Sept.Supporting eGovernment and Innovation in Public Administration (InnoPA) is a joint project implemented by the German Agency for International Cooperation (GIZ) in Egypt, on behalf of the German Federal Government, and in partnership with the Ministry of Communications and Information Technology (MCIT). The project aims to strengthen the capacities of the public sector and civil society to drive an inclusive and responsive digital transformation in line with European standards. The InnoPA project implements a variety of interventions in the areas of institutional capacity building, innovation promotion, digital inclusion, and policy support. The project adopts the principle of "leave no one behind" to ensure that all segments of society benefit from the digital transformation process and enjoy an effective and responsive public administration. The project has three pillars: 1) Support an inclusive, citizen-centered digital transformation of the public sector, the project aims to bridge the digital divide and increase the uptake of existing digital public services. To this end, collaborations with civil society organizations will be carried out to enhance the digital skills of both citizens and civil servants, alongside additional measures focused on strengthening institutional capacity. 2) Promotes innovative solutions for the inclusive and citizen-oriented digital transformation of the public sector. Aug.In this work package, the contractor in collaboration with the African Development Bank will identify and work with project applicants from the pool of projects generated by the national climate funds, financed by GIZ. The contractor and AfDB will identify small-scale high-impact highly replicable climate change adaptation demonstration projects, that are suitable for AfDB"s Adaptation Benefits Mechanism (ABM), seeking to mobilize higher amounts of funding than available through the PACO small grants from Output 3. The specific objective is to establish and implement four new and fully validated ABM-Projects, developed according to the ABM Activity Cycle, that will catalyse up to four million Euro of public or private money via the issuance of Certified Adaptation Benefits (CAB). The basis for the four ABM Projects to develop are the identified projects from Output 3 suitable for an ABM Activity. To obtain the CABs, issued by the AfDB and the goal of the activity, the contractor must in collaboration with AfDB, guide the ABM Activity Participants during the ABM Activity Cycle. Both the small-scale adaptation project, implemented by the project developer under Output 3 and financed by GIZ (responsibility of GIZ), and the demonstration of the ABM must be fully implemented within the project duration (responsibility of the contractor). The contractor will be responsible for undertaking all activities necessary to establish and demonstrate four ABM Activities, in Benin, Ivory Coast, Senegal and Republic of Congo, which will lead to the issuance of Certified Adaptation Benefits by the African Development Bank. Sept.The project seeks the services of a consulting firm to provide technical experts under different short-term expert (STE) pools, which can be deployed flexibly according to the specific demands of the project. The Contractor will contribute to the implementation of all BMZ and EU outputs of the project. The overall goal of this assignment is to support the implementation of the AfCFTA at the continental, regional, and national level by providing advisory services and capacity building for governmental as well as private sector and civil society stakeholders. When the need for support to the project"s partners within a particular thematic area is identified, experts shall be mobilised to provide demand-driven technical advisory services and/or capacity building to national, regional, and continental government partners and/or the project itself. The contract is for the provision of pools of qualified STE to cover a broad range of issues relating to AfCFTA negotiations and implementation in general and the programme objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and technical advice in the following thematic areas: - Removing barriers to Trade in Goods, Trade in Services and Digital Trade - Support for further AfCFTA negotiations (among others on Rules of Origin, Trade in Services) - Support for the ratification of the Phase II Protocols (Competition Policy, Intellectual Property Rights, Investment, Digital Trade, Women & Youth in Trade) - Implementation of AfCFTA regulations at the national and regional levels - Monitor and review the implementation of AfCFTA Protocols in African Union Member States (AU MS) - Improve access to trade information to relevant line ministries and to the private sector - Support the African private sector to trade under AfCFTA rules on the national and regional level - Support relevant authorities to setup inclusive policies for women & youth traders to participate in trade under AfCFTA The contractor will identify