The United Nations Office at Nairobi (UNON), on behalf of the Climate Technology Centre and Network (CTCN) of the United Nations Environment Programme (UNEP), invites qualified and interested firms to submit an Expression of Interest (EOI) to participate in an upcoming solicitation for the provision of technical assistance for Strengthening Climate-Resilient Water-Energy-Food Nexus Decision-Making in Cambodia through an Integrated Decision Support System starting with Transboundery Se San River Basin. United Nations Environment Programme (UNEP), on behalf of CTCN, seeks to engage a qualified consulting firm to provide the technical assistance requested and endorsed by the National Designated Entity (NDE) of Cambodia. The objective of this assignment is to upgrade and operationalise Cambodia National Mekong Committee (CNMC’s) climate-resilient Decision Support System (DSS) for integrated Water-Energy-Food (WEF) nexus planning in the Se San River Basin, strengthen national and sub-national capacity to use and maintain the upgraded system, and develop an implementation roadmap, sustainability financing strategy, and scale-up concept note for replication across the 3S Basin and nationally. Cambodia is among the most climate-vulnerable countries in Southeast Asia, experiencing increasing frequency and intensity of floods, droughts, and extreme rainfall. River basin systems are central to national development, underpinning agriculture, hydropower, fisheries, ecosystems, and rural livelihoods. Climate change is altering rainfall patterns, seasonal flows, and extremes, increasing uncertainty for water allocation and disaster risk management. The Se San River Basin, part of the transboundary 3S system (Se San, Srepok, Sekong), is a critical hotspot where climate impacts interact with upstream hydropower development in Lao PDR and Viet Nam. These interacting pressures have contributed to altered flow regimes, increasing downstream vulnerability to floods/droughts, and impacts on fisheries and ecosystem services that support food security and livelihoods in northeastern Cambodia. Institutionally, Cambodia has advanced national strategies and governance frameworks, including the Updated Nationally Determined Contribution (NDC) 3.0, the Cambodia Climate Change Strategic Plan (CCCSP 2024–2033), the National Adaptation Plan (NAP), and CNMC’s Strategic Plan (2024–2028). CNMC is a member of the Mekong River Commission (MRC) Council and Joint Committee and works closely with the MRC on basin-wide and transboundary initiatives, including the Basin Development Strategy, Flood and Drought Management Centre engagement, and procedures for data and information exchange and sharing (PDIES) and related technical procedures. Strengthening CNMC’s DSS and associated institutional capacity in the Se San Basin offers a manageable and strategic pilot to deliver climate-resilient basin planning tools that are interoperable with regional Mekong frameworks and scalable to other Cambodian basins. Expected Outputs include: 1. Project Management (Mandatory Output). 2. Inception, Stakeholder alignment and technical baseline established. 3. Climate-Resilient DSS upgraded and operational for the Se San Basin. 4. Capacity Building and structured training delivered. 5. Implementation roadmap, sustainability financing strategy and scale-up concept note prepared. United Nations Environment Programme (UNEP), on behalf of CTCN, seeks to engage a qualified consulting firm to provide the technical assistance requested and endorsed by the National Designated Entity (NDE) of Tajikistan. The objective of this assignment is to enhance Tajikistan’s climate resilience by developing and piloting an AI-enabled climate data management and quality control system that integrates ground-based and satellite observations, and by strengthening institutional capacity to generate and use reliable climate information for climate-informed decision-making. Tajikistan is highly vulnerable to climate change due to its dependence on glacier-fed hydrological systems. The country has already lost approximately 30% of its glacier area since 1930, with projections indicating further losses of 15–20% by 2050. Rising temperatures, increasing frequency of extreme weather events, and water stress are intensifying risks across the water–energy–food nexus. Water-related hazards account for over 70% of natural disasters and cause economic losses of up to 1.4% of GDP annually. Despite these risks, Tajikistan lacks high-resolution, real-time climate data necessary for effective water resource management, disaster risk reduction, and climate adaptation. Current hydrometeorological systems rely heavily on sparse ground observations with limited integration of satellite-based data and advanced analytics. Institutional and technical constraints further limit the capacity of the national hydrometeorological agency to deliver accurate forecasts and actionable climate information. As a result, critical decision-making processes such as reservoir management, irrigation planning, flood forecasting, and early warning systems are constrained by incomplete and unreliable data, reducing the effectiveness of climate risk management for government institutions and vulnerable communities exposed to glacier-related and hydrological hazards. Expected Outputs include: 1. Project Management (Mandatory Output). 