Dynamic purchasing system for joinery work with the accompanying materials.
Sandnes municipality, c/o Sandnes eiendom, hereby invites tenderers to a restricted tender contest for the establishment of a dynamic purchasing system (hereafter called DIO) for joinery work with the accompanying materials. The scheme replaces the previous purchasing scheme. The procurement scheme shall include municipal buildings and residences at the contracting authority, including schools, nurseries, residential and activity centres, nursing and old people ́s homes, swimming and sports centres, office buildings, arts centres, municipal rental housing, health centres etc. Invitations to submit tenders under the scheme will mainly apply to minor investment and maintenance projects, based on the at any given time applicable action and financial plan, and will mainly be carried out as execution contracts or builder-developed turnkey contracts. The International Power-to-X Hub supports the transition to climate-neutral industries and economies by advancing sustainable Power-to-X solutions in sectors where direct electrification is not yet feasible, especially aviation, maritime transport and energy-intensive industries. The project is implemented by Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN). It is financed through the International Climate Initiative as part of Germany"s hydrogen and Power-to-X policy framework. Power-to-X enables the production of fuels and chemical feedstocks from renewable electricity and sustainable carbon or nitrogen sources and therefore helps replace fossil-based inputs while supporting climate protection, industrial transformation and sustainable economic development. The subject of this tender is providing technical support for the development of up to three Power-to-Liquid pilot plants in up to three countries. The assignment provides up to three industrial partner companies with customised engineering documents and advisory services to advance PtL pilot plant projects to FEED/EPC tendering stage. The requested services cover the full project development pathway from concept definition and selection through comparative techno-economic feasibility assessment and conceptual engineering to advice on procurement and tender strategy and, where required, support for the preparation of functional FEED/EPC tender documents. The contract is structured into four work packages in two implementation steps. In Work Packages A and B, the contractor shall review existing concepts and documentation, consult each partner, refine or propose PtL plant concepts, advise on feedstock and utility sourcing, process technologies, offtake markets, regulation and certification, conduct kick-off meetings and site visits, and prepare Concept and Site Analysis Reports with comparative assessments and recommendations. The contractor shall also deliver partner trainings and prepare comparative techno-economic feasibility studies for up to two plant concepts per partner, including a book of assumptions, process simulation, technical descriptions, preliminary process flow diagrams, equipment sizing, interface definitions, certification compliance assessment, CAPEX and OPEX estimates, economic modelling, risk analysis and concept recommendations. Preliminary results shall be discussed with each partner in an interactive workshop to validate assumptions, review trade-offs and support concept selection. Subject to confirmation by the partner and GIZ, Work Package C covers FEL-2 conceptual engineering for the selected concept and a refined Class 4 AACE cost estimate. This includes advisory support on site development, permitting and certification, preparation of an integrated project execution plan, partner trainings on PtL process simulation and plant engineering, and an FEL-2 engineering package comprising Basis of Design specifications, process descriptions, drawings, equipment lists, preliminary equipment specifications, interface and battery limit definitions, input and output specifications, and QA/QC and HSE requirements. The engineering work shall be carried out in close coordination with the partner and GIZ and shall include advice on technology and licensor options as well as updated CAPEX estimates, economic models and key project indicators. Where sustainable CO2 supply is not readily available, the services may also include, for one project, the screening of potential sustainable carbon sources and the design of a CCU system including FEL-1 engineering package and CAPEX assessment. In a subsequent stage, the contractor shall advise on FEED/EPC procurement and tender strategy and, where required, prepare the functional tender specifications, including design basis, technical and performance specifications, scope of supply and services, site and utility information, HSE and QA/QC requirements and project schedule elements in line with the partner"s procurement framework and international standards. The contractor shall also provide advice on commercial and legal terms during tender preparation. PMC 3963 - South Dublin County Council’s ‘Beyond County Hall Innovation Fund’ will support local private, public and/or community stakeholders to develop pilot smart projects to deliver innovative and scalable solutions to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre.
