The specific subject of this contract is the continuation of the operation of the Circular Cities and Regions Initiative’s Coordination and Support Office (CCRI-CSO II). More specifically, the contractor will support the European Commission in managing, steering and further consolidating the Circular Cities and Regions Initiative. To do so, this service contract shall build on the processes put in place and results achieved by the Coordination Support Office I (operating from December 2021 to December 2025). The overarching goal of the contract shall be to further expand and consolidate the CCRI initiative with a view of creating an ever more knowledgeable, competent, larger and geographically diverse community of circular cities/regions/hubs, committed to advancing their circular transition.

Sykehusinnkjøp has been given the task of preparing a decision basis for a future competition for office support tools in the specialist health service. This is currently covered by M365 products from Microsoft. Based on this, a work group has been established that is managed by Sykehusinnkjøp where all the health regions participate. The work requires technical, legal, economic and organisational clarifications. The work shall give the health regions a comprehensive picture of the consequences, risks, costs and gains from any change of supplier, as well as form the basis for the further procurement strategy. Pre–commercial procurement (PCP) to buy R&D (research and development) services to solve circular economy challenges defined by the participating cities.
This contract award notice informs interested operators about the outcome of a tender. On 29 October 2025, a contract notice was published as part of the CCC project to purchase R&D services from a number of R&D providers in parallel (PCP procurement). The procurement aims to trigger new solutions to be developed and tested to address two challenges that correspond to an overarching need to increase the number of concrete practices in the Baltic Sea region that would drive the transition to circular economy. As the common challenge exists of a number of sub-challenges, the procurement is divided into 2 lots as described below in sections for Lots 1 and 2, each corresponding to one sub-challenge. Each of these lots is split into 2 phases. The CCC project highlights the immense potential of the cultural and creative sectors and industries in the transition to a more circular society and believes that innovations to speed up the circular transition would benefit from the inclusion of these stakeholders in developing the solutions. Technical Assistance Team for the Safe Seas Africa and Red Sea/Horn of Africa Programme
The purpose of this contract is to provide technical assistance for the implementation, coordination, monitoring and strategic support of two European Union funded regional maritime security programmes in SubSaharan Africa: one covering the Western Indian Ocean and one covering the Red Sea/Horn of Africa. The services shall support the effective, coherent and visible delivery of programme activities, reinforce coordination among implementing partners and stakeholders, and contribute to the sustainability of the regional maritime security architecture. It shall cover five interlinked objectives: 1. To ensure effective coordination, supervision and coherence of actions implemented at programme level, including complementarity and synergies among implementing partners. 2. To strengthen effective ownership of programme activities at country and regional level. 3. To strengthen coordination and cooperation between regional and national partners and the Regional Coordination Operations Centre (RCOC) and Regional Maritime Information Fusion Centre (RMIFC). 4. To ensure effective results-based management and reporting at programme level 5. To ensure coherence and coordination with other EU initiatives and policies. The contractor will be responsible for the implementation of Output 4: "The technical capacities of provincial and municipal administrations to plan and report on measures in waste management and circular economy have been strengthened", and achieving the Module Objective Indicator 3 and Output Indicators 4.1 and 4.2 by implementing the activities, producing the deliverables and fulfilling corresponding milestones as defined within these Terms of Reference. The overall objective of the tendered services is to provide high-quality technical advisory and capacity development support for the implementation of the project "InCircular: Promoting a Circular Economy in Indonesia". The service provided by the contractor will support the implementation of circular economy principles through enhancing waste data collection and transfer, improving local governance and financing, EPR implementation, by conducting capacity building, material flow analysis, stakeholder engagement and dialogue, guiding the improvement of regional circular economy implementation, as well as the establishment of EPR pilots in pilot provinces. In addition, the contractor will provide ongoing technical support on waste management to project municipalities. By fostering multi-stakeholder collaboration and institutional engagement and