Sept.Background and purpose The contracting authority for this procurement is County North (FKN), consisting of the county municipalities Møre og Romsdal, Trøndelag, Nordland, Troms and Finnmark. The procurement also includes municipalities and external entities belonging to the participating counties, cf. SSA-R annex 1 Annex 3 - Business Overview. Cooperating municipalities and other affiliated entities are included under each county that is the contract party. Separate contracts can also be established for participating public entities. Legal responsibility and contractual follow-up in the individual organisation rests on each county or entity as the contract party. The procurement is for the establishment of a framework agreement for the purchase of telephony services to contracting authorities covered by the contract. The framework agreement will include the delivery of telephony services to counties, municipalities and other public institutions, total 98 entities. The delivery includes IP telephony and mobile telephony with associated functionalities, as well as administrative and commercial systems. The services concern subscriptions and traffic for landline and mobile telephony, as well as the accompanying services for the telephony area. As a starting point, this includes all parts of the entities' activities. The contracting authorities ́ main areas for service production are public administration, primary and secondary schools, vocational college, public transport, as well as health and care services. The services are to be carried out partly from fixed service locations, but also to a significant degree through mobile services, for example within public transport and municipal care services. A general objective of the agreement is to ensure the contracting authorities access to cost efficient communication systems for the service production throughout the entire contract period. The delivery shall be able to be developed in line with technological developments and at the same time support other technologies that will be used to cover concrete needs in the service production. Examples of such associated needs are welfare technology in the health sector as well as monitoring and remote follow-up connected to buildings, ferry quays, ticket machines, weather stations and other technical installations. It is therefore important that the requested services can be delivered in the geographical areas where the technology shall be used. The delivery must also contribute to establishing a foundation for further development after the contract expires, independent of the supplier. The framework agreement shall ensure the contracting authorities: Access to cost efficient, reliable and integrated telephony services in accordance with the contracting authorities ́ total needs. Access to telephony services that function independently of the contracting authorities ́ technical infrastructure. Access to capacity in developed fixed and mobile communication networks. Access to new communication technology and new delivery systems in line with market development. JuniThe objective of the procurement is that Sykehuspartner HF shall, on behalf of Helse Sør-Øst RHF (HSØ), enter into regional framework agreements for the procurement of: Telecom related equipment, i.e. hardware and software (including licences), in the form of systems and platforms, or individual elements within them, associated operational support systems and terminals. The equipment shall be used to maintain, broaden and develop HSØ's telephony infrastructure so that it is at all times able to support HSØ ́s need for robust telecommunication services. Emphasis is put on the fact that the Contracting Authority, as a part of this, also wishes to procure ready-made installations, i.e. not individual components, based on function and performance requirements. Project assignments in the form of fixed price assignments, target price assignments or equivalent for various planning, review, design, development and installation assignments in connection with the telephony infrastructure. This can be everything from small and simple assignments such as upgrades, to more complex assignments that require project management and design, as well as independent assignments with defined deliveries and the accompanying delivery quality that is managed by the supplier. Project assignments can also be delivered in combination with equipment, e.g. by the supplier delivering a ready installed and tested system (e.g. a complete telephony system). The contracting authority reserves the free and unlimited right to procure such project assignments (excluding products) for other contracts, i.e. independent of, or in addition to, this framework agreement. •Hourly based assistance, i.e. assistance from the service provider on an hourly basis.A portfolio system for climate gas accounts for Norwegian municipalities.
NORSK KOMMUNALTEKNISK FORENINGOSLONKF would like to enter into a contract with this competition for the delivery of an IT system/system for a portfolio management tool to collect and handle climate gas data and accounts for use in Norwegian municipalities ́ construction projects. The requested portfolio management tool shall primarily be used to obtain climate gas data and accounting figures from the different systems that the municipalities use in their building projects. The offered tool must be based on different standards, where i.a. NS 3720 is central. It must be possible to obtain data from the different systems that the municipalities, and the municipalities' various technical consultants, use in their construction projects. Data can be collected and displayed, including per farm and use number and different building parts. The data collected shall then be displayed on a "dashboard", where the data shall also be systematised, including showing data from other municipalities. The data shall also be aggregated at a regional and national level. The aim of the portfolio management tool will be both to let the technical departments in the municipality use it to manage their various construction projects, but also to generate data and facts for political decisions. The contracting authority in the contract will be NKF, but the actual users of the offered system will be the municipalities and municipal entities that are members of NKF and choose to purchase the service from NKF. Potentially over 100 municipal entities. NKF will enter into the relevant contract for the necessary licences, as well as continual operation and maintenance, with the tenderer. NKF will then use this as a basis to resell equivalent services/systems to Norwegian municipalities that are members. NKF will, thus, really have the role of a coordinating intermediary between the supplier and the municipalities. However, it is formally only that NKF the tenderer shall deal with, and no contracts will be signed directly between the tenderer and the relevant user municipalities (service recipients). NKF will deliver first line support directly to the municipalities, but the contract shall also allow the tenderer directly to assist each municipality when it is more appropriate. The contract shall also include courses and training for both NKF and municipal employees, as well as assistance with the establishment and implementation in each municipality. According to plan, the agreement will be signed before summer 2026 so that the first municipalities can procure the service from NKF in Q3 2026 and start using the system in Q4 2026. The contract is based on SSA-L (Contract on ongoing service procurements) with adaptations.
