Orkland municipality shall procure winter maintenance services to ensure good and predictable accessibility and traffic safety for all road user groups travelling along the municipal road network. This means roads, foot/cycle paths, pavements, bus lay-bys, squares, traffic islands, turning sledges, car parks, car parks, access to municipal water and sewage facilities and pockets etc. Private areas and private roads/exits are not included in the municipality ́s snow clearing scheme. Winter operations include snow clearing, gritting, re-clearing. The removal of snow is to be carried out in accordance with orders. Special focus areas in winter are safe school roads, soft road users, bus streets and traffic safety. The procurement ́s value is estimated to: NOK 65,000,000 excluding VAT. The volume is an estimate and is not binding for the contracting authority. Apprentices: The contracting authority has assessed the procurement against the apprentice regulations, cf. the Procurement Act § 7 and concluded that there is no requirement for apprentices in this procurement as the contract ́s main element does not include work where it is relevant to use labour with vocational or craft certificates, cf. the apprentice regulations § 6 (3).

The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. It is the tenderer ́s responsibility to ensure that winter maintenance is carried out in accordance with the current service level (self-call-out) in accordance with the current requirements. The contracting authority has the right to call out the tenderer to perform services under the contract when he sees a need for this or finds this appropriate. Aug.Hemsedal municipality would like to enter into an ongoing service contract with one tenderer for carrying out winter operations and maintenance on municipal roads and open spaces.
