This is a prior information notice in relation to the provision of expert services in support of SEAI’s Research and Policy Insights Directorate. SEAI intends to establish a framework of expert service providers to support ongoing development in the areas of; Sustainable energy policy research, advice, programme evaluation, economic analysis; Sustainable energy market research services; Research and innovation management and delivery services; Sustainable Energy Finance; Behavioural Science, Experimental Design and Evaluation; Onshore Renewable Energy Technology, Analysis, Spatial Planning, System Integration, Economics and Policy ; Emerging sustainable energy technologies research and assessment. The total estimated value of this framework is €3 million ex vat per annum, 4 year total estimated of €12 million ex VAT over the 4 year term. Further information, when it becomes available, will be published on www.etenders.gov.ie The Framework will be divided into 7 lots. SEAI will hold a market information meeting for this tender on Thursday 28th May 2026 at 2.30pm. The framework will provide SEAI and public sector project sponsors with access to technical, commercial, financial, legal and policy advisory services covering all stages of project lifecycle. The framework will support national climate action objectives by strengthening delivery capacity and enabling the accelerated deployment of decarbonised heat projects. A database of Irish market vehicles information through an API interface. Information of vehicles of categories M1 and N1 are essential. As no suitable tenders were received for this competition, SEAI entered into a Negotiated Procedure Without Prior Publication and a Voluntary Ex Ante Transparency notice was published. The VEAT can be found here: https://ted.europa.eu/en/notice/-/detail/411776-2026 This Voluntary Ex Ante Transparency notice concerns a contract for the provision of a Database of Irish Market Vehicles Information through an API interface. A compliant open procedure was conducted, the single submission received was unsuitable and unacceptable. SEAI then carried out a Negotiated Procedure Without Prior Publication (NPWP), the content of which was substantively unchanged from the original competition. The NPWP is the most efficient and appropriate procurement route available to SEAI in the circumstances. The outcome of this NPWP is that a direct award can be made Regulation 32(2)(a) of the European Union (Award of Public Authority Contracts) Regulations 2016 (SI 284 of 2016) (the "Regulations").