and manage pools of STE that will assist the initiatives in the programme"s areas of intervention. While the project operates Africa-wide, it focuses interventions at national level in 8 countries: Ethiopia, Ghana, Ivory Coast, Kenya, Malawi, Rwanda, Tunisia, and Zambia. At REC level it focuses at EAC, ECOWAS, and SADC. Interventions to additional AU MS and RECs will be implemented based on partner demand. Sept.Description of the Assignment: Under the overall guidance and supervision of the EU-PH Public Procurement Project Manager and the Team Leader of the Institutions and Partnerships (I&P) Programme Team of UNDP Philippines, the Consultant shall undertake the following: 1. Submit an Inception Report. Detail the overall approach, design considerations, and schedule for the duration of the engagement. The document must outline methodology for conducting a rapid institutional appraisal, focusing on evaluating NGPA readiness and mapping comprehensive capacity development needs (encompassing skills, processes, and institutional systems) for the Supreme Court (SC).2. Conduct Policy and NGPA Readiness Review. Analyze the NGPA and its Implementing Rules and Regulations. The Consultant will identify specific NGPA provisions with the highest implementation impact on the Judiciary. Based on these provisions, the Consultant must determine the critical institutional shifts, new competencies, and systemic capabilities required for procuring entities to successfully transition from the GPRA framework to the NGPA. 3. Perform a Rapid Capacity and NGPA Readiness Assessment. Conduct key informant interviews and data collection with the Head of the Procuring Entity, Bids and Awards Committees, Technical Working Groups, end-users/implementing units, and the Procurement Management Division or contracting officers across the SC. To ensure a comprehensive analysis, data collection shall include a targeted and representative sample of lower courts in the assessment. The Consultant shall propose the number and composition of the interviews, focus group discussions, and consultations in the Inception Report, subject to UNDP approval. The Consultant will also engage with key oversight and specialized bodies, specifically the Procurement Service of the Department of Budget and Management (PS-DBM), Government Procurement Policy Board Technical Support Office (GPPB-TSO), and the Commission on Audit (COA). The goal is to evaluate current institutional procurement practices, identify operational bottlenecks, and assess the overall readiness of these institutions to implement NGPA reforms. 4. Execute a Gap Analysis. Synthesize the findings to map the current capabilities of the SC against the new legal and operational requirements of the NGPA. Drawing on inputs from the procuring entities as well as COA and GPPB-TSO, the Consultant will identify common procurement issues that trigger audit findings or disputes. The Consultant will also highlight critical vulnerabilities in both human resources (e.g., skills and knowledge gaps) and institutional processes (e.g., coordination, documentation, and systems). All identified gaps and vulnerabilities must be prioritized according to risk level (High, Medium, Low) and implementation urgency to directly inform the transition roadmap. 5. Develop a Comprehensive Capacity Development Framework and Roadmap. Design a holistic, tailor-fit capacity building architecture for NGPA implementation. This package must include:• Capacity Development Framework: A strategic mapping that addresses both institutional strengthening (e.g., process improvements, coordination mechanisms) and individual competency development aligned with NGPA standards.• Fit-for-Purpose NGPA Transition Roadmap: A sequenced reform and capacity-building plan, ensuring a dedicated track specifically designed for the Judiciary. This must include indicative timelines categorized as short-term (0-6 months), medium-term (6-18 months), and long-term (18-24 months), explicitly aligned with both the remaining NGPA transition period and timelines of the Strategic Plan for Judicial Innovations (SPJI) 2022-2027.• Detailed Module & Intervention Outlines: Comprehensive blueprints for proposed training modules and other Capacity Development interventions (e.g., mentoring, toolkits). Sept.The tender supports the implementation of Primary Outcome 1 of the project through the provision of specialized technical assistance for the design and implementation of inclusive Contract Farming (iCF) schemes in Ethiopia, Kenya, and Uganda. The contractor will work in close coordination with GIZ project teams and relevant public and private sector actors to strengthen agribusinesses operating in selected fruit and vegetable value chains and support the achievement of the Ethiopia National Horticulture Strategy (ENHS) and the CEHA National Chapters in Kenya and Uganda. The overall objective of the tender is to support the piloting and scaling of inclusive business models that improve market integration, competitiveness, and