The contractor is expected to conduct background research and collect data on Walking and Cycling in the Dakar Metropolitan Region to assess the current state of cycling & walking in Dakar and identify key challenges and opportunities. Based on a status quo analysis the contractor will develop a Walking and a Cycling Strategy for the Dakar Metropolitan Region. Both strategies shall be developed in an iterative process based on stakeholder consultation. The Walking and the Cycling Strategy are foreseen as separate strategies and actions for cycling and walking as they require different approaches and infrastructure. Nevertheless, the strategies shall be consistent and developed in a coordinated manner. Finally, the contractor will prepare 5 Action Plans to improve active mobility in the Dakar Metropolitan region. Prepare a pre-feasibility study for a Green Corridor to improve safe pedestrian access to public transport in Keur Massar and strengthen institutional capacities for climate-resilient, inclusive street design and participatory project development in Dakar. Market survey for the publication of a licence period for renting small electric vehicles on public ground in Oslo municipality.
The Agency for Urban Environment would like to invite market participants who rent "free flow" shared electric bicycles and electric scooters to a market survey. The aim of the invitation is to gain general insight about the interest and the possibility the market has to offer electric bicycles in combination with electric scooters to ensure that the criteria in the next notice are in line with what the market can offer and the city wants. We would particularly like concrete feedback on free floating e-cycles that are not offered in Oslo in the current period. Currently Oslo offers two different offers of micromobility; the permission scheme for small electric vehicles (electric scooters and electric bicycles) and a separate contract with Oslo bysykkel. The licence scheme is a free flow scheme with 2 years duration and is open for companies with permission to have both electric bikes and electric scooters. In the current period, only electric scooters are offered from the companies that have permission in Oslo. Oslo Bysykkel offers fixed installations of electric bicycles and regular bicycles within ring 3 and is a contract that lasts until 2030. The current permit for small electric vehicles allows companies to place a total of 16,000 vehicles that are distributed equally between three companies. There are 5,334 vehicles for each company. The distribution of vehicles will be distributed in 4 zones that are regulated in the local regulations. In zones 1, 2 and 3, the companies have the possibility to deploy 8,000 vehicles (inner town), the remaining 8,000 can be placed in zone 4 (outer town). Of the 8,000 vehicles that can be placed within zone 3, there is a maximum of 3,200 vehicles in zone 3, 3,200 vehicles in zone 2, and 1,200 vehicles in zone 1. In 2025, more than 20 million trips were carried out, and a further increase is expected by the end of 2026. On average, the trips last with electric scooters in Oslo about 7 minutes, which makes up a distance of about 2 kilometres in the airline. The Agency for Urban Environment would like the tender to be developed in a safe and good way with the city ́s needs and that as many people as possible use the offer in the city. We would therefore like the market to give feedback on the following questions: 1. There should be some concrete changes in the design of questions from the previous notice period 2025-27 (see the annex). 2. Should the next notice also include electric bicycles and which segments can electric bicycles attract that do not electric scooters hit? 3. Previous experience gave electric bikes challenges in the urban area. Are the current e-cycles offered by the market small enough and adapted to confined urban spaces? 4. What does the market think about requirements for the size and length of the bicycles (wheel size in inches, length in cm)? 5. If a limit shall be set on the size of the e-cycles. What is the smallest size of e-cycles in the market and what size is recommended in Oslo? 6. Should there be a minimum and maximum number of e-cycles and how should it be distributed in the zones? 7. Fees have been preventive in order to avoid repeated parking errors. The municipality has no way of doing the same with electric bikes. How do companies solve the parking challenges that arise with electric bikes? 8. What is the market ́s attitude in general to forced parking in the city centre and forced parking only for electric bikes in other local centres and areas with high use? 9. What type of new technology can the market offer that contributes to safer urban transport with many walking, especially on pavements, parks, public urban areas etc.? Give examples. 10. Do you have anything else you would like to comment on or give feedback on? The Agency for Urban Environment reserves the right to select feedback and the right to not take into account input that is not relevant for the pending announcement. This is done in order to avoid disproportionate work with the received inputs. The Agency for Urban Environment selects relevant input from the feedback based on capacity, need, wants and professional assessment. Due to staff holidays, questions asked from interested parties will not be answered until after 3 August. A deadline is set for 18 August to ask questions to the market dialogue, and questions received after this cannot be answered. The deadline for submitting feedback and replying to the questions posed in the market dialogue is set at 25 August. A summary of the received input will be prepared. The contract is expected to run from signing (in 2026) to November 2028, covering three full leadership cycles. The contractor is responsible for achieving the following contract objectives and indicators: - Lead the organization (event and travel logistics, administration) and deliver 3 leadership cycles. