Description of the procurement The existing PLS control from Siemens is old, outdated and is out of production. · The existing CPU will be replaced with Simatic S7 - 1500 with the accompanying I/O modules. · There are also old WAGO PLSs in the existing installations, which will be replaced with ET200 SP I/O modules. · The service panel shall be replaced with the TP 700 panel from Siemens. · The existing profibuss cabling shall be replaced with a new profinet installed by Rexroth. · Updating of the existing form and changes in Eplan. · Adapted interface for Waagner Biro · Programming and commissioning (agreed with Waagner Biro so that this fits into their schedule) · Updating Eplan P8 (2026) documentation including terminal, cable, layout charts, data lists as well as an overview of necessary electrical components. Table of Truth. · Siemens Norway Scalance will move from the fifth gallery to the pump station and get it online. Justification for contract award without a prior notice. The procurement is planned to be carried out without a competition pursuant to the Public Procurement Regulations (LOA§4, FOA §13-4 letter b2) as the contract can only be delivered by one tenderer for technical reasons. As the procurement includes changes and further development of the existing software, only the original supplier has the necessary access to and competence in the source code in order to implement the changes in a secure and reliable manner. This is necessary in order to ensure the system's functionality and security. The contract is planned to be awarded Bosch Rexroth AS, who is a supplier of the relevant system and has the necessary competence for delivery, installation and follow-up. Deadline for objections This decision has been carefully considered to ensure that it fulfils the requirements of the act, while safeguarding our needs in an effective way. We want to uphold the principles of openness and transparency in the process. Any objections to this decision are requested to be addressed via the Artifik platform within 10 days from the date of this notice.

NTNUTrondheimNTNU shall enter into a framework agreement for the inspection and maintenance of gas installations for NTNU ́s buildings in Trondheim. The delivery and place of work for the deliveries will be NTNU in Trondheim. The gas installations included in this agreement are located in a total of 15 different buildings in Trondheim. TenneT’s core tasks include the expansion and maintenance of the transmission grid, the integration of renewable energy sources, and the assurance of grid stability. TenneT’s grid area covers large parts of Germany and the Netherlands and includes both onshore and offshore connections. As an operator of critical infrastructure, the security and reliability of the systems in use are of particular importance. The aim of this tender is the establishment of two framework agreements for the procurement of substation Control Systems, in particular Intelligent Electronic Devices (IEDs) and field control units, for use in TenneT TSO GmbH’s (TTG) high‑voltage and extra‑high‑voltage substations. The systems to be procured are intended for control, monitoring, signalling and automation purposes within substations and are a key element of secure and reliable grid operation. Within the scope of this tender, TTG intends to procure Control System components including, but not limited to, bay control units, station control units, interface devices, and related auxiliary equipment. A central focus of the procurement is the use of the communication protocol IEC 60870‑5‑104 (IEC 104) for the exchange of control, status and measurement data between the substation level and higher‑level control systems. The devices shall support typical substation automation functions, reliable IEC 104 communication, and seamless integration into existing station control concepts in accordance with applicable technical standards. The subject of this tender is the supply of Control Systems hardware, including IEDs and associated components, as well as related documentation and services necessary for commissioning and integration into TTG’s substations. The framework agreement shall enable TTG to call off devices on demand over the contract term for new installations, refurbishments, and replacement purposes. Parallel to the hardware framework agreement, TTG intends to conclude a separate service contract covering the maintenance of the devices and the maintenance of embedded software, including corrective and preventive measures as well as software updates and upgrades, in accordance with the contractual provisions. Due to increasing requirements regarding system availability and redundancy, the procurement procedure is structured into two lots, which will be awarded separately. The lot structure is intended to ensure supply security, operational resilience and redundancy of the Control Systems deployed within TTG’s transmission grid. TenneT TSO GmbH is certified according to ISO 27001. Therefore, only Control Systems and equipment that comply with TTG’s Operational Technology security requirements may be offered (OT security and IT security requirements).
