The municipalities in Rogaland, organised through the Digi Rogaland cooperation, are working on a joint procurement of health technology for the municipalities in Rogaland. Stavanger municipality is managing the procurement. Our aim is to get a combined agreement on health technological equipment, response services and user interface/platform. The procurement is expected to include both user orientated and employee orientated technology, in addition to software that collects all data in one user interface/platform. Seamless and secure data flow is expected between equipment, user interface and EPJ. The scope of the procurement leads to a high complexity and many needs that shall be covered. The volume, number of users and technologies can vary between the municipalities, and the system must be able to scale up over time. Stavanger municipality would, thus, like input from the market for an appropriate organisation of the procurement and financing model, and we request that you look at the attached document for further information. We request that the input is sent in writing via Mercell by 10 August 2026.

Aug.The Norwegian Directorate for Management and Financial Management (DFØ) invites tenderers to a negotiated procedure for a contract for the provision of services related to the case and archive system. DFØ is the government ́s trade body for financial management, good decision basis for government initiatives, organisation and management in the state, as well as procurements in the public sector and administration of the government ́s joint procurement agreements. The company also provides joint services within wages and accounts, as well as employer support to government entities. DFØ has overall responsibility for development within its disciplines. The objective of the procurement is to cover DFØ ́s need for a future orientated system for case handling and archiving. The current system is based on Acos WebSak as a locally installed (on-premise) system operated by DFØ. The system currently supports relatively simple case processing, whilst a significant part of the archiving occurs through integrations with other systems and national joint components. DFØ needs to procure a modern system delivered as a service (SaaS), where the tenderer is responsible for the operation, management and further development. The system shall support efficient and secure case processing and archiving, as well as be able to be integrated with relevant internal systems and national joint components. The procurement will be carried out as a negotiated procedure, cf. the current rules for public procurements. Tenderers shall first submit a request for participation, and then for those who are qualified , submit tender offers in accordance with the tender documentation. Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbHEschbornBACKUP Health is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. The programme forms part of Germany"s contribution to strengthening the global health architecture and supports the effective and sustainable use of funds from global health financing mechanisms, particularly the Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM). Many low- and middle-income countries remain dependent on international health financing to provide essential services. Declining global health budgets and fragmented funding structures place additional pressure on national systems to use available resources more efficiently and to integrate externally financed measures into domestic health and financing frameworks. BACKUP Health supports governments and key actors in addressing these challenges by improving the coordination between global and national processes and by strengthening systemic capacities for planning, governance and implementation. The programme aims to improve the efficiency of globally financed health services and products, particularly for HIV, Tuberculosis and Malaria (HTM), in selected partner countries. BACKUP Health works in close collaboration with ministries of health and finance, national coordination mechanisms, civil society organisations, and regional actors, particularly in countries in Africa and Central Asia. It promotes gender equality, human rights, and the inclusion of vulnerable and marginalised groups as cross-cutting priorities. In the upcoming phase (2026-2028), the programme provides technical and policy support in three core areas: - Health financing and governance: Strengthening institutional capacities for the integration of global, particularly HTM-related, financing into national health systems and governance structures. - Integration of services: Supporting partner countries in developing and implementing approaches for integrated, people-centred and equitable health services, with strong community engagement. - Local production: Enhancing organisational and institutional capacities for the local manufacturing of HTM-relevant health products in Africa to improve sustainability, supply security and regional self-reliance. The project is implemented with a focus on partner countries in Africa and Central Asia. With this tender, BACKUP Health calls for assistance in the swift formulation and/or management of technical assistance (TA) assignments in countries eligible to BACKUP Health support. Technical assistance assignments may cover activities such as - Advisory support on sustainable health financing and governance, including domestic resource mobilisation, public financial management, and alignment of Global Fund and other external resources with national systems, - Technical support for integrating HIV, TB and malaria (HTM) services into broader, people-centred health systems through cross-programmatic collaboration and strengthened service delivery, - Support for building local and regional capacities for health product manufacturing, regulation, and market development. Assignment process Requests for technical assistance can be expected on a rolling basis throughout the project duration (2026-2028). The procurement is planned to be carried out without a competition pursuant to the Public Procurement Regulations (LOA§4, FOA §13-4 letter b2) as the contract can only be delivered by one tenderer for technical reasons. As the procurement includes changes and further development of the existing software, only the original supplier has the necessary access to and competence in the source code in order to implement the changes in a secure and reliable manner. This is necessary in order to ensure the system's functionality and security. The contract is planned to be awarded Bosch Rexroth AS, who is a supplier of the relevant system and has the necessary competence for delivery, installation and follow-up.
