Sept.The aim of the procurement is to ensure that the outdoor areas at Norsk Tipping ́s property in Hamar appear safe, accessible and presentable throughout the entire year. The contracting authority would like an overall and predictable service delivery that covers both operation, care and maintenance of green areas in the summer, as well as snow clearing and gritting in the winter. A continual service contract shall be signed for each area. The contract has a duration of three (3) years. The agreement will then be renewed automatically for 1 (one) year at a time. The aim of the competition is primarily to snow clearing. If there is a need to sprinkle, this will be agreed separately with the snow clearing officer in the municipality. The roads are divided into 8 routes (sub-contracts) where tenders can be submitted for one or several routes. Some of the areas include places. Aug.Grimstad municipality shall enter into a framework agreement with several tenderers for winter maintenance; snow ploughing, gritting and clearing snow and ice on municipal roads and open spaces, as well as setting out snow stakes. The framework agreement is divided into three parallel sub-contracts divided in accordance with machine types: tractors, small wheel loaders (4-8 tons) and large wheel loaders (8-16 tons). This notice concerns snow clearing areas of roads, as well as clearing areas for municipal purpose-built buildings. Tenderers shall not submit tender offers on specific routes, it is the contracting authority who will award the routes after the tender deadline has expired. The expected tenderers will have route maps distributed in a reasonable time before the snow clearing season. As the areas are dynamic and changes can occur, the routes will be divided according to a total assessment of the following criteria: the machine ́s suitability, efficient operations planning and cost-benefit connected to geographical location and costs of moving around. The contracting authority always aims to divide the sections so that they generate approx. as many hours. Changes must be expected in the routes, but will be agreed further per season. Tenderers must reckon on clearing areas within the entire municipality. During the agreement period there will be a need for occasional snow clearing in accordance with the contracting authority ́s needs. Tenderers must therefore reckon on extra assignments beyond the routes. A previous route overview and a map of roads and institutions are attached together with the tender documentation (Annexes 1, 2 and 3). These are outdated and new areas are under revision. Tenderers must expect changes to the extent of individual routes. The Church Council in Oslo invites tenderers to an open tender contest for the procurement of two types of services; services for grit at 32 of our properties, as well as services for mechanical snow clearing, gritting and spring clearing at 56 of our properties. The number of properties and area sizes may vary slightly. The contract period is planned to be a maximum of approx. 4 years, from the 2026 winter season to the 2030 summer season, in accordance with the tender documentation and annexes. A contract is planned to be signed with only one tenderer for the entire assignment. The combined contract value is estimated to approx. NOK 7,800,000 excluding VAT.
