The Global Shield Solutions Platform ("GSSP" or the "Programme") is a multi-donor grant facility established and implemented pursuant to financing agreements concluded between Frankfurt School of Finance & Management gGmbH ("FS") and the contributors to GSSP (the "Donors"), namely the German Federal Ministry for Economic Cooperation and Development, the Danish Ministry of Foreign Affairs, Agence Française de Développement, the Luxembourg Ministry of Foreign and European Affairs, the Irish Department of Foreign Affairs, the Irish Department of the Environment, Climate and Communications, and the European Union. SUGESE, acting as beneficiary and contracting authority under the GSSP Support Programme for Costa Rica, financed through GSSP donor funds and managed by FS, hereby invites proposals for the above-described consulting services through an International Competitive Bidding procedure. The service contract resulting from this procurement procedure shall be concluded exclusively between SUGESE and the selected consultant. The consultant's services shall be provided solely to SUGESE and shall not create any employment, agency, partnership, or other contractual relationship between the consultant, including any member of its team, and FS, GSSP, or any Donor. FS, in its capacity as manager of GSSP, shall administer the procurement procedure and process payments to the selected consultant on behalf of SUGESE from the donor funds made available under the relevant financing agreements. Any payment made by FS in accordance with the service contract shall discharge the corresponding financial obligation of SUGESE towards the consultant. Neither the consultant nor any third party shall derive any direct rights against FS, GSSP, or the Donors from the financing agreements or the underlying financing arrangements, nor shall they have any independent entitlement to the grant proceeds. The award and formalisation of the consultancy contract shall remain subject to approval by the Country Steering Committee and the issuance of a no-objection by the GSSP Strategic Committee.

Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornThe Contractor shall provide comprehensive end-to-end services for the design, management, and implementation of Grant Scheme I (Growth and Scale Facility) of the Enterprise Zambia Challenge Fund 2.0 (EZCF 2.0). The services cover the full lifecycle of competitive Calls for Applications and associated capacity development, from pipeline development and call management through pre-award technical assistance, facilitation of selection decisions, and post-award strategic advisory support. The Contractor will work in close coordination with, and under the oversight of, the GIZ project team. While GIZ retains responsibility for grant contracting, financial administration, donor relations, and overall governance, the Contractor will be responsible for the technical and operational execution of the services described below. Pipeline Development and Outreach The Contractor shall design and implement a structured pipeline development strategy to identify, mobilise, and engage eligible agribusinesses aligned with EZCF 2.0 objectives, with a focus on legumes and horticulture value chains and priority economic corridors. This includes stakeholder mapping, outreach campaigns, information sessions, and marketing activities that promote inclusive participation, particularly of women-led, youth-led, and locally rooted enterprises. Call for Applications Management The Contractor shall prepare, launch, and manage up to four competitive Calls for Applications using transparent, standardised, and well-documented procedures. This includes the development of all call documentation and tools (e.g. SOPs, application guidelines, eligibility and evaluation criteria, templates, and review materials) and the establishment and operation of a secure digital system for application submission, screening, evaluation, and documentation. The Contractor shall conduct comprehensive due diligence, including Commercial and Legal Eligibility Checks (KEP), and prepare shortlists of qualified applicants for review by GIZ and the Independent Investment Committee (IIC). Pre-Award Technical Assistance and Capacity Development For shortlisted applicants, the Contractor shall provide structured pre-award technical assistance to support the preparation of complete, high-quality, and decision-ready proposals. This includes proposal writing support, budget formulation aligned with GIZ grant templates, business viability and market feasibility advisory services, strengthening of inclusive business models (including SHF integration), facilitation of access to co-financing, and preparation for pitch events before the IIC. Facilitation of Selection and Grant Award Process The Contractor shall organise and facilitate pitch events and support the final selection process by compiling complete proposal packages, supporting IIC deliberations, documenting decisions, and communicating outcomes to applicants. The Contractor shall liaise with applicants