This Pre Market Consultation (PMC) is to announce a market consultation exercise relating to the procurement of interested parties for SDCC’s ‘Beyond County Hall Innovation Fund’, which proposes initial funding of €250,000 for pilot new smart projects that respond to current and future challenges for citizens across any of the council’s service areas in Tallaght town centre. As part of our support for smart city development, and embracing new and emerging technologies, and in seeking to establish a ‘smart’ district in Tallaght, this fund seeks to support stakeholders in utilising innovation and new technologies to develop new or better solutions that will improve local quality of life. Successful projects which demonstrate the potential for both delivering meaningful, positive and scalable local community impact through the use of technology and/or innovation will receive initial funding to support pilot project development. SDCC is open to exploring potential proposals across all local authority service areas and proposals may range from data-related initiatives to physical works. This market consultation will provide the opportunity for SDCC as contracting authority to consult with interested parties on the scope and potential of the fund in advance of launching a formal call for proposals through public procurement. The justification for awarding to the Contracting Authority assesses that there is a basis for entering into a temporary contract directly with Vivicta AS. The contracting authority will not use this notice as a final choice for future administrative digital target architecture, system model or contract structure. Future strategic direction shall be assessed through a separate management process, market dialogue and any procurements. The justification for the temporary contract is that the contracting authority is in a forced continuity situation connected to the existing production system. The situation is triggered by the manufacturer/supplier ́s technological direction and information that the current delivery platform cannot be continued unlimited. At the same time, future strategic direction for the administrative system landscape is not finally defined. Within the available timeframe, the contracting authority ́s assessment is not a real and reliable alternative that can ensure a continuation of the existing production system and the accompanying performance critical administrative core functions without unacceptable operational risk. The existing system has been established, configured and integrated over a long period of time. It is included in ongoing finance, invoice, reporting, integration and data basis processes. The system has integrations, data, roles, access structures, reporting set-up and management routines that are connected to the existing delivery model and the tenderer's operational and management responsibilities. The contracting authority will assess that clarification of future target architecture, market dialogue and any procurements for this system area will require considerable time. A procurement process is expected to take at least 12 months, and subsequent implementation, migration, testing, training, integration work and production will normally require a further 12-24 months. An immediate competition for full compensation or future target architecture will therefore not be able to help the acute continuity need. Alternative suppliers will also not be able to take over responsibility for the existing production system in a proper manner within the available deadline, without access to the necessary rights, system competence, operational environment, history, configuration, integration knowledge and supplier specific management competence. The agreement is, therefore, time-limited to what is deemed necessary to ensure reliable operation and continuity of the existing production system and the accompanying business critical administrative functions until the contracting authority has completed strategic clarification, market dialogue and any procurements. The agreement period is 3 years, which is the minimum time for binding. Legal basis The contracting authority assesses that the terms for direct contract award are fulfilled for the temporary contract. The legal basis will particularly be assessed against the procurement regulations § 13-4 letter b no. 2 and/or no. 3, where the procurement without a competition can be used when the service can only be delivered by a specific supplier for technical reasons or due to sole rights, provided that there are no reasonable alternatives and that the missing competition is not due to the contracting authority having adapted the procurement to a specific tenderer. The contracting authority emphasises that the assessment concerns a narrow and temporary continuation of the existing production system and associated activity critical administrative functions in a limited transition period. This does not apply to a general assessment of the market for future administrative digital systems and it does not involve a permanent choice of future platform, system architecture or supplier. The contracting authority estimates that at the time of the temporary contract there is not a reasonable and reliable alternative to Vivicta AS in order to ensure continuity of the existing ERP system in the period. The lack of competition is related to time critical and technical/operational continuation of an established production system, not to the contracting authority ́s future strategic needs. Subsidially, the need will also be assessed in light of the narrow exception rules on time-critical conditions and the necessary measures to safeguard continuity, but the contracting authority places decisive emphasis on the contract being for the technical and operational continuation of the existing system, not permanent choice of future ERP system. - Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH
Development of relevant planning tools for water security and climate resilience in Urban Areas in Tanzania (Output 2 and Output 3 of ProWaS)
