Description of the Scope of Services Project: The United Heat project will connect the existing district heating systems of Görlitz and Zgor-zelec to create a shared cross-border heat network. The German and Polish networks will be thermal-ly interconnected, enabling heat transfer in both directions. Further information on the planned en-ergy mix and generation concept is available at: https://united-heat.com/de/. Purpose of this Prior Information Notice: This notice informs suitable companies at an early stage about the planned procurement of the work packages described below. It serves as an initial market approach and allows interested companies to prepare in good time. Binding requirements will be set out only in the subsequent procurement documents. Description: The generation and interconnection site at "Klärwerk Nord" is a key element of United Heat. Its objective is to provide climate-neutral district heating and establish, in the longer term, a cross-border thermal link between the district heating systems. • WP 12 covers the connection to a separate cross-border district heating pipeline to be con-nected at a later stage, including pipeline installation and civil works. • WP 20 covers the large-scale wastewater heat pump, including water abstraction and return, the energy centre, electrical, instrumentation and control systems, and integration into the district heating network. The two work packages will be considered together to combine technical optimisation, permitting feasibility, security of supply, construction sequencing and the operating concept within one inte-grated approach. Copenhagen - New Metroline, M5 Civil Works South
This tender presents a substantial opportunity for prospective contractors to bid for the M5 Civil Works South (CWS) package, an important component of the Copenhagen metro system's expansion. This project is of significant strategic importance, as the M5 line is a fully automated driverless metro system that will not only enhance passenger service on existing metro corridors but also extend connectivity to emerging urban development areas, including Kløverparken, Refshaleøen, and Lynetteholm in the East Harbour. The M5 is designed to operate as an independent system, ensuring that its construction and subsequent operation do not disrupt the existing M1-M4 metro lines. MAIN COMPONENTS OF THE M5 CIVIL WORK The M5 south consists of approx 6.5 km twin bored tunnels, 5 underground stations(incl. 3 transfer stations),2 underground crossovers,5 cross passages,1 ramp, approx 2.0 km viaduct,1 elevated station, 1 viaduct cross-over,1 elevated bifurcation, short embankment sections. For further details on scope ref. is made to M5-2.1-CMBS-SW and M5-2.2-CWS-SW PHASES: The current tender, Phase 1, encompasses the southern section of the line, from north-west of København H to north of v/Prags Boulevard, with an anticipated operational commencement in 2036. The broader vision includes phase 2 north of v/Prags Boulevard to Lynetteholm opening in 2045 and a potential future extension to form a ring line, signifying a long-term commitment to urban mobility. Phase 2 is not included in this tender. CONTRACT SPLIT OF M5: The M5 project as a whole consists of several contracts: • M5 Civil Works South (this contract) • M5 Transportation System South contract (tendered out as a separate contract in parallel with M5 Civil Works South) • Operation and Maintenance South contract (will be tendered out at a later stage) • Enabling Works contracts, e.g. relocation of utilities, relocation works at Kh etc. (enabling works will be tendered out in separate contracts) • Station and Shaft areas (will be tendered out at a later stage) • Canopy contracts (will be tendered out at a later stage). CONTRACT The contract is structured as a design & build contract under ABT18 terms, placing comprehensive responsibility for both design and execution upon the Contractor. This two-phase approach—design followed by execution—is a standard framework for complex infrastructure projects. An extensive market dialogue has been carried out before issuing the tender. The purpose of the market dialogue was to learn from the market what would constitute an attractive contract. PMC 3963 - South Dublin County Council’s ‘Beyond County Hall Innovation Fund’ will support local private, public and/or community stakeholders to develop pilot smart projects to deliver innovative and scalable solutions to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre.
This Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. Successful projects which demonstrate the potential for both delivering meaningful, positive and scalable local community impact through the use of technology and/or innovation will receive initial funding to support pilot project development. SDCC is open to exploring potential proposals across all local authority service areas and proposals may range from data-related initiatives to physical works. This market consultation will provide the opportunity for SDCC as contracting authority to consult with interested parties on the scope and potential of the fund in advance of launching a formal call for proposals through public procurement. This notice is not a call for competition. It is envisaged that the procurement competition will be launched in July 2026. Any information contained within the Pre Market Consultation (PMC) are indicative only and may be subject to change prior to the formal procurement process. Formal proposals will be sought through public procurement for the application of this funding to support innovative smart projects that provide enhancements for citizens across any local authority service area. in Tallaght. In seeking to develop a ‘smart’ district in Tallaght, this fund aims to support local private, public and community stakeholders to develop enhancements and new solutions for any SDCC services areas within the locality. Projects should be replicable and scalable, demonstrating potential for development beyond pilot. Indicative potential focus areas and initiatives include, but are not limited to, those outlined below: Community interactive art, community facilities, public information, health and wellbeing facilities or services; real-time data to improve urban living, public safety, and resource efficiency. Mobility active travel, sustainable mobility, intelligent traffic control; Technology artificial intelligence, augmented reality, digital infrastructure, networks, communication and mapping, smart buidlings, digital literacy, Internet of Things (IoT), Software as a Service (SaaS); Green green buildings, and public realm, enhancements to waste management, cleansing and public realm maintenance. The fund will be open to dynamic private, public, community and academic organisations or groups who are capable of developing smart solutions to contemporary challenges in Tallaght. The purpose of this market consultation is to give the contracting authority the opportunity to consult with interested parties on various potential aspects of the proposed contract in advance of a formal procurement process. The initial consultation will be in the form of a written questionnaire to be completed by interested parties and this may or may not be followed by meetings with any or all interested parties at the sole discretion of SDCC. The market consultation exercise is anticipated to result in procurement of operator(s) to participate in the fund through submission of detailed proposals demonstrating the nature, product, service or works to be supplied or delivered in a pilot project. The number of projects to be funded and the timeframes for project development and delivery will be determined after this consultation and will be confirmed in the procurement notice. SDCC will conduct and manage the competition and intends to contract with the successful tenderer(s). It is currently anticipated that the competition will commence in July 2026 with the publication of an invitation to participate in the process via etenders. The date of publication set out in this notice is an estimated date only. This notice is not a call for competition.