and GIZ during the transition to grant contracting, ensuring that all required documentation is complete and consistent. Post-Award Strategic Advisory and Market Support Following grant award, the Contractor shall provide post-award strategic advisory services to grantees throughout implementation. This includes periodic portfolio reviews, biannual strategic check-ins with grantees, targeted business and market advisory support, facilitation of linkages to financial institutions and market actors, and contribution to relevant sector platforms and multi-stakeholder dialogues. Sept.The project seeks the services of a consulting firm to provide technical experts under different short-term expert (STE) pools, which can be deployed flexibly according to the specific demands of the project. The Contractor will contribute to the implementation of all BMZ and EU outputs of the project. The overall goal of this assignment is to support the implementation of the AfCFTA at the continental, regional, and national level by providing advisory services and capacity building for governmental as well as private sector and civil society stakeholders. When the need for support to the project"s partners within a particular thematic area is identified, experts shall be mobilised to provide demand-driven technical advisory services and/or capacity building to national, regional, and continental government partners and/or the project itself. The contract is for the provision of pools of qualified STE to cover a broad range of issues relating to AfCFTA negotiations and implementation in general and the programme objectives in particular. The services to be provided under the contract include measures for human capacity development and organisational and technical advice in the following thematic areas: - Removing barriers to Trade in Goods, Trade in Services and Digital Trade - Support for further AfCFTA negotiations (among others on Rules of Origin, Trade in Services) - Support for the ratification of the Phase II Protocols (Competition Policy, Intellectual Property Rights, Investment, Digital Trade, Women & Youth in Trade) - Implementation of AfCFTA regulations at the national and regional levels - Monitor and review the implementation of AfCFTA Protocols in African Union Member States (AU MS) - Improve access to trade information to relevant line ministries and to the private sector - Support the African private sector to trade under AfCFTA rules on the national and regional level - Support relevant authorities to setup inclusive policies for women & youth traders to participate in trade under AfCFTA The contractor will identify and manage pools of STE that will assist the initiatives in the programme"s areas of intervention. While the project operates Africa-wide, it focuses interventions at national level in 8 countries: Ethiopia, Ghana, Ivory Coast, Kenya, Malawi, Rwanda, Tunisia, and Zambia. At REC level it focuses at EAC, ECOWAS, and SADC. Interventions to additional AU MS and RECs will be implemented based on partner demand. Across the work packages named below, the contractor is responsible for the following tasks: - Supporting the GIZ in defining the required expertise to reach the project objectives under the described outputs - Identifying and proposing suitable experts from the STE pool - Selecting experts together with the GIZ team - Managing the deployment of experts Expected services that may be included in the work packages are: - Technical, operational, and strategic policy advisory services in the thematic areas listed above - Support in developing, drafting and reviewing reports, studies, analyses, position papers, guidelines, action plans, strategies, implementation plans, legislation, regulations in the thematic areas listed above. - Research and analysis, including diagnostic missions to assess implementation efforts of the AfCFTA protocols, identify obstacles and propose measures to advance implementation. - Facilitation of private sector participation in policy-making processes, facilitation of dialogue and coordination between public and private sector actors relevant to AfCFTA negotiations and implementation - Facilitation of national, regional, and continental workshops and conferences, including interpretation and translation services and providing expert inputs - Provision of support services to the project, including on optimising M&E systems, the design of communication materials, workshop moderation, translation and interpretation services. Deliverables will mainly be in English or French, but may also be in the other official AU languages (Arabic, Portuguese, Spanish, Swahili) depending on the context of the activity The required services are focused, but not limited, on five work packages which are oriented to different stakeholders: Work package 1: Strengthen the AfCFTA Secretariat"s capacity to guide and monitor AfCFTA implementation. Work package 2: Strengthen AUC ETTIM"s capacity to support and monitor the enabling environment for production of goods and services for African markets.
