Stavanger municipality has decided to procure a comprehensive and user friendly system for handling chemicals. Stavanger municipality is also considering procuring an exposure register. The municipality needs a system that can safeguard the following: The system shall have a substance register, risk assessment, archiving possibility and substance assessment that covers the current legislation and guidelines (cf. the Norwegian Labour Inspection Authority ́s regulations: Regulations on the execution of work (arbeidstilsynet.no), Second part chapters 2 and 3, Fifth part chapter 31). Module for exposure registration that covers the current legislation and guidelines (cf. the Norwegian Labour Inspection Authority ́s regulations: Regulations on execution of work (arbeidstilsynet.no) chapter 31). The aim is to establish a comprehensive and user friendly system that gives Stavanger municipality a better overview and control of chemicals, risk assessments, safety data sheets, substitute assessments and any exposure registration. The system shall contribute to safe chemical management, simpler access to the necessary HSE information and better compliance with applicable legal requirements.

NTNUTrondheimFrist: 07. Okt.NTNU is Norway's largest university, with approx. 43,500 students and 8,500 employees. NTNU currently has up to 35,000 safety data sheets for the substance register. NTNU has a comprehensive laboratory and workshop activity, with approx. 300 laboratories and workshops with relatively extensive use of chemicals and gases, in addition to many laboratories and workshops with more limited activity. NTNU currently has approx. 300 persons with editing access in the substance register. The aim is to procure a user friendly substance register and exposure register, which supports both laboratory and workshop activities and ordinary operations. The system shall be a practical tool for research, teaching and operational environments, which contributes to more efficient work flow, increases the quality of the work and supports NTNU's compliance with relevant requirements in Norwegian and European rules. The solution will be used in the training of students. The offered system shall be complete, and it must have been fully tested so that it has been implemented and been in use by customers with similar needs. See Part 2 Annex 1 the Contracting Authority ́s requirement specifications for further information. A continual service contract shall be signed with one tenderer. The contract will be signed as soon as possible after the waiting period has expired. The system shall be handed over and ready for use three months after the contract has been signed, tentatively 01.03.2027. The contract will be valid for 3 years, with an option for an extension until the contract is terminated by one of the parties.Market dialogue: Framework agreement for chemicals for water and sewage installations.
OFA IKSKristiansandFrist: 30. Sept.OFA IKS shall establish a framework agreement for the delivery of chemicals for water and sewage installations throughout Agder. The objective of the procurement is to ensure stable, safe and predictable access to chemicals that are necessary for the production of drinking water and treatment of sewage water. The procurement shall contribute to an efficient, robust and regulatory operation of the water and sewage installations, with high security of delivery and reduced risk of interruption to operations in socially critical functions. Tenderers shall deliver documented suitable products and assist with the necessary professional competence and advice throughout the entire contract period. The framework agreement includes chemicals for i.a.: Precipitants and post-precipitation for sewage purification. Sludge treatment, including packing, thickening and dewatering. Drinking water treatment, including removal of colour, turbidity and particles. The agreement includes i.a. chemicals, polymers and other chemicals used in water and sewage treatment. Tenderers shall be able to ensure safe, flexible and reliable delivery to systems with different technical systems, capacity needs and operational prerequisites. Delivery security, product quality and professional follow-up will be key elements in the agreement. Based on previous market surveys and further work on the procurement, OFA has revised the requirement specifications, the award criteria, the price and product form as well as the price and payment terms. Prior to the competition being announced, we would like input on the revised documents and any problems that ought to be assessed further. We therefore invite relevant tenderers to an oral market dialogue. The aim of the dialogue is to obtain updated knowledge on the market ́s systems, products and delivery models, so that the competition can be designed in an appropriate way and facilitates good competition. We particularly want input on: qualification requirements requirement specifications award criteria price, product form as well as price and payment terms (See annex). OFA does not have a complete overview of the delivery intervals at all delivery locations. Tenderers can, however, get access to an overview of facilities, delivery locations, chemicals and other relevant information. Due to information security reasons, the overview is not shared publicly, but will be made available to verified actors who request access by sending a message to the Contracting Authority via Hyyr. The question is whether the tender overview and delivery overview is sufficient to prepare competitive and realistic prices, or is there a need for further information on delivery intervals, volumes or other conditions? The competition is divided into five sub areas. We are considering reducing the number of sub areas in order to simplify contract management. Do you have input for a possible merger of sub-areas? Several of the participating entities currently use CO₂ tanks that are rented or owned by the existing supplier. In the event of a supplier replacement, there may be a need for procurements, replacements or new establishments of tank facilities and accompanying equipment. How do suppliers normally handle such situations? Should the contracting authority obtain information about existing tank systems, and how should any costs connected to the procurement, disassembly, replacement or establishment of new equipment be handled in the competition? Sept.Background and need OFA IKS plans a new framework agreement for IT hardware and the accompanying services on behalf of the municipalities, the county and other participating entities. The aim is to ensure efficient, predictable and cost efficient access to modern IT equipment throughout the entire agreement period. The current contract has an annual turnover of just under NOK 100 million. Based on previous procurements, the main distribution of the product mix is approx.: laptops (63%), monitors (6%), tablets (6%), Chromebooks (5%), desktop PCs and workstation (4%), laptop OSX (3%), large screens and TV (3%), laptop work station (3%), projectors and presentation (2%), keyboards and mice (2%), PC and tablet accessories (2%), as well as power, charging and UPS (1%), cables and adaptors (1%) and docking stations (1%). The Contracting Authority needs a contract that combines standardisation, flexibility and good cost control. Tenderers must be able to offer a broad assortment, efficient ordering systems and good support for reporting, statistics and contract follow-up. The agreement shall cover both larger standardised procurements and ongoing orders from different user groups. The agreement shall facilitate both the procurement and leasing of IT equipment, so that the contracting authorities can choose the solution that best covers their needs. For major procurements, e.g. school PCs, models will be assessed that ensure competitive prices and access to updated technology, including mini-competitions or other competitive mechanisms within the contract.
