Sept.Supporting eGovernment and Innovation in Public Administration (InnoPA) is a joint project implemented by the German Agency for International Cooperation (GIZ) in Egypt, on behalf of the German Federal Government, and in partnership with the Ministry of Communications and Information Technology (MCIT). The project aims to strengthen the capacities of the public sector and civil society to drive an inclusive and responsive digital transformation in line with European standards. The InnoPA project implements a variety of interventions in the areas of institutional capacity building, innovation promotion, digital inclusion, and policy support. The project adopts the principle of "leave no one behind" to ensure that all segments of society benefit from the digital transformation process and enjoy an effective and responsive public administration. The project has three pillars: 1) Support an inclusive, citizen-centered digital transformation of the public sector, the project aims to bridge the digital divide and increase the uptake of existing digital public services. To this end, collaborations with civil society organizations will be carried out to enhance the digital skills of both citizens and civil servants, alongside additional measures focused on strengthening institutional capacity. 2) Promotes innovative solutions for the inclusive and citizen-oriented digital transformation of the public sector. A key part of this effort is the GovTech Innovation Programme, which accelerates startups and the creation of inclusive technological products that enhance government services and responsiveness to citizens' needs and 3) Provides support for the development of forward-looking digital strategies and legal frameworks in emerging areas such as trust services, artificial intelligence, and data-driven decision-making, in line with EU digitalization standards.Short-Term Expert Pools to support negotiations and implementation of the African Continental Free Trade Area (AfCFTA)

Sept.The project seeks the services of a consulting firm to provide technical experts under different short-term expert (STE) pools, which can be deployed flexibly according to the specific demands of the project. The Contractor will contribute to the implementation of all BMZ and EU outputs of the project. The overall goal of this assignment is to support the implementation of the AfCFTA at the continental, regional, and national level by providing advisory services and capacity building for governmental as well as private sector and civil society stakeholders. When the need for support to the project"s partners within a particular thematic area is identified, experts shall be mobilised to provide demand-driven technical advisory services and/or capacity building to national, regional, and continental government partners and/or the project itself. The contract is for the provision of pools of qualified STE to cover a broad range of issues relating to AfCFTA negotiations and implementation in general and the programme objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and technical advice in the following thematic areas: - Removing barriers to Trade in Goods, Trade in Services and Digital Trade - Support for further AfCFTA negotiations (among others on Rules of Origin, Trade in Services) - Support for the ratification of the Phase II Protocols (Competition Policy, Intellectual Property Rights, Investment, Digital Trade, Women & Youth in Trade) - Implementation of AfCFTA regulations at the national and regional levels - Monitor and review the implementation of AfCFTA Protocols in African Union Member States (AU MS) - Improve access to trade information to relevant line ministries and to the private sector - Support the African private sector to trade under AfCFTA rules on the national and regional level - Support relevant authorities to setup inclusive policies for women & youth traders to participate in trade under AfCFTA The contractor will identify and manage pools of STE that will assist the initiatives in the programme"s areas of intervention. While the project operates Africa-wide, it focuses interventions at national level in 8 countries: Ethiopia, Ghana, Ivory Coast, Kenya, Malawi, Rwanda, Tunisia, and Zambia. At REC level it focuses at EAC, ECOWAS, and SADC. Interventions to additional AU MS and RECs will be implemented based on partner demand. Across the work packages named below, the contractor is responsible for the following tasks: - Supporting the GIZ in defining the required expertise to reach the project objectives under the described outputs - Identifying and proposing suitable experts from the STE pool - Selecting experts together with the GIZ team - Managing the deployment of experts Expected services that may be included in the work packages are: - Technical, operational, and strategic policy advisory services in the thematic areas listed above - Support in developing, drafting and reviewing reports, studies, analyses, position papers, guidelines, action plans, strategies, implementation plans, legislation, regulations in the thematic areas listed above. - Research and analysis, including diagnostic missions to assess implementation efforts of the AfCFTA protocols, identify obstacles and propose measures to advance implementation. - Facilitation of private sector participation in policy-making processes, facilitation of dialogue and coordination between public and private sector actors relevant to AfCFTA negotiations and implementation - Facilitation of national, regional, and continental workshops and conferences, including interpretation and translation services and providing expert inputs - Provision of support services to the project, including on optimising M&E systems, the design of communication materials, workshop moderation, translation and interpretation services. Deliverables will mainly be in English or French, but may also be in the other official AU languages (Arabic, Portuguese, Spanish, Swahili) depending on the context of the activity The required services are focused, but not limited, on five work packages which are oriented to different stakeholders: Work package 1: Strengthen the AfCFTA Secretariat"s capacity to guide and monitor AfCFTA implementation. Work package 2: Strengthen AUC ETTIM"s capacity to support and monitor the enabling environment for production of goods and services for African markets. Work package 3: Support the coordination of the AfCFTA implementation approach among selected RECs (EAC, ECOWAS, and SADC). Sept.HAUS Finnish Institute of Public Management Ltd (hereinafter "HAUS") invites tenders for the establishment of a framework agreement for Global Employer of Record (EoR) Services. HAUS implements international development cooperation, public sector reform and capacity-building projects in several countries worldwide. In countries where HAUS does not have a legal presence, local HR administration, payroll infrastructure or capacity to fulfil statutory employer obligations, HAUS requires Employer of Record (EoR) services to engage locally recruited personnel in compliance with applicable legislation. The purpose of this procurement is to establish a framework agreement with multiple service providers capable of providing compliant EoR services in a broad range of countries. Under the framework agreement, selected service providers will act as the legal employer of locally recruited staff while HAUS retains responsibility for recruitment decisions, work supervision and operational management. The EoR service shall include, at minimum: Legal employment of personnel in accordance with local labour legislation; Preparation