Provision of an Independent Impact and Evaluation Study for the NH-LEAD Initiative
Leading Healthcare Providers (LHP) Skillnet is seeking to partner with a suitably qualified organisation to undertake an independent longitudinal impact and evaluation study of the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. Funded by the Department of Health, the NH-LEAD Initiative has been established to strengthen leadership, governance and management capability across Ireland's nursing home sector through the provision of accredited postgraduate education. The purpose of this procurement is to appoint an experienced research organisation to design and deliver a comprehensive mixed-methods evaluation of the initiative over its duration. The successful tenderer will be required to develop an evaluation framework and undertake a longitudinal study incorporating quantitative and qualitative research methods, including surveys, interviews, focus groups, stakeholder consultation, documentary review and other appropriate evaluation approaches. The evaluation should assess the implementation, effectiveness and impact of the initiative at learner, organisational and sectoral levels, providing robust evidence to inform future policy, programme development and investment in leadership education within the long-term residential care sector. Established in January 2008, Leading Healthcare Providers (LHP) Skillnet is a not-for-profit Learning Network co-funded by Skillnet Ireland and our member companies. Skillnet Ireland is funded through the National Training Fund by the Department of Further and Higher Education, Research, Innovation and Science. Of the 70+ Skillnet Ireland Learning Networks, LHP Skillnet is the only Network dedicated exclusively to supporting the private healthcare sector. We do this through the provision of high-quality, sector-led, subsidised training, education, research and workforce development. Skillnet Ireland, on behalf of LHP Skillnet, has been awarded a contract by the Department of Health to deliver the Nursing Home Leadership Education and Development (NH-LEAD) Initiative. The successful tenderer will be responsible for project mobilisation, baseline data collection, ongoing evaluation, interim reporting and a final impact evaluation. The study should examine the extent to which the initiative strengthens leadership capability, supports improvements in governance, quality improvement and regulatory preparedness, and contributes to improved organisational performance, workforce capability and resident outcomes within nursing homes. 2. Tasks and services Overall objective of the consultancy The consultancy strengthens the enabling environment for circular economy in the Caribbean by building institutional and technical capacity, guiding strategy and governance development, facilitating stakeholder collaboration and supporting the implementation of national roadmaps. It ensures public and private circular economy stakeholders are equipped to adopt climate-sensitive circular practices. The consultancy will provide high-quality advisory and training services, contributing primarily to Outputs 2, 3, and 4 of the project. Expected outcomes - Improved enabling conditions through institutional and technical capacity development at national and regional levels. - Strengthened technical, operational and managerial skills of public officials for planning, implementation and monitoring of circular economy measures. - Awareness and behavioural change among decision-makers, businesses, communities and end-consumers. - Enhanced regional learning, replication and exchange of best practices across Caribbean countries. Work Packages and tasks to be delivered Work Package 1: Capacity building for national actors The consultancy will strengthen the capacities of national stakeholders to design and implement circular economy approaches. This includes preparing a comprehensive situational analysis and a scoping report that identifies five strategic approaches across Dominica, Grenada, Guyana, Jamaica, and Saint Vincent and the Grenadines. The experts will provide technical input for an awareness programme targeting policymakers, highlighting the importance of circular and climate-sensitive waste management solutions. In addition, five national two-day workshops will be designed and delivered, one in each country, bringing together at least 100 participants, of whom at least 30 will be women. These workshops will initiate the drafting of country-specific roadmaps for selected strategic approaches. The consultancy will further support national stakeholders in reviewing and finalizing the five roadmaps, ensuring that they address governance, financing, risk management, monitoring and sustainability. Work Package 2: Advisory and capacity building for national waste management authorities Through this work package, institutional, technical, strategic and operational capacities of national waste authorities are strengthened. The consultancy will design and implement six three-day workshops, one in each project country, to support the development of concepts and incentive systems for a climate-sensitive circular economy. Each workshop will include seven structured sessions covering awareness-raising, capacity and competence development, technical implementation, financial