As no suitable tenders were received for this competition, SEAI entered into a Negotiated Procedure Without Prior Publication and a Voluntary Ex Ante Transparency notice was published. The VEAT can be found here: https://ted.europa.eu/en/notice/-/detail/411776-2026 This Voluntary Ex Ante Transparency notice concerns a contract for the provision of a Database of Irish Market Vehicles Information through an API interface. A compliant open procedure was conducted, the single submission received was unsuitable and unacceptable. SEAI then carried out a Negotiated Procedure Without Prior Publication (NPWP), the content of which was substantively unchanged from the original competition. The NPWP is the most efficient and appropriate procurement route available to SEAI in the circumstances.