GIZ has been commissioned to implement the project "Water Security and Climate Resilience for Urban Areas and their Catchments in Tanzania (ProWaS)" in Tanzania on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ). The Overall Objective of the project is the sustainable improvement of the population"s access to drinking water and sanitation services, as well as the management of water resources. GIZ"s political implementation partner is the Ministry of Water, and coordination subnational entities such as Basin Water Boards, Catchment Committees, Water Supply and Sanitation Authorities, and Local Government Authorities is also key to the project methodology. As part of the process to achieve universal access to water as envisioned in the Tanzania Development Vision 2025, water sector stakeholders, guided by the Ministry of Water, have introduced three instruments as part of the Water Sector Development Programme: (1) Joint Town-level Master Planning (JTPs): Assist Water Supply and Sanitation Authorities (WSSAs) and Local Government Authorities (LGAs) to coordinate joint planning and investment decisions to improve access to water and sanitation; (2) Water Safety Planning (WSPs): Guide WSSAs to identify risks (in particular climate-change) affecting water quality and quantity and develop mitigation measures to address these risks via a participatory approach; (3) Water Allocation Planning (WAPs): Guide Basin Water Boards (BWBs) to make equitable allocations of water resources for different water users and the environment. The JTPs and CR-WSPs are among the key performance indicators for Water Supply and Sanitation Authorities (WSSAs) in Tanzania and the WAPs are among the key performance indicators for BWBs in Tanzania. The Ministry of Water has requested the Federal German Government through ProWaS to upscale the JTPs and CR-WSPs to more urban areas and WSSAs as well as create new WAPs in Tanzania. The contractor will on behalf of the ProWaS project create 3 JTPs, and 3 WAPs in accordance with the respective guidelines prepared by the Ministry of Water. The CR-WSPs are not in the scope of this contract. This will require close coordination with the GIZ Project Team in Tanzania as well as National, Regional, and Local Tanzanian water authorities. The JTPs are defined by the municipality (i.e. town) in a particular region, while the WAPs are defined by the basin and the sub-catchment. A team of national and international experts shall be provided by the Contractor for this purpose. Through the completion of the three aforementioned Work Packages, the contractor is responsible for contributing to the Module Objective, Output 2, Output Indicator 2.2, and Output 3 and is responsible for achieving Module objective Indicator 3 and Output indicator 2.1 as described in this document. The Module Objective is, "The framework for improving water security in catchments of urban areas is adapted to the challenges of climate change." Output 2 is as follows: "Water and sanitation authorities, in collaboration with local consultants, have identified priority projects to improve access to climate-resilient water and sanitation services." It is accompanied by the following two indicators: Indicator 2.1: Fifteen JTPs have been drawn up by WSSA together with Local Government Authorities (base value of 5 JTPs exist, 7 others to be completed by project, three remaining to be completed by the contractor); Indicator 2.2 : In a survey, 16/30 stakeholders from Water Supply and Sanitation Authorities (WSSAs) and the MoW confirm the use of the gender-sensitive expert database in the development of JTPs, Water Safety Plans, and priority projects to improve access to climate-resilient water supply and sanitation services (16 positive responses). In addition, Module Objective Indicator 3 is as follows, "Water catchment authorities (3 total) have developed an evidence-based gender-sensitive Water Allocation Plan (WAP) in each selected sub-catchment (3 sub-catchments), based on current, climate-resilient hydrological data." Work Package 1 relates to Output 2 and the two corresponding indicators. Expert platform for Ukraine"s EU alignment in the rule of law
The services to be tendered concern the management and operation of an expert platform to provide advisory services to Ukrainian government institutions responsible for managing the EU accession process. To this aim, the platform pools in three Short-Term Expert Pools (STEP) international and national expertise on the chapters and clusters of the acquis Communautaire most relevant to the rule of law. The relevant expertise which should be provided by the STEPs will focus on the following areas, but is not limited to: EU law as a distinct legal system and European integration in general; - Structure and functioning of Ukraine"s judiciary; - Fundamental rights in the EU and its Member States; - Law enforcement, particularly in relation to organised crime and illicit financial flows; - Anti-corruption measures, including asset recovery and management. Two additional STEPs with translators and interpreters support the work of the experts. The contractor will ensure the platform"s continued functioning and development with the aim to provide the requested expertise in a very short time. For each expert assignment, the contractor will develop Terms of Reference and expert profiles in line with the identified needs of Ukrainian partners as the basis for the identification of suitable experts. The contractor will be responsible for the continuous process of identification, pre-selection contracting, and mobilization of suitable experts with relevant expertise and experience to carry out these assignments. In addition, the service provider will maintain and manage the platform"s community management system, which facilitates cooperation between affiliated experts, including those engaged outside the five STEPs. Feasibility Study for an African Railway Competence Centre