and administration of employment contracts; Payroll processing and salary payments; Administration of statutory deductions, taxes and social security contributions; Benefits administration and mandatory insurance coverage; Onboarding and offboarding services; HR administration and local employee support; Compliance monitoring and reporting; Support related to work permits, visas and immigration matters when required; Provision or management of agreed work equipment where applicable. The services are currently required in countries including the Philippines, Moldova, Nigeria, Bosnia and Herzegovina, and Albania. In addition to these, future needs are foreseen in Nepal, Indonesia, Ethiopia and Tanzania. The list of countries is indicative only and may change during the framework agreement period. The procurement concerns the establishment of a framework agreement for Employer of Record (EoR) services for an initial contract period of 24 months. The Contracting Authority reserves the right to extend the framework agreement by two (2) optional periods of 12 months each (12 + 12 months). The maximum total duration of the framework agreement, including the optional periods, is 48 months (24 + 12 + 12). The purpose of the procurement is to select a maximum of three (3) service providers for the framework agreement. The selected service providers will deliver EoR services for locally recruited personnel in different countries, based on separate assignments issued during the framework agreement period. Individual assignments will be awarded later through mini-competitions between the selected framework agreement service providers. The framework agreement does not create any minimum purchase obligation for HAUS. The estimated maximum value of the framework agreement is EUR 8,000,000 (VAT 0%). The estimated value is not a commitment to purchase and does not guarantee any minimum volume of assignments. HAUS reserves the right to order services according to its actual needs throughout the framework agreement period. Sept.This assignment is part of the implementation of the Promotion of Responsible Governance in Mauritania II (ProGResp II) project, which supports Mauritanian authorities in strengthening local governance and advancing the decentralization process. Mauritania has undertaken an ambitious reform to bring public services closer to citizens, strengthen local government capacities, and promote inclusive and sustainable local development, in line with national priorities and the Sustainable Development Goals. Despite significant institutional progress, decentralization continues to face challenges. Mauritania's vast territory, low population density, climate-related pressures, regional disparities in access to public services, and the presence of refugee populations place considerable demands on local governments. At the same time, their human, technical, and financial capacities remain uneven. Coordination between central institutions, sectoral ministries, regions, and municipalities is also insufficiently structured, while responsibilities and institutional roles are not always clearly defined or effectively implemented. Citizen participation and communication between public institutions and communities remain limited. The Government has strengthened the institutional framework for decentralization, notably through the establishment in 2024 of the Ministry Delegate to the Minister of the Interior in charge of Decentralization and Local Development and the National Council for Decentralization and Local Development (CNDDL). The revision of the National Strategy for Decentralization and Local Development (SNDDL) provides an important framework for consolidating these reforms. Against this background, the ProGResp II project will support the coordinated implementation of decentralization reforms by national and local stakeholders. The assignment will run for 21 months, with a particular focus on strengthening institutional communication, improving stakeholder coordination, and increasing ownership of the decentralization process. The assignment comprises three complementary components: 1. Finalization and implementation of the communication strategy The service provider will support the Ministry in finalizing and operationalizing the existing communication strategy for decentralization and local development. This will include an implementation plan, activity schedule, monitoring and evaluation framework, performance indicators, and a clear institutional communication governance mechanism. Support will also be provided to establish an inter-institutional communication team involving the Ministry, relevant government institutions, local governments, and technical and financial partners. The team will coordinate communication activities, ensure consistency of messages, support national campaigns, and monitor implementation. The assignment will also define target audiences, develop tailored messages and communication tools, and propose a capacity-building programme for communication officers to ensure sustainability. 2. Operational implementation of the communication strategy The service provider will support the implementation of the communication plan through the production of institutional and audiovisual materials, national awareness campaigns, public events, radio and television programmes, and digital content. Particular attention will be given to regional and local communication, including awareness campaigns, citizen dialogue, and strengthened communication capacities of local authorities. Digital communication will be reinforced through the management of digital platforms and social media, regular multimedia content production, and audience engagement monitoring. The assignment will also support permanent dialogue mechanisms between public institutions, local governments, civil society, the media, and citizens through regional forums, participatory workshops, public consultations, community meetings, and digital platforms. These mechanisms will contribute to greater transparency, improved access to information, and stronger citizen ownership of decentralization reforms. 3. Short-term technical assistance A pool of short-term experts will provide targeted technical assistance to the Ministry and project partners throughout implementation. Their support will focus on assessing the implementation of the SNDDL, identifying challenges, formulating recommendations, and supporting its updating in response to the evolving institutional context. Experts may also support national and regional consultations, validation workshops, technical studies, strategic reports, methodological tools, practical guides, capacity-building activities, and the implementation of recommendations arising from evaluations. Their contribution will help ensure the technical quality and sustainability of the reforms and their alignment with national policies and international good practices in territorial governance. Implementation Approach and Expected Results All activities will follow a participatory and inclusive approach, involving central government institutions, local authorities, technical and financial partners, civil society, the media, and community representatives. Particular attention will be given to the participation of women, youth, and vulnerable groups. By the end of the assignment, the Ministry is expected to have an operational communication strategy, strengthened mechanisms for coordinating institutional communication, modern communication and citizen-engagement tools, and an updated and validated SNDDL supported by practical technical recommendations.