feasibility, incentive design, monitoring and sustainability. Participation will include at least 40 staff members from national waste authorities, of which a minimum of 12 will be women. To promote regional peer learning, the consultancy will also organize two online sequential exchange sessions that facilitate the sharing of experiences and lessons learned among the six countries. Building on these efforts, the consultants will provide technical advice to finalize six national roadmaps and establish a monitoring mechanism to ensure effective and adaptive implementation. Work Package 3: Dissemination and communication support The consultancy will actively contribute to raising awareness and visibility of circular economy approaches in the Caribbean. Experts will participate as speakers or panellists in four regional or international events to present project experiences, lessons learned and recommendations. They will also contribute to the planning of four national, regional, or international conferences by proposing relevant topics, identifying suitable speakers and ensuring technical relevance of the programmes. In addition, the consultancy will provide expert input for three cross-country digital awareness campaigns targeting businesses and households. These campaigns will promote action options for climate-sensitive circular economy and the consultants ensure that materials are technically accurate, contextually adapted, and aligned with the project"s objectives and regional sector context. Medite Europe DAC are seeking tender submissions from suitably qualified shunting companies for the provision of Shunting Services at their facility at Redmondstown, Clonmel, Co. Tipperary, E91V584. Details of the service we require are listed below: i) To provide suitable equipment, vehicles, labour and services on a 6 day a week basis to move packs of MDF from the Medite production site to different warehouse locations in the Clonmel, South of Ireland area. ii) To provide a sustainable solution to the tender offering. iii) The personnel provided to be employed as per the Safety Health + Welfare Work Act of 2005. The service provider having Duty of Care for these employees. iv) Delivery zones are within a 1km radius and 20km radius from the Medite production site. v) Additional delivery zones to be advised as and when required and prices on a pro-rata basis. vi) The personnel provided to be employed as per the Safety Health + Welfare Work Act of 2005. The service provider having Duty of Care for these employees. SPECIFICATIONS OF THE SERVICES REQUIRED (a) To provide a certified articulated tractor unit to carry the maximum 44mts allowable on the public roads this unit to be dedicated to the Medite DAC operations unless otherwise agreed. (b) To provide a sustainable option to Medite that will positively reduce the facilities’ carbon footprint under scope 3. Note Scope 3 definition “encompasses emissions that are not produced by the company itself, and not the result of activities from assets owned or controlled by them, but by those that it's indirectly responsible for, up and down its value chain. An example of this is when we buy, use, and dispose of products from suppliers”. (c) Regular Drivers fully certified CPC with a knowledge of Warehouse and Port Operations to be assigned to the Medite Europe DAC work. One nominated driver required at all times. (d) To provide a safe efficient shunter service on trailers with 24.00mts of MDF packs to the various warehouses located in and around the Clonmel and South Tipperary area. On rare occasions shunting may be required from Medite to SmartPly (Belview Port) within a 50km radius. (e) 2 x 13.3mt curtain sided Trailers with Headboards to be provided and dedicated to the Medite operation. The service provider is responsible for ensuring this equipment is in good order and available at all times. (f) Experienced labour to de- couple the truck tractor unit and re- couple the trailers truck unit. Labour to be on site at all times during shunting operations. An ability to provide replacement personnel in times of illness or vacations essential. (g) Appropriate Ratchet straps certified and in good order to be supplied and maintained. Experienced personnel to tie down the packs prior to shipping to the warehouses. (h) The service provider must be able to demonstrate the ability to provide backup equipment in case of damage or breakdown of the equipment. The average amount of 26mts per load of shunts to the warehouses amount to approx. 15 to 20 loads per day this will vary and will depend on production plans and market conditions. A total of approximately 3,500 to 4,500 loads/shunts per annum. The daily routines involve a mixture of loads on trailers depending on the needs of the business. Cooperation and flexibility are required on the part of the service providers and its personnel to match the production requirements with the demands of shipping and warehousing. From time-to-time work is required for a minimum of 4 hours on Sundays or Bank Holidays a rate for working during these periods should also be submitted with the tender. The mill closes for a minimum of 2 days over Christmas this varies from year to year. The closure period will be notified to the service provider at the end of the preceding October.
