses, and risk matrices. Craft tailored financing and capital structures aligned with instruments like the EFSD+. Work Package 5: Contract Closing Support Support applicants directly during contract negotiations with financiers to secure optimal financing terms. - Finalize necessary supporting documentation, including risk matrices, sustainability and impact analyses, and inclusivity frameworks. - Hand over completed project dossiers to interested investors to ease their formal due diligence and appraisal processes. - Provide tailored documentation to assist government partners through state processes for sovereign debt approval. Part of this effort concerns the simplification of the procurement process of key consultancy services relating to development cooperation. Consultancy contracts are currently procured individually by the case worker responsible for the programme or project. Case workers are MFA staff from MFA services at home in Copenhagen and abroad. In the procurement of individual contracts, they are responsible for the choice of procurement modality, the planning, preparation and management of the tender and contracting process. This process is often lengthy, and can have implications on programme and project timelines. Moreover, the fragmentation of the process makes it difficult to use the feedback from case workers on the fulfilment of the assignments. This makes it challenging to harvest learning from past performance and ensure a sustained quality of services. It is in this context that the MFA wishes to consolidate the procurement of consultancy services through a framework agreement with multiple contractors. The streamlining of the management of Danish development cooperation entailed a revision of the Danida – Aid Management Guidelines (https://amg.um.dk/). This foresees a delegation of key tasks to external consultants, primarily appraisals, and thereby an expected rise in the number of consultancy services to be requested. It is therefore an opportune time to seek a more streamlined procurement process of consultancy services. AMGs contain the policies, guidelines, and tools for the MFA’s development cooperation assistance. They cover different forms of Danish development cooperation modalities. The AMG’s Bilateral Guidelines (https://amg.um.dk/bilateral-cooperation/guidelines-for-programmes-projects-country-strategic-frameworks-and-hard-earmarked-multilat-support) and Financial Management Guidelines (https://amg.um.dk/bilateral-cooperation/financial-management) constitute the basic set of procedures for all Danish bilateral development cooperation. The guidelines outline the processes and requirements for the preparation, formulation, quality assurance, approval, implementation, completion and closure of Danish bilateral programmes and projects. The framework agreement is expected to solely cover bilateral development cooperation programmes and projects designed and implemented by Denmark. Therefore, the expected scope of work of consultancy services solely pertains to Official Development Aid (ODA) funds. The framework agreement is also expected to be divided into two lots. Under each lot, the MFA expects to conclude a framework agreement with between three to seven contractor to establish the terms governing contracts to be awarded during the term of the framework agreement, specifically the terms for award of contracts with/without reopening of competition amongst the contractors on the framework agreement. The expected lots reflect the thematic areas and priorities of Denmark’s Strategy for Development Cooperation: Lot 1: Climate change, environment, private sector development, enabling environment and financing. Lot 2: Governance, response to conflicts, forced displacement, irregular migration, health and education. Each lot is expected to require the provision of the following services pertaining to the design and implementation phases of bilateral development cooperation programmes, namely: Formulation of bilateral programmes and projects. This may include preparatory work in the formulation process if and as needed. Appraisal of the design of bilateral programmes and projects as a quality assurance milestone prior to approval. This includes external appraisals and early appraisals of larger or high-risk programmes/projects. Review of bilateral programmes and projects under implementation. This can span inception, midterm and technical reviews as part of the MFA unit’s monitoring and reporting cycle. The estimated values of the procurement and the lots are preliminary estimates.
