OFA IKSGJERSTADGjerstad municipality shall enter into framework agreements for winter maintenance on municipal roads. The framework agreement is for the hire of tractors and possibly other machines with drivers for snow clearing and clearing municipal roads/open spaces. Winter operations mainly comprise routine operational assignments, stand-by assignments and reports to the contracting authority. The term operational assignments includes snow clearing and gritting of roads, car parks and foot paths/pavements etc. It is the tenderer ́s responsibility to ensure that winter maintenance is carried out in accordance with the current service level (self-call-out) in accordance with the current requirements. The contracting authority has the right to call out the tenderer to perform services under the contract when he sees a need for this or finds this appropriate. For further information on the contents of the procurement, please refer to part 2 Annex 1 with sub-annex. The procurement is divided into two lots. The procurement is for the execution of winter maintenance (snow clearing, snow clearing, gritting, delivery of gritting, set-up, supplementing and clearing snow poles and other winter maintenance work) for municipal snow clearing areas in Harstad municipality. The snow clearing areas consist of municipal roads and any facilities in accordance with the area map. Tenderers must familiarise themselves with the area and be able to offer complete services, in accordance with the procurement ́s purpose and contract terms, for the routes that the tenderer chooses to submit a tender for. The procurement is for 5 lots. Tenderers can submit tenders on one or more of the lots. Aug.Grimstad municipality shall enter into a framework agreement with several tenderers for winter maintenance; snow ploughing, gritting and clearing snow and ice on municipal roads and open spaces, as well as setting out snow stakes. The framework agreement is divided into three parallel sub-contracts divided in accordance with machine types: tractors, small wheel loaders (4-8 tons) and large wheel loaders (8-16 tons). This notice concerns snow clearing areas of roads, as well as clearing areas for municipal purpose-built buildings. Tenderers shall not submit tender offers on specific routes, it is the contracting authority who will award the routes after the tender deadline has expired. The expected tenderers will have route maps distributed in a reasonable time before the snow clearing season. As the areas are dynamic and changes can occur, the routes will be divided according to a total assessment of the following criteria: the machine ́s suitability, efficient operations planning and cost-benefit connected to geographical location and costs of moving around. The contracting authority always aims to divide the sections so that they generate approx. as many hours. Changes must be expected in the routes, but will be agreed further per season. Tenderers must reckon on clearing areas within the entire municipality. During the agreement period there will be a need for occasional snow clearing in accordance with the contracting authority ́s needs. Tenderers must therefore reckon on extra assignments beyond the routes. A previous route overview and a map of roads and institutions are attached together with the tender documentation (Annexes 1, 2 and 3). These are outdated and new areas are under revision. Tenderers must expect changes to the extent of individual routes. See Annex 1 Requirement Specifications for further information on the procurement.