investor readiness of agribusinesses while enhancing opportunities for small-scale producers (SSPs), particularly women and youth. Through the implementation of iCF schemes, participating agribusinesses will improve access for SSPs to quality inputs, advisory services, innovative technologies, finance, and structured domestic and export markets. Using a pool of experts steered by team leads in each country, the tender foresees the provision of one-on-one advisory and business development support to 10 agribusinesses across the three countries (5 in Kenya, 3 in Ethiopia, and 2 in Uganda). Support will cover several business growth dimensions, including technical business development, investor readiness, digital transformation, climate adaptation, and access to finance. Key interventions include enterprise diagnostics, market analysis, business process optimization, governance and compliance strengthening, financial management improvements, climate-smart and digital business solutions, market linkage facilitation, and investment matchmaking. The contractor will also support agribusinesses in strengthening inclusive contract farming arrangements with smallholder farmers. This includes improving enterprises" capacities to sustainably implement iCF schemes, increasing awareness among farmers and enterprises on the opportunities and requirements of iCF, and applying the GIZ methodology for inclusive contract farming. Additional support will include facilitating business-to-business (B2B) and business-to-consumer (B2C) linkages, strengthening partnerships with export promotion organizations such as the Import Promotion Desk (IPD), and supporting enterprises to better meet domestic and export market requirements related to quality, traceability, and compliance. The tender is structured around three interlinked work packages: Work Package 1: Agribusiness Onboarding and Strategy Development This work package focuses on the identification, onboarding, diagnostic assessment, and strategic planning support for participating agribusinesses. The contractor will develop comprehensive enterprise selection criteria to identify suitable enterprises for participation in the programme based on sector and market assessments. Following selection, the contractor will organize onboarding and kick-off sessions to align expectations, provide programme information, and formalize participation through commitments and non-disclosure agreements. The contractor will then conduct detailed enterprise diagnostic assessments covering areas such as statutory compliance, operational processes, stakeholder relations, market access, procurement systems, financial management, and infrastructure needs. Using these findings, enterprise-specific diagnostic reports and tailored business reform strategies will be developed. These strategies will identify key bottlenecks and define implementation roadmaps to strengthen enterprise competitiveness, internal systems, inclusivity, sustainability, and scalability. Work Package 2: Implementation Based on the approved business reform strategies, the contractor will provide bundled business development support tailored to the needs of each enterprise. This includes strategic-level support such as strengthening procurement systems, business process re-engineering and digitalization, product development, market access, and access to finance. Operational-level support will address day-to-day management issues, including accounting and bookkeeping, compliance with taxation, labour and environmental regulations, and human resource development. The contractor will strengthen the technical capacities of participating enterprises to sustainably implement iCF schemes, facilitate awareness raising among farmers and enterprises, and apply the GIZ iCF methodology and relevant country experiences. The contractor will also support enterprises in developing innovative services, technologies, and production methods that improve productivity, traceability, quality assurance, and climate resilience. In addition, the contractor will facilitate business exchange and exposure activities, including B2B and B2C roundtables, linkages with export promotion organizations such as the Import Promotion Desk (IPD), and participation in targeted market platforms. These interventions aim to strengthen commercial partnerships, improve understanding of buyer requirements and standards, and support enterprises in accessing high-value domestic and export markets. Work Package 3: Monitoring, Evaluation and Reporting The contractor will establish a monitoring and evaluation (M&E) system aligned with the overall project M&E framework in close coordination with GIZ. The system will support monitoring of implementation progress, assessment of enterprise performance, and tracking of project indicators and outcomes. The contractor will also document impact stories, case studies, and lessons learned from participating enterprises to support knowledge exchange and replication across the three countries.
