Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornBACKUP Health is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme forms part of Germany"s contribution to strengthening the global health architecture and supports the effective and sustainable use of funds from global health financing mechanisms, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Many low- and middle-income countries remain dependent on international health financing to provide essential services. Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM), in selected partner countries. BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia. It promotes gender equality, human rights, and the inclusion of vulnerable and marginalised groups as cross-cutting priorities. In the upcoming phase (2026-2028), the programme provides technical and policy support in three core areas: - Health financing and governance: Strengthening institutional capacities for the integration of global, particularly HTM-related, financing into national health systems and governance structures. - Integration of services: Supporting partner countries in developing and implementing approaches for integrated, people-centred and equitable health services, with strong community engagement. - Local production: Enhancing organisational and institutional capacities for the local manufacturing of HTM-relevant health products in Africa to improve sustainability, supply security and regional self-reliance. The project is implemented with a focus on partner countries in Africa and Central Asia. With this tender, BACKUP Health calls for assistance in the swift formulation and/or management of technical assistance (TA) assignments in countries eligible to BACKUP Health support. Technical assistance assignments may cover activities such as - Advisory support on sustainable health financing and governance, including domestic resource mobilisation, public financial management, and alignment of Global Fund and other external resources with national systems, - Technical support for integrating HIV, TB and malaria (HTM) services into broader, people-centred health systems through cross-programmatic collaboration and strengthened service delivery, - Support for building local and regional capacities for health product manufacturing, regulation, and market development. Assignment process Requests for technical assistance can be expected on a rolling basis throughout the project duration (2026-2028). It cannot be specified in advance which partner countries will request support, how frequently such requests will be submitted, or which thematic areas will be prioritised. BACKUP Health will forward TA requests to the contractor, who shall then identify, hire and deploy suitable experts to provide the requested services across the three support areas mentioned above. Dazu gehört die Durchführung von Workshops für die Ausbildung von Multiplikatoren (Training of Multipliers) in Universitäten und Bildungseinrichtungen unter Anwendung der erprobten Methoden "Mitmach Parkour" für Kinder und "Game Over" für Jugendliche. Die AN berät Universitäten und Bildungseinrichtungen für die Anpassung und Umsetzung von Modellen, die auf den Konzepten "Sichere Universitätsgemeinschaft" und "Bildungsumgebungen ohne Gewalt gegen Frauen" basieren. Zudem berät die AN das Bildungsministerium auf dezentraler Ebene und Bildungseinrichtungen bei der Umsetzung von Präventionsmaßnahmen sowie für die Entwicklung kulturell angemessener Dialogformate zwischen Generationen, Kulturen und Geschlechtern zum Thema Gewalt gegen Frauen im schulischen und außerschulischen Kontext. 3. Organisations- und Kapazitätsentwicklung Die AN ist für die systemische Organisationsentwicklung (DOS) zuständig. Dies beinhaltet die Ausarbeitung von Vorschlägen zur Verbesserung des Systems der Zusammenarbeit mit dem Ministerium für Frauen und Menschenrechte (MMDH) sowie die Analyse anderer Schlüsselakteure des Nationalen Systems zur Verhütung und Beseitigung von Gewalt gegen Frauen (SNPEVM), für die das MMDH die Verantwortung trägt. Auf dieser Grundlage wird die AN einen Vorschlag für die DOS ausarbeiten, der z. B. Strategien und einen Arbeitsplan, die Konzeption von Schulungsprogrammen oder Workshops mit dem/den vom Projekt ausgewählten Partner(n) sowie Tagesordnungen, Methoden und didaktisches Material umfasst. Während die technische Unterstützung des/der Partner(s) während des Projekts in den Händen von PreViMujer III liegt, wird die AN punktuelle Unterstützung bei der Durchführung von einem Face-to-Face-Workshop leisten. The services cover the full lifecycle of competitive Calls for Applications and associated capacity development, from pipeline development and call management through pre-award technical assistance, facilitation of selection decisions, and post-award strategic advisory support. The Contractor will work in close coordination with, and under the oversight of, the GIZ project team. While GIZ retains responsibility for grant contracting, financial administration, donor relations, and overall governance, the Contractor will be responsible for the technical and operational execution of the services described below. Pipeline Development and Outreach The Contractor shall design and implement a structured pipeline development strategy to identify, mobilise, and engage eligible agribusinesses aligned with EZCF 2.0 objectives, with a focus on legumes and horticulture value chains and priority economic corridors. This includes stakeholder mapping, outreach campaigns, information sessions, and marketing activities that promote inclusive participation, particularly of women-led, youth-led, and locally rooted enterprises. Call for Applications Management The Contractor shall prepare, launch, and manage up to four competitive Calls for Applications using transparent, standardised, and well-documented procedures. This includes the development of all call documentation and tools (e.g. SOPs, application guidelines, eligibility and evaluation criteria, templates, and review materials) and the establishment and operation of a secure digital system for application submission, screening, evaluation, and documentation. The Contractor shall conduct comprehensive due diligence, including Commercial and Legal Eligibility Checks (KEP), and prepare shortlists of qualified applicants for review by GIZ and the Independent Investment Committee (IIC). Pre-Award Technical Assistance and Capacity Development For shortlisted applicants, the Contractor shall provide structured pre-award technical assistance to support the preparation of complete, high-quality, and decision-ready proposals. This includes proposal writing support, budget formulation aligned with GIZ grant templates, business viability and market feasibility advisory services, strengthening of inclusive business models (including SHF integration), facilitation of access to co-financing, and preparation for pitch events before the IIC. Facilitation of Selection and Grant Award Process The Contractor shall organise and facilitate pitch events and support the final selection process by compiling complete proposal packages, supporting IIC deliberations, documenting decisions, and communicating outcomes to applicants. The Contractor shall liaise with applicants and GIZ during the transition to grant contracting, ensuring that all required documentation is complete and consistent. Post-Award Strategic Advisory and Market Support Following grant award, the Contractor shall provide post-award strategic advisory services to grantees throughout implementation. This includes periodic portfolio reviews, biannual strategic check-ins with grantees, targeted business and market advisory support, facilitation of linkages to financial institutions and market actors, and contribution to relevant sector platforms and multi-stakeholder dialogues. Expert Pool Management and Quality Assurance The Contractor shall recruit, manage, and coordinate a pool of qualified short-term technical experts and administer the Independent Investment Committee, ensuring impartiality, transparency, and adherence to conflict-of-interest requirements.
