Sept.The project seeks the services of a consulting firm to provide technical experts under different short-term expert (STE) pools, which can be deployed flexibly according to the specific demands of the project. The Contractor will contribute to the implementation of all BMZ and EU outputs of the project. The overall goal of this assignment is to support the implementation of the AfCFTA at the continental, regional, and national level by providing advisory services and capacity building for governmental as well as private sector and civil society stakeholders. When the need for support to the project"s partners within a particular thematic area is identified, experts shall be mobilised to provide demand-driven technical advisory services and/or capacity building to national, regional, and continental government partners and/or the project itself. The contract is for the provision of pools of qualified STE to cover a broad range of issues relating to AfCFTA negotiations and implementation in general and the programme objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and technical advice in the following thematic areas: - Removing barriers to Trade in Goods, Trade in Services and Digital Trade - Support for further AfCFTA negotiations (among others on Rules of Origin, Trade in Services) - Support for the ratification of the Phase II Protocols (Competition Policy, Intellectual Property Rights, Investment, Digital Trade, Women & Youth in Trade) - Implementation of AfCFTA regulations at the national and regional levels - Monitor and review the implementation of AfCFTA Protocols in African Union Member States (AU MS) - Improve access to trade information to relevant line ministries and to the private sector - Support the African private sector to trade under AfCFTA rules on the national and regional level - Support relevant authorities to setup inclusive policies for women & youth traders to participate in trade under AfCFTA The contractor will identify and manage pools of STE that will assist the initiatives in the programme"s areas of intervention. While the project operates Africa-wide, it focuses interventions at national level in 8 countries: Ethiopia, Ghana, Ivory Coast, Kenya, Malawi, Rwanda, Tunisia, and Zambia. At REC level it focuses at EAC, ECOWAS, and SADC. Interventions to additional AU MS and RECs will be implemented based on partner demand. Work Package (WP) 1: Legal and Regulatory Framework Objective: Improve the legal, regulatory, and technical framework to enable investments in energy efficiency (EE) and renewable energy sources (RES) for self-consumption. Description: The contractor shall provide technical advisory services to strengthen the legal and regulatory framework for energy efficiency and renewable energy for self-consumption in Kosovo. The assignment includes drafting and reviewing legislation, developing technical standards and supporting partner institutions in implementing the new regulatory framework. The expected result is an improved enabling environment that facilitates public and private investment while ensuring alignment with the EU Energy Acquis and Energy Community obligations. Work package (WP) 2: Financial Mechanisms Objective: Improve access to tailored financing mechanisms for EE and RES investments for self-consumption. Description: The contractor shall support KEEF in improving, expanding and operationalising financing mechanisms for EE and RE-SC investments. Particular emphasis shall be placed on developing financially sustainable instruments that increase investment uptake among households, municipalities and SMEs, while addressing affordability barriers for vulnerable groups. Key Outputs / Activities: - Advisory support to KEEF to fine-tune financing schemes for different target groups (households, SMEs, municipalities). - Design and structuring of support mechanisms and blended financial instruments, with a focus on multi-apartment buildings. - Identification of financing gaps and barriers, including affordability constraints, and formulation of targeted recommendations. - Preparation of recommendations to revise existing KEEF schemes based on lessons learned from pilot programs. - Support to operationalize monitoring and verification systems for EE and RES pilot projects. Work package (WP) 3: Human Capacity Development Objective: Strengthen institutional and human capacities to plan, implement, and monitor EE and RES measures at national and local levels. Description: Work Package 3 provides cross-cutting institutional and human capacity development measures supporting the implementation of Outputs 1, 2, 4 and 5. Work package (WP) 4: Women in Energy Network Objective: Improve conditions for increased participation and career development of women in the energy sector. Description: The consultancy shall support the operationalization of a Women in Energy Network of initially compromising approximately 100 members by advising on governance, mandate, and operational modalities. The Network will strengthen coordination among public institutions, civil society, academia, and private-sector actors.
