The Department of Computer and Systems Sciences (DSV) at Stockholm University, through SPIDER, is coordinating iPRIS (ICT Policy Regulation Institutional Strengthening), an initiative co-financed by the European Union, Sida and Luxembourg Development Cooperation. iPRIS is a Team Europe Initiative aimed at strengthening telecommunications regulatory capacity in Sub-Saharan Africa. The project provides enhanced opportunities for knowledge exchange and capacity-building activities within the telecommunications sector between Europe and Africa, as well as among African countries. This contributes to improved inclusive access to and use of meaningful connectivity, thereby creating digital opportunities and supporting Agenda 2030 and the Sustainable Development Goals through enhanced socio-economic opportunities for all. iPRIS involves National Regulatory Authorities (NRAs) in 43 Sub-Saharan African countries and four Regional Regulatory Organisations (RROs), as well as NRAs in EU Member States. In addition, the initiative involves a broad range of stakeholders, with Stockholm University (SPIDER/DSV) acting as the coordinating institution. iPRIS consists of two workstreams. Workstream 1 focuses on capacity building for the NRAs, while Workstream 2 focuses on capacity building for the RROs. This procurement is intended to support assignments under Workstream 2 and covers five Tender Areas within the field of electronic communications. The RROs play a key role in advancing the harmonization of regulatory frameworks and practices across Sub-Saharan Africa. Through the implementation of their strategic plans, the RROs have the capacity to develop guidelines, recommendations, common positions, best practices and methodologies that collectively contribute to legislative harmonization within their respective regions.

JuniThe aim of the procurement is to ensure NTNU, c/o the National Centre for Science Recruitment (NSR) access to relevant competence and capacity within strategic and operative communication assistance, including consultancy, content production, campaigns and further development of digital communication areas. Communication assistance is the framework agreement's main service and is expected to represent most of the activities included in the contract. As a part of the communication work, the Contracting Authority uses its own websites and digital systems as central communication areas. In order for the communication assistance to be delivered efficiently and predictable, it is necessary that these systems are stable, secure and available over time. The procurement therefore also includes hosting of the Contracting Authority's websites and technical systems (portfolio). Hosting is included in the framework agreement as a support service for the communication assistance and is provided as a fixed performance of a limited extent. The purpose of the hosting is to support the use and further development of the digital communication surfaces, not to be an independent main delivery. Aalborg University (AAU) is at the forefront of developing the software infrastructure and genomic methodologies essential for reconstructing and organizing the evolutionary history of life. A primary current objective is the integration of fungal diversity into the Genome Taxonomy Database (GTDB). This represents a critical expansion of this taxonomic resource, which is presently focused on bacterial and archaeal diversity. To achieve this primary objective, AAU requires a specialist who bridges the gap between high-level software engineering and advanced knowledge of phylogenetic inference and genome-centric methodologies. An individual with the following skills is being sought: • A PhD in Computer Science, Bioinformatics, Microbiology, or related field • Extensive experience with software development in Python and Rust • Experience with the Postgres database management system • Advanced knowledge of genome-based phylogenetic inference and genome-centric methodologies • Proven record of high-quality, high-impact journal publications • Proven record of bioinformatic software applications adopted by the research community • Strong communication skills including the ability to present at international conferences Unique Qualifications of Dr. Donovan Parks. The Center for Microbial Communities at AAU seeks to appoint Dr. Donovan Parks as a Consultant to lead the fungal expansion of the GTDB. Dr. Parks is uniquely qualified for this role for the following reasons: • Architect of the GTDB: As the lead bioinformatician of the GTDB for over a decade, Dr. Parks possesses a deep understanding of the resources underlying architecture. His institutional knowledge is critical for ensuring the fungal expansion is seamless and maintains the rigorous standards of the existing framework. • Specialized Technical Skills: Dr. Parks holds an MSc in Computer Engineering, PhD in Computer Science, and performed post-doctoral research in microbial phylogenomics which has provided him with the software engineering skills (Python, Rust, Postgres) and bioinformatic skills (genome-based phylogenetic inference and genome-centric methodologies) required for this project. • Global Academic Impact His academic record is exceptional, featuring an h-index of 51 and over 70,000 citations. This demonstrates not only the quality of his research but also the global adoption of the bioinformatic tools he has developed. • Proven Leadership: Dr. Parks has a documented history of communicating complex scientific findings at the highest international levels. Justification for Direct Appointment. The technical requirements for this position demand a candidate who possesses a deep familiarity with the GTDB's computing infrastructure and phylogenomic pipelines. There are few individuals globally who possess this specific intersection of computer science expertise and advanced knowledge of genome-based phylogenetic inference and genome-centric methodologies. Work Package A ("Facilitation of the Generation Dialogue approach through local partner organisations in Ethiopia, Somalia, Somaliland and Sudan") is focused on the support of 6 partner organizations in the implementation and monitoring of the Generation Dialogue approach in 7 communities (1 in Sudan, 2 in Ethiopia, 1 in Somaliland and 3 in Somalia). The implementation of the dialogues in the communities is carried out through partner organizations. The contractor will train and guide these 6 partner organizations through the process to conduct a complete cycle of the Generation Dialogues, including the monitoring thereof. 3 partner organizations have been identified and will be directly financed through the project to implement 4 Generation Dialogues (in Somaliland, Mogadishu, Kismayo and Sudan). The other 3 partner organizations will be identified through the contractor in collaboration with the project. Work Package B ("Development of institutional capacities for state and non-state actors in Ethiopia, Somalia, Somaliland and Sudan") focuses on the institutional capacity building of state and non-state actors in the area of FGM prevention and other related forms of GBV, particularly in Ethiopia and Somalia. For this, the contractor is to conduct 5 Capacity Needs Assessments and then provide flexible consulting services as required by the political partners and as well as non-government partners. The services provided could include measures for human capacity development and organizational and strategy advice to the project"s partner institutions and organizations. JuniNav initiative Oslo shall procure the Labour Market Initiative Competence Communication and Network Building for persons who have high competence and a need for more comprehensive follow-up assistance than the Norwegian Labour and Welfare Administration can offer. Competence management and network building is a group based follow-up measure that shall provide job seekers with high competence to get to work through active network building and marketing competence towards relevant employers. The participants shall receive individually adapted follow-up and guidance in job searching, career choices and restructuring. The initiative shall be organised as a company and it shall give participants relevant experience with work forms that they can meet in a real work situation. A central entity in the contract will be market and network work aimed at relevant employers and positions. Follow-up shall provide assistance with the intention that participants shall receive and/or retain work.