The objectives of the study: - Stakeholders that could significantly contribute to the achievement of the objectives and/or participate in an industry dialogue are identified. - Labour market demand as well as skills gaps are assessed considering current and future skills needed for the modernisation and development of the railway network in Africa. - The technical, financial, and operational feasibility of one or more sustainable Rail Transport Competence Centres (RCCs) in Africa is assessed including a governance model and conditions for long-term viability and development of a strategic plan considering financial and operations considerations. - Relevant training programs and curricula across all professional qualification levels are developed or modernized. - A strategic plan considering financial and operations considerations has been developed. - Pilot trainings are implemented Work Package 1: Data Collection & Market Analysis: Anticipating and Matching Skills and Jobs in the Railway Sector Consultant shall assess African railway sector: (a) Skills Demand - current/future workforce needs (4-15 years), including job volumes, required skills by qualification level, and necessary training/education; (b) Skills Supply - assess available qualified workforce and analyse current/planned vocational/academic training, mapping existing providers/programs and their capacity/relevance; (c) Skills Gaps - identify geographic, qualification-specific, institutional, and capacity-related gaps, deriving rationale for regional/sub-regional training solutions. The methodology shall be based on ILO"s Working at Sectoral Level: Guide to anticipating and matching skills and jobs, Volume 3 (2016), using desk-based analysis, interviews, focus groups, round tables, surveys, and in-depth case studies. Work Package 2: Pilot training courses about rail transport Following Gap Analysis, pilot trainings (classroom/blended/online) test training models and support stakeholder engagement. They target decision-makers (strategic) and instructors (technical, prioritizing maintenance/asset management). Trainings are universal, tech-independent, with European aspects where relevant and gender-responsive: inclusive outreach, accessible formats, participation targets for underrepresented groups. The contractor shall identify topics; develop compliant technical curriculum (train-the-trainer, study visits, African/European partners); train 20 railway operators (study visit to Europe); create online course on African railway infrastructure/ operation (TUMI platform); evaluate lessons. Work Package 3: Regional Competence Center: Analysis & Modelling The contractor must develop and assess three alternative models for a regional railway training structure in Africa, including regional hubs and online/blended learning. Each model must define institutional setup, governance, curriculum scope, staffing, and CAPEX/OPEX estimates, ensuring inclusive governance, gender balance, and equal access. The contractor will define design assumptions (target groups, qualification levels, geographic scope, accessibility, alignment with AfDB/EU/Germany, language policy, digitalisation), develop three models-(a) centralized independent legal entity, (b) regional hub-and-spoke, (c) existing offers + online academy-each covering institutional setup, functional scope, delivery modes, partnerships, private sector engagement, and technical/institutional/financial/political risks, assess financial viability through a 10-year plan (CAPEX/OPEX, revenue streams, financing mechanisms, cost-effectiveness, scalability, socio-economic benefits), develop training portfolios and curricula for three priority courses (adapted international material), standardized programs/certifications, and trainer/ToT profiles, outline the centre as an innovation space for business exchange, pilot solutions, and project initiation, and conduct a comparative assessment, evaluating models against relevance, effectiveness, sustainability, scalability, and feasibility, conducting SWOT, and recommending the preferred model. Work Package 4: Action Plan & Recommendations for the preferred model This Work Package aims to translate the analytical findings and preferred model(s) into a practical and phased implementation roadmap. The contractor shall prepare an action plan outlining institutional, operational, financial, and governance steps required for implementation and provide clear recommendations for next steps, including preparatory actions, partnerships, and potential financing approaches. Feasibility Study for an African Railway Competence Centre
The objectives of the study: - Stakeholders that could significantly contribute to the achievement of the objectives and/or participate in an industry dialogue are identified. - Labour market demand as well as skills gaps are assessed considering current and future skills needed for the modernisation and development of the railway network in Africa. - The technical, financial, and operational feasibility of one or more sustainable Rail Transport Competence Centres (RCCs) in Africa is assessed including a governance model and conditions for long-term viability and development of a strategic plan considering financial and operations considerations. - Relevant training programs and curricula across all professional qualification levels are developed or modernized. - A strategic plan considering financial and operations considerations has been developed. - Pilot trainings are implemented Work Package 1: Data Collection & Market Analysis: Anticipating and Matching Skills and Jobs in the Railway Sector Consultant shall assess African railway sector: (a) Skills Demand - current/future workforce needs (4-15 years), including job volumes, required skills by qualification level, and necessary training/education; (b) Skills Supply - assess available qualified workforce and analyse current/planned vocational/academic training, mapping existing providers/programs and their capacity/relevance; (c) Skills Gaps - identify geographic, qualification-specific, institutional, and capacity-related gaps, deriving rationale for regional/sub-regional training solutions. The methodology shall be based on ILO"s Working at Sectoral Level: Guide to anticipating and matching skills and jobs, Volume 3 (2016), using desk-based analysis, interviews, focus groups, round tables, surveys, and in-depth case studies.
