Submit an Inception Report. Detail the overall approach, design considerations, and schedule for the duration of the engagement. The document must outline methodology for conducting a rapid institutional appraisal, focusing on evaluating NGPA readiness and mapping comprehensive capacity development needs (encompassing skills, processes, and institutional systems) for the Supreme Court (SC).2. Conduct Policy and NGPA Readiness Review. Analyze the NGPA and its Implementing Rules and Regulations. The Consultant will identify specific NGPA provisions with the highest implementation impact on the Judiciary. Based on these provisions, the Consultant must determine the critical institutional shifts, new competencies, and systemic capabilities required for procuring entities to successfully transition from the GPRA framework to the NGPA. 3. Perform a Rapid Capacity and NGPA Readiness Assessment. Conduct key informant interviews and data collection with the Head of the Procuring Entity, Bids and Awards Committees, Technical Working Groups, end-users/implementing units, and the Procurement Management Division or contracting officers across the SC. To ensure a comprehensive analysis, data collection shall include a targeted and representative sample of lower courts in the assessment. The Consultant shall propose the number and composition of the interviews, focus group discussions, and consultations in the Inception Report, subject to UNDP approval. The Consultant will also engage with key oversight and specialized bodies, specifically the Procurement Service of the Department of Budget and Management (PS-DBM), Government Procurement Policy Board Technical Support Office (GPPB-TSO), and the Commission on Audit (COA). The goal is to evaluate current institutional procurement practices, identify operational bottlenecks, and assess the overall readiness of these institutions to implement NGPA reforms. 4. Execute a Gap Analysis. Synthesize the findings to map the current capabilities of the SC against the new legal and operational requirements of the NGPA. Drawing on inputs from the procuring entities as well as COA and GPPB-TSO, the Consultant will identify common procurement issues that trigger audit findings or disputes. The Consultant will also highlight critical vulnerabilities in both human resources (e.g., skills and knowledge gaps) and institutional processes (e.g., coordination, documentation, and systems). All identified gaps and vulnerabilities must be prioritized according to risk level (High, Medium, Low) and implementation urgency to directly inform the transition roadmap. 5. Develop a Comprehensive Capacity Development Framework and Roadmap. Design a holistic, tailor-fit capacity building architecture for NGPA implementation.
