Norconsult Norge ASSANDVIKAFrist: 28. Okt.The contracting authority, Ullensvang municipality, invites tenderers to a competition for a contract in the project new Hospital Bråvolltunet. Bråvolltunet sjukeheim lies in Kinsarvik in Ullensvang municipality and was built in 1987. In this project there will be an extension over three floors that shall house 18 new hospital sites, a gardero bar, a memorial room and storage. Parts of the existing Sjukeheim hospital shall be altered with a new monitor department with 6 places. In addition, new facilities will be established in the basement between anna heimeteneste and physiotherapy. See part II - the contract documentation for further information on the project, contract division and the contract work. The contract ́s start date is 30.11.2026, with the expected completion dated 30.11.2029. (engineering design phase 4 months, start-up addition April -27, estimated construction time extension 18 months + renovation 12 months + 2 months slack = 36 months). Flaum protection measures and water and sewage works are also included as a part of the project. It is important to note that this part of the project has been detailed engineered and shall be dealt with as an execution contract. Okt.Background Vågå municipality shall establish a framework agreement for staffing services within health and care in order to ensure stable and reliable operation in the municipality ́s services. The need concerns both planned absences, such as holidays and leave, and unforeseen absences, such as sick leave and extraordinary events. The municipality needs quick access to competent health personnel, especially in periods with high loads such as summer holidays, weekends and holidays. It is important that the hired personnel can be put in without unnecessarily start-up time and that the tenderer has sufficient capacity to cover both short-term and longer assignments. The procurement will also be carried out as the municipality ́s current agreement expires and the municipality needs a temporary system until Vågå municipality enters a joint procurement in Nord-Gudbrandsdalen. The framework agreement shall, therefore, ensure continuity in the services until a new joint contract is established. The municipality emphasises that the delivery is of high quality and that the tenderer contributes to serious and reliable manpower systems in accordance with the current rules and tariff conditions. Description of the assignment The delivery mainly includes nurses, protective nurses and health workers, or equivalent personnel, for assignments of varying extent and length. There is a particular need for available personnel during the summer holiday period, at weekends and holidays, as well as for nurses who can be put on short notice. The municipality needs a tenderer with good access to relevant temporary staff and with routines that ensure effective orders, close follow-up and quick management of deviations or needs for change of personnel. Tenderers must be able to provide personnel with the necessary documentation and qualifications so that the assignment can start quickly and responsibly. The estimated annual amount under the framework agreement is approx. NOK 11,000,000 excluding VAT. The estimate is based on historical consumption and the expected need, and it does not involve any purchasing obligation. The framework agreement shall be valid until 23.11.2027. Call-off mechanism If there is a need for temporary staff(s) contacted first supplier A. If tenderer A cannot deliver within the deadline stated in the order, the request goes to supplier B on the same terms. If supplier B is unable to deliver, the enquiry will go to supplier C. It is a prerequisite that supplier A has the capacity to deliver in most cases, especially when it comes to planned call-offs. If a tenderer is not able to deliver, it is obligated to state this, without undue delay. Some areas of the existing roof have insufficient thermal properties due to the absence of insulation and as part of the roofing upgrade works it is proposed to upgrade the thermal properties of the existing structure through the installation of an insulation layer below the new roofing membrane. In addition, the existing M and E Services infrastructure is in need of upgrading and bringing up to modern standards. The scope of works will also includes the installation of roof membrane/flashing to up-stands/parapets to the roof and refurbishment and replacement of existing rainwater goods as necessary. The removal of existing Asbestos containing materials as identified in Asbestos Survey Report including certified removal and disposal of identified materials or any other materials identified during course of works. The removal of both existing roof lights and removal of existing water tank rooms and the reinstatement of the roof structure and coverings to these areas and introduction of new AOV's above stair cores along with the replacement of a number of existing roof lights. Creation of new window opes in existing lecture rooms and provision of windows to same. Works to an existing Plant Room to accommodate larger water tank/ pumps including upgrade of existing structure and enclosure and the boilers in the existing boiler house are to be replaced along with the requirement to insulate the floor in plant area, also installation of new Air Source Heat Pump equipment to augment and replace existing boiler plant. Removal and disposal of obsolete plant along with removal and re installation of other plant and ducting to accommodate the roof works will be required and involve electrical works. M and E works required to all areas and to allow the removal of water tank enclosures including new water pipework distribution network in first floor cei
