The branch shall provide the fence basis that can be tested for whether and possibly cross country, Vestland county can organise the operation of bus routes for buses in some of the limited contract area in an own generator with the aim of: • take up resource utilisation • many officers in the industry/competition. • flexibility in investment and operation The information shall also highlight the consequences for the county, say, management/administration and financial risk for a model where eigenregi/hybrid can run parallel to the tender in the other contract area. The implementation shall provide a fence basis that can be tested, and that and tek high for realistic time frame for political decisions and implementation (organisation, recruitment and any transfer of works), before a concludes on what route package is eigna and feasible as a pilot for eigenregi. The branches are limited to include buses in the area. The hosts are therefore limited to the execution of a express boat, ferry and light rail system. The assignment is not limited to the Bergen area. A plan for a tender contest for the bus contracts in Bergen is being developed and Skyss must ensure operation through the announcement of new competitions. It is therefore considered deceiving to limit the mandate to the Bergen area in time. Route pacts in the Bergen area shall be considered as candidates, but the assignment shall be based on realistic timeframes for political decisions and implementation, so that the adjoining candidates have practical feacision within relevant contract operations. The information can apply to other route pacts if this gives consideration to the decision value in accordance with the time/extent/risk. The assignment is divided into two fasar Phase 0 and Phase 1 PHASE 0: Comprises two sub-deliveries (L0A) and (L0B) and political steering points (SP0) inside the phase, where the contracting authority can adjust the scope and possibly limit additional work with alternative models to reduce complexity. The administration has estimated phases 0 to be between 500 and 900 timar depending on data access, caseval and scope of organisation and material management. PHASE 1:

8New Procurement - Strategic Foresight in regard to the exam scheme and stance assessment.

Aug.In 2025, the Norwegian Directorate of Education and Training (Udir) received a comprehensive assignment from the Ministry of Education and Research (KD) to examine a safer and improved exam scheme in sixth form education. The aim of the KD assignment is to develop a sustainable exam scheme that tolerates change, which reduces risk and reduces costs. In addition the desired effect for the target groups is that the assignment from KD shall ensure a good connection with curricula in the subject(s) and that the quality principles in the framework for exams are adhered to. The background for the assignment from KD is, among other things, that the exam scheme in the last 5-6 years has been marked by a number of concurrent changes and events that affect the complexity and risk of the exam, including: Implementation of new curricula, as well as the need to further develop the content and format of exam development and the introduction of a new digital systemPandemienInduction of KI in societySelv if the exam is the assignment from KD's main focus. Must also be seen in the context of the stance assessment: The exam character and the stance character have the same purpose, i.e. an expression of the pupil's competence at the end of the training in the subject. The connection between these two schemes is significant for the future final evaluation scheme in disciplines, including the role of the exam. This is detailed in 5.1.The review of the assignment from KD lasts for several years and will assess all aspects of what is currently a very complex system, but also how the exams should be in the future. The Norwegian Directorate for Education and Training has therefore appointed an internal work group that shall work on a strategic forward process in relation to the assignment from KD. Strategic foresight is about combining analyses of long term trends and possible futures with inter-disciplinary cooperation and anchoring. The foresight methodology can function as an important tool for navigating uncertainties and identifying possibilities. Udir will use the methodology in relation to the assignment in this procurement, given the complex character of the exam system, as well as uncertainties connected to the future of the exams. The tenderer shall assist Udir's internal work group in identifying driving forces for the final assessment as well as developing future scenarios by utilising the foresight methodology. See further description in point 1-3 under point 5.2 below. The mapping of driving forces shall occur in cooperation with different groups of interested parties. The interested parties, for example, include the different interest organisations connected to the education field, as well as other interested parties such as counties, the Government Manager, professional environments, suppliers of technical systems etc. The forwarding work is limited to apply to a study preparatory education programme and joint subjects in sixth form education. The assignment shall be implemented by 1 September 2027. The cost limit for the main assignment is NOK 1.2 million excluding VAT. In addition the contracting authority would like to enter into an option for an extension and extension of the assignment for 1 year, see point 5.4. The option is for exams in vocational subjects. The services shall support the effective, coherent and visible delivery of programme activities, reinforce coordination among implementing partners and stakeholders, and contribute to the sustainability of the regional maritime security architecture. It shall cover five interlinked objectives: 1. To ensure effective coordination, supervision and coherence of actions implemented at programme level, including complementarity and synergies among implementing partners. 2. To strengthen effective ownership of programme activities at country and regional level. 3. To strengthen coordination and cooperation between regional and national partners and the Regional Coordination Operations Centre (RCOC) and Regional Maritime Information Fusion Centre (RMIFC). 4. To ensure effective results-based management and reporting at programme level 5. To ensure coherence and coordination with other EU initiatives and policies. This situation disproportionately affects women and people of color, who are the primary users of the system and depend on it for access to basic rights such as health, education, and employment. Insufficient spatial coverage and low service quality reinforce a downward spiral of declining revenue and social exclusion. The "Just Transition in Urban Mobility in Brazil" project, implemented by GIZ in partnership with the Ministry of Cities (MCid), aims to create the conditions to improve the quality of public transport with a focus on the specific needs of women, black and vulnerable people, in addition to including them in various positions in the system, to ensure that such groups participate in decision-making. The project addresses the lack of data-based evidence and gender-sensitive standards in national and local planning. By strengthening the knowledge of relevant stakeholders and anchoring equity criteria in national policies and monitoring systems, the project seeks to catalyze a structural shift towards an inclusive and evidence-based urban mobility governance in Brazil. GIZ intends to contract a service aim to strengthen capacities and develop procedures for data collection, processing and use, research methodologies and monitoring systems in urban mobility planning in Brazil at national and subnational levels, incorporating the needs of women, people of color and vulnerable groups.
