DSB needs a temporary framework agreement for the delivery of woollen clothing to the Norwegian Civil Defence, pending a framework agreement for this entered into by The Norwegian Defence Materiel Agency, which the Norwegian Defence Materiel Agency is affiliated to be ready to make call-offs. Parallel framework agreements will be signed with two tenderers, ranked as Supplier A and Supplier B respectively. All call-offs will first go to Supplier A. If Supplier A cannot deliver the entire requested volume within the stated delivery deadline, the remaining volume shall be call-offs from Supplier B. The first call-off on this framework agreement, with a delivery deadline in medio September 2026. Further call-offs, currently without a defined delivery deadline, can be made during 2026, provided that the Norwegian Defence Materiel Agency ́s framework agreement is not ready for call-offs in this period. See the attached procurement documents for further details and requirements for the delivery.

The procurement will be conducted as a negotiated procedure with prior pre qualification of candidates. A non exclusive framework agreement will be awarded to a single supplier, with an initial term of three years and an option for an additional four years, for a total potential duration of seven years. The estimated contract value is NOK 385 million, with an overall ceiling of NOK 710 million. The agreement covers the complete scope of supply and is not divided into lots. The procedure is organised as a two stage process, where this pre qualification constitutes stage 1. Only suppliers that meet the pre qualification requirements will be granted access to the tender stage (stage 2). These requirements are set out in the attached document “Pre-qualification Document”, which specifies the conditions for participation, required documentation, deadlines, and a description of the procurement process. Tenderers are asked to read the document carefully before submitting their request for participation.
