This Voluntary Ex Ante Transparency notice concerns a contract for the provision of a Database of Irish Market Vehicles Information through an API interface. A compliant open procedure was conducted, the single submission received was unsuitable and unacceptable. SEAI then carried out a Negotiated Procedure Without Prior Publication (NPWP), the content of which was substantively unchanged from the original competition. The NPWP is the most efficient and appropriate procurement route available to SEAI in the circumstances. The outcome of this NPWP is that a direct award can be made under Regulation 32(2)(a) of the European Union (Award of Public Authority Contracts) Regulations 2016 (SI 284 of 2016) (the "Regulations") .