capacity, the contractor will help establish the conditions necessary for a transition towards more circular and inclusive economy in Indonesia. For the preparation of the delivery of Output 4, GIZ has already started implementation in a preparatory phase preparing provincial stakeholder mapping and analysis, preliminary packaging waste and residual waste flow analysis and a cities selection in close coordination with national and provincial partners. During project preparation it was anticipated that activities for Output 4 will be conducted in East Java and potentially in Bali. Expected Outcomes Public and private sector stakeholders in selected pilot municipalities in project provinces will be better equipped to independently plan, implement, and report data on waste management, as well as respond to governance prerequisite requirements for implementing circular economy initiatives and EPR schemes. Main outcomes of the contract are aligned with the following project indicators and are the following: 1. Output indicator 4.1: 10 partner municipalities in the pilot provinces of East Java and Bali have shared digitalised data on recycling of packaging waste based on uniform standards with the national level (by 12/2028). 2. The contractor shall provide comprehensive technical, organizational, and advisory services to support the implementation of the project "Mitigation of Human-Wildlife Conflicts in Tanzania" in the Ruvuma landscape. The assignment is intend to strengthen the holistic implementation of Tanzania"s National Human-Wildlife Conflict Management Strategy through coordinated action at national, district, and village levels. The contractor will contribute to improved governance, planning, and operational capacity for human-wildlife conflict management, with a strong emphasis on participatory approaches, gender sensitivity, and sustainability. A core task of the contractor will be to support land-use planning processes at district and village level. This includes facilitating the development of one district framework land-use plan and 15 village land-use plans, as well as the corresponding Community Action Plans. The contractor shall ensure that these planning processes integrate human-wildlife conflict considerations, local development priorities, gender-specific needs, climate-related risks, and relevant land-use aspects such as agriculture, grazing, settlement patterns, wildlife corridors, and protected areas. The contractor will organize and facilitate technical consultations, community meetings, field visits, mapping exercises, and validation workshops, and will support the formal approval and documentation of all planning outputs. The contractor shall provide capacity development and institutional support to key public actors responsible for human-wildlife conflict management. This includes technical advice for the Ministry of Natural Resources and Tourism and subordinate institutions, particularly on coordination mechanisms, strategy implementation, monitoring, and the use of data and spatial information for decision-making, especially on the land use planning aspects. The contractor is expected to contribute to the strengthening of intersectoral cooperation between wildlife authorities, district administrations, and other relevant sectors, and to support the development of more effective and sustainable organizational arrangements. The contractor shall further support community-level resilience and conflict mitigation measures. The contractor shall ensure that these measures are planned and implemented in a participatory and gender-sensitive manner. Support to consolidation of Justice Reform in Albania-EU4Justice II
EU4Justice II is the continuation of EU4Justice I (2023-2026) under IPA 2025. The project supports the consolidation of the implementation of the Justice Reform 2016, by ensuring technical expertise to the judiciary, including Courts and Prosecution Offices, legal training institutions, including the Faculty of Law, the governance institutions of the judiciary, as much as the Ministry of Justice and all its subordinate bodies, including legal aid, bailiff and free legal professions (National Chamber of Advocates and Chamber of Mediation). The project is based on four key pillars, being 1. judicial efficiency, 2. judicial independence and accountability, 3. quality of justice and legal education and 4. transparency and access to justice. These four pillars work as a very integrated part of each other, however each aiming to target the most challenging issues identified during the implementation of the reform, as much as consolidate best EU practices already developed by EU4Justice I. A service contract of up to EUR 13,000,000.00 is planned to be contract by the European Commission as the contracting authority, for a four year implementing period (2027-2031). This period of implementation, coincides and covers fully support for the purpose of advancement of EU integration of Albania and Chapter 23 obligations. it aims to set the necessary exchange of experience and adoption of EU practices in the context of pre-accession, and in line with accession negotiations reflected under Interim Benchmark and closing benchmark for Albania.
