Vegforum for byer og tettsteder (VBT) was founded in 1998 and is a trade forum for the largest municipalities in the country. The forum is organised as another legal person (ANNA), is registered in the Register of Business Enterprises and has a separate organisation number as well as an elected board of directors. Since the start-up the Secretariat and General Manager function has been taken care of by hiring from the private consultancy market. VBT plans to announce a competition for the function starting 1 January 2027 and would like to conduct a market survey prior to obtaining input for the procurement. The Agency for Urban Environment in Oslo municipality is represented on the board of VBT and is announcing a market survey and subsequent competition on behalf of VBT.

Menova Arbeid og Inkludering AS has a modern laundry located at Kilemoen industrial area in Hønefoss. The laundry was started in 2003 and delivers to all municipal nursing homes in Ringerike and Hole, as well as most hotels in the region. The objective of the procurement The contracting authority intends to procure new production equipment for the laundry as a part of upgrading and streamlining of the existing industrial laundry. The contract includes: - Tunnel washer - Water press - Sacks suitable for the system and the existing suspension track. - Control systems The delivery shall include project management design, disassembly, assembly, commissioning and training. A complete description is in Annex 1 - Technical Requirement Specifications. Sub-tenders Tenders cannot be submitted for parts of the delivery. The delivery shall be offered as a total system, as interaction between the components is seen as critical for the desired functionality. Delivery and assembly of tunnel washer and water press shall be carried out simultaneously. The suspension track upgrade can, as agreed, be carried out as a separate delivery. In order to maintain an efficient production at the laundry, a further determination of the date and progress for delivery and installation will be agreed with the tenderer after the contract has been signed. It is a four-year program anchored in Denmark’s Development Policy Strategy “A Changing World – Partnerships in Development” and its “Africa’s Century” strategy. ARCH is implemented through a dedicated Fund Manager (FM). The FM will be responsible for day-to-day implementation and must ensure full compliance with MFA’s principles and requirements for results-based management and financial accountability, as defined in the Aid Management Guidelines (AMG) for bilateral programmes and projects and Financial Management Guidelines (FMG). The contract period runs from August 2026 to December 2030. ARCH positions culture and the arts as a development end in itself based on the intrinsic value of culture for societies, communities and individuals and its ability to foster mutual understanding and appreciation for a diversity of cultural expressions and cultural heritage.