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project. - Be accountable to the GP BACKUP team and report progress on a bi-monthly basis. - Be responsible for documenting and reporting project progress and achievements. - Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons. Key Indicators of success will be monitored by the contracting party and include the: - Completion of 3 leadership cycles by September 2028. - Strengthened leadership capacities in relation to health financing reform in 90 senior decision-makers across 9 countries. - Formulation of 9 design options (CIAs) for the integration of HIV/TB/Malaria services into national systems by participating countries. - Production of 6 legislative, strategic, or planning documents by participating countries. The service package will comprise six major work packages divided as follows: - A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions. - Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems. - The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries. - Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program. - Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program. The contractor is responsible for selecting, preparing, training and steering the experts assigned to carry out the different services. The contractor manages costs and expenditures, accounting processes and invoicing in line with GIZ requirements and will be responsible for contributing to Outcome and Output Indicator 1.1 of the GP BACKUP Health. Thereby ensuring 9 national design options for the sustainable financing of integrated ATM-related services are developed out of which 6 result in national legislative, strategic or planning documents by December 2028. The contractor plays an active role in the results-based monitoring of the project and provides to GIZ as follows in English language: - One inception report - Protocols at the end of each module and practical phase (total of 9) - One Final synthesis report by November 2028 including Stories of Change and Case Studies per country Additionally, the contractor is required to produce: - Contributions to the report to GIZ"s commissioning party and - Brief quarterly written up-dates on the implementation status of the project (up to 5 pages) In terms of contributions to company-wide learning, knowledge and innovation the contractor provides support in implementing a project evaluation with special emphasis on ensuring the effectiveness of the knowledge management process. The contract is expected to run from signing (in 2026) to November 2028, covering three full leadership cycles. The contractor is responsible for achieving the following contract objectives and indicators: - Lead the organization (event and travel logistics, administration) and deliver 3 leadership cycles. Adapt the technical didactic content of the Leadership for UHC program (l4uhc.world) to the scope of the GP BACKUP Health (geared towards financing reforms and integration of ATM into national systems). Provide all necessary experts to coordinate, manage, facilitate, and administer the consultancy project. - Be accountable to the GP BACKUP team and report progress on a bi-monthly basis. - Be responsible for documenting and reporting project progress and achievements. - Coordinate with all involved parties including any GIZ identified collaborators (e.g., GFATM, WHO, WB etc.) which may co-develop technical content and contribute technical resource persons. Key Indicators of success will be monitored by the contracting party and include the: - Completion of 3 leadership cycles by September 2028. - Strengthened leadership capacities in relation to health financing reform in 90 senior decision-makers across 9 countries. - Formulation of 9 design options (CIAs) for the integration of HIV/TB/Malaria services into national systems by participating countries. - Production of 6 legislative, strategic, or planning documents by participating countries. The service package will comprise six major work packages divided as follows: - A Preparation Phase Work Package 1 for the Operational Set-Up of the project (steering, personnel, logistics, admin) in organizational and operative functions. - Work Package 2 focused on Didactic Adaptation of the L4UHC Curriculum to BACKUP Health Scope to focus on the integration of (ATM) financing and services into national health systems. - The implementation phase Work Package 3 which deals with the core implementation of the leadership programme from organization, administration to delivery of all components of the programme for the benefit of 9 countries. - Work Package 4 is all about event management to plan, organize, and manage all logistical, financial, and administrative aspects of the program. - Monitoring, Evaluation, and Reporting is embedded in Work Package 5 with the objective to design and implement the M&E framework, documenting stories of change and early results. Final Work Package 6 is ensuring the communication needs of the Leadership Program are met with clear communication to raise visibility, engage stakeholders, and support alignment around the leadership program. In this work package, the contractor in collaboration with the African Development Bank will identify and work with project applicants from the pool of projects generated by the national climate funds, financed by GIZ. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). In each partnership an institution with proven knowledge, expertise, technology, and resources is the provider of knowledge; the recipient of knowledge can be a public, private, or third-sector organization. The institutions involved must be IsDB members; this limits PACO participation to Benin, Ivory Coast and Senegal, and to the CCRS , since the Republic of Congo is not a member of the IsDB. The contractor will support IsDB to conduct a stakeholder assessment in each of the three member countries to identify interest and needs among institutions in the three target countries in being the recipient organization in a reverse linkage relationship. Where this offers a good opportunity, the contractor will, with help and consent of the IsDB, identify knowledge-providing institutions (the "Resources-Centre") to work with the concerned institutions and will facilitate planning and establishing the partnerships. The resulting partnerships may offer a range of services to recipient countries, including training, coaching, advisory services, technology transfer, demo sites, and others.
