Sept.HAUS Finnish Institute of Public Management Ltd (hereinafter "HAUS") invites tenders for the establishment of a framework agreement for Global Employer of Record (EoR) Services. HAUS implements international development cooperation, public sector reform and capacity-building projects in several countries worldwide. In countries where HAUS does not have a legal presence, local HR administration, payroll infrastructure or capacity to fulfil statutory employer obligations, HAUS requires Employer of Record (EoR) services to engage locally recruited personnel in compliance with applicable legislation. The purpose of this procurement is to establish a framework agreement with multiple service providers capable of providing compliant EoR services in a broad range of countries. Under the framework agreement, selected service providers will act as the legal employer of locally recruited staff while HAUS retains responsibility for recruitment decisions, work supervision and operational management. The EoR service shall include, at minimum: Legal employment of personnel in accordance with local labour legislation; Preparation and administration of employment contracts; Payroll processing and salary payments; Administration of statutory deductions, taxes and social security contributions; Benefits administration and mandatory insurance coverage; Onboarding and offboarding services; HR administration and local employee support; Compliance monitoring and reporting; Support related to work permits, visas and immigration matters when required; Provision or management of agreed work equipment where applicable. The services are currently required in countries including the Philippines, Moldova, Nigeria, Bosnia and Herzegovina, and Albania. In addition to these, future needs are foreseen in Nepal, Indonesia, Ethiopia and Tanzania. The list of countries is indicative only and may change during the framework agreement period. The procurement concerns the establishment of a framework agreement for Employer of Record (EoR) services for an initial contract period of 24 months. The Contracting Authority reserves the right to extend the framework agreement by two (2) optional periods of 12 months each (12 + 12 months). The maximum total duration of the framework agreement, including the optional periods, is 48 months (24 + 12 + 12). The purpose of the procurement is to select a maximum of three (3) service providers for the framework agreement. The selected service providers will deliver EoR services for locally recruited personnel in different countries, based on separate assignments issued during the framework agreement period. Individual assignments will be awarded later through mini-competitions between the selected framework agreement service providers. The framework agreement does not create any minimum purchase obligation for HAUS. The estimated maximum value of the framework agreement is EUR 8,000,000 (VAT 0%). The estimated value is not a commitment to purchase and does not guarantee any minimum volume of assignments. HAUS reserves the right to order services according to its actual needs throughout the framework agreement period. The procurement is intended for experienced international EoR service providers with proven capability to deliver employment, payroll, compliance and HR administration services across multiple jurisdictions, either directly or through legally compliant local entities and partner networks. Payroll Services include payroll processing with time and attendance options, statutory contributions and tax reporting, employee administration, contract and leave management, payment and disbursements, compliance and audit support. Specifically looking for services that will include a large construction craft professional workforce, paid monthly against a defined hourly rate structure, with hours captured and approved through a project timekeeping system. Provider Interested companies must register/update their Company's information in Bechtel's iSupplier portal at https:// www.bechtel.com/supplier/. If Company has any questions or to express interest in bidding on this requirement, Company shall notify Bechtel’s Contact Person. Once notified, Bechtel shall provide the interested party the Poland Prequalification Questionnaire where interested party would complete with response to Bechtel for review. Bechtel notes that previous proven capabilities and experience of similar scale of scope and complexity of the requirements will be mandatory and additional documentation / evidence may be required. The prequalification criteria shall be included in the prequalification questionnaire, examples thereof include demonstration of (i) experience in furnishing similar scopes of Payroll Services in past or current projects, (ii) availability of equipment/personnel/facilities for performance of scope of the required services, (iii) safety record (iv) and quality compliance