KS Digital has, on behalf of the Committee Council, established a work group that shall review how the municipal sector can cooperate on the future childhood and school administration systems (OAS/SAS), digital ecosystems and possibilities for future joint procurements. The work includes both education and school administrative systems (OAS/SAS), the digital eco-system included in them, and how the municipal sector can strengthen coordination, standardisation and any future joint procurements. As a part of this work, we invite the supplier market to a dialogue. We want insight into how the market assesses developments in the area, what technological and organisational possibilities exist, and how the municipal sector and the supplier market together can contribute to a more open, coherent and future orientated digital ecosystem for the education sector. The work is anchored in a reported need from the municipalities for stronger coordination in relation to requirements, standardisation, architecture, data sharing, procurements and further development of digital systems in the area of adolescence. The aim is not to define a new system, but to assess how the municipal sector together can contribute to a more coherent, open and future orientated digital ecosystem for children, youths, guardians, employees, managers, owners and associated services. An important goal is also to contribute to a supplier market that supports this development, through clear common needs, standards and framework conditions that stimulate innovation and sustainable development of the systems. EnerginetFredericiaFrist: 02. Okt.Energinet is looking into procuring approximately 200 standardised Emergency Power Stations (EPS) for Energinet’s stations across Denmark. The solution is intended to ensure compliance with new regulatory requirements related to resilience and preparedness, while providing reliable emergency power supply at critical energy infrastructure. Through this market dialogue, Energinet seeks input from the market regarding technical solutions, production and delivery capacity, lead times, pricing, sustainability aspects, and contractual considerations related to a large-scale deployment of standardised emergency power stations. The purpose of the market dialogue is to engage with potential suppliers, gather market insights, understand available technologies and delivery models, assess implementation capabilities, and ensure compliance. Energinet welcomes participation from manufacturers, system integrators, and service providers with relevant experience in emergency power generation, containerized energy solutions (e-houses), monitoring and control systems, commissioning and lifecycle support services. The investment is established due to requirements from the Danish Executive Order on Resilience and Preparedness in the Energy Sector (Executive Order No. 260 of 6 March 2025), which establishes enhanced obligations for emergency power supply at critical energy infrastructure sites. The regulation requires operators to ensure continuous emergency power availability until normal grid supply has been restored. To meet these regulatory requirements, Energinet is planning a large-scale tender of standardized emergency power stations (EPS). Based on both technical and economic considerations, Energinet has identified diesel-powered emergency generator systems as a baseline solution capable of providing reliable emergency power for extended and undefined outage durations. The EPS shall be delivered in a single compact technical building, divided into a generator room and a control room. All associated equipment and components shall be integrated within the building and arranged to ensure safe and efficient operation and maintenance in accordance with Energinet's standards and requirements. This will be specified in the final upcoming tender. The currently reference solution consists of a standardized module including: • A complete compact station that must be smaller than 30m2 and lower than 3m • 125 kVA diesel generator • LV-switch board for, Automatic transfer functionality • Remote monitoring capabilities • Hard wire communication and SCADA-integration • Fuel storage sufficient for more than 72 hours at 75% load of continuous operation • Ventilation • Maximum noise level 35db 3 meters from the e-house • Security Class RS3/RS4 • Plug and play solution • Marine graded The scope and the technical solution should be based on a set of detailed minimum functional requirements and must comply with the applicable legislation, regulations, and relevant industry standards. Energinet is interested in optimized and innovative approaches. The solution shall be designed to provide a robust, scalable, and standardized approach that can be deployed consistently across a large number of sites without modifications or the use of individually components. OFA IKSKristiansandFrist: 30. Sept.OFA IKS shall establish a framework agreement for the delivery of chemicals for water and sewage installations throughout Agder. The objective of the procurement is to ensure stable, safe and predictable access to chemicals that are necessary for the production of drinking water and treatment of sewage water. The procurement shall contribute to an efficient, robust and regulatory operation of the water and sewage installations, with high security of delivery and reduced risk of interruption to operations in socially critical functions. Tenderers shall deliver documented suitable products and assist with the necessary professional competence and advice throughout the entire contract period. The framework agreement includes chemicals for i.a.: Precipitants and post-precipitation for sewage purification. Sludge treatment, including packing, thickening and dewatering. Drinking water treatment, including removal of colour, turbidity and particles. The agreement includes i.a. chemicals, polymers and other chemicals used in water and sewage treatment. Tenderers shall be able to ensure safe, flexible and reliable delivery to systems with different technical systems, capacity needs and operational prerequisites. Delivery security, product quality and professional follow-up will be key elements in the agreement. Based on previous market surveys and further work on the procurement, OFA has revised the requirement specifications, the award criteria, the price and product form as well as the price and payment terms. Prior to the competition being announced, we would like input on the revised documents and any problems that ought to be assessed further. We therefore invite relevant tenderers to an oral market dialogue. The aim of the dialogue is to obtain updated knowledge on the market ́s systems, products and delivery models, so that the competition can be designed in an appropriate way and facilitates good competition. We particularly want input on: qualification requirements requirement specifications award criteria price, product form as well as price and payment terms (See annex). OFA does not have a complete overview of the delivery intervals at all delivery locations. Tenderers can, however, get access to an overview of facilities, delivery locations, chemicals and other relevant information. Due to information security reasons, the overview is not shared publicly, but will be made available to verified actors who request access by sending a message to the Contracting Authority via Hyyr. The question is whether the tender overview and delivery overview is sufficient to prepare competitive and realistic prices, or is there a need for further information on delivery intervals, volumes or other conditions? The competition is divided into five sub areas. We are considering reducing the number of sub areas in order to simplify contract management. Do you have input for a possible merger of sub-areas? Several of the participating entities currently use CO₂ tanks that are rented or owned by the existing supplier. In the event of a supplier replacement, there may be a need for procurements, replacements or new establishments of tank facilities and accompanying equipment. Should the contracting authority obtain information about existing tank systems, and how should any costs connected to the procurement, disassembly, replacement or establishment of new equipment be handled in the competition?