2. Inception, National Climate Data Management and AI Integration Framework Developed. 3. AI-Based Climate Data Quality Control Pilot Implemented. 4. Capacity Building and Institutional Strengthening Delivered. 5. Aug.The Philippines is among the countries most vulnerable to the impacts of climate change, facing increasing risks from extreme heat, typhoons, flooding, sea-level rise, and other climate-related hazards. These hazards have significant implications for public health, including increased injuries and deaths, climate-sensitive diseases, food and water insecurity, and disruptions to essential health services. Strengthening the resilience of communities and health systems is therefore critical to protecting health and reducing climate-related vulnerabilities. Pursuant to Republic Act No. 9729 (Climate Change Act of 2009) and Republic Act No. 10121 (Philippine Disaster Risk Reduction and Management Act of 2010), the Department of Health (DOH) is advancing the development of a Health National Adaptation Plan (HNAP) to integrate climate change adaptation into health sector planning. A comprehensive Climate and Health Vulnerability and Adaptation (V&A) Assessment is needed to identify priority climate-sensitive health risks, vulnerable populations, geographic hotspots, and health system gaps. The assessment will provide the evidence base for targeted adaptation actions, investment planning, and the development of climate-resilient health systems at national and subnational levels. Sept.Description of project: Lesotho faces significant socio-economic challenges, including poverty, unemployment, food insecurity, and high HIV/AIDS prevalence. Thanks to its geographical location, Lesotho - the "Water Tower" of Southern Africa - plays a critical role in regional water security, supplying water to South Africa, with additional regional transfer schemes under consideration. Protecting and sustainably managing Lesotho"s water resources is therefore a national and regional priority. However, Lesotho"s catchments have been heavily degraded due to settlement in sensitive areas, overgrazing and unsustainable land use, causing erosion, soil fertility loss, sedimentation and hydrological instability. Climate change intensifies these impacts with erratic rainfall, floods and droughts. Despite numerous sustainable natural resource management efforts over the past 50 years, impacts and sustainability have often fallen short, largely due to insufficient coordination among ministries and institutions. Strengthened cooperation, knowledge and data sharing, and aligned action among key actors at national, river basin, and SADC levels are essential. Against this backdrop, the Government of Lesotho, supported by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ), has launched ReNOKA, a national Integrated Catchment Management (ICM) programme. ReNOKA aims to restore and sustainably manage Lesotho"s catchments-critical for water, land, energy, and food security across the Orange-Senqu basin and the Gauteng economic hub. For the continued support to ReNOKA, GIZ has been commissioned to implement the "Support to ReNOKA" joint action funded under the EU Multi-Donor Action "Metsi a Lesotho" and the BMZ-funded "Transboundary Water Management in the SADC Region" (TWM) project. The overall objective of "Metsi a Lesotho" is to "ensure access to sustainable water and sanitation for all as a means for green and resilient growth and promoting peace and security in Lesotho and the region". The specific objectives are: - Specific Objective 2: "Lesotho sustainably manages its water and land resources comprising the water-energy-natural resources nexus and advances its climate resilience with an inclusive approach" - Specific Objective 3: "Capacities of national water institutions to improve services and cooperation at community, catchment and transboundary levels are strengthened". To achieve these objectives, the Action will deliver five interlinked outputs, with the following output being relevant to this service: - Output 3.1: Enhancement of capacities of government staff for sustainable water management. Despite earlier support that improved technical water management, coordination and communication across key institutions-from the Prime Minister"s Office to community authorities-remain weak. To address this, GIZ intends to contract a service provider to implement Output 3.1 by applying the Problem-Driven Iterative Adaptation (PDIA) approach in the water sector in Lesotho to address the underlying complex challenges and bottlenecks that hinder effective cooperation.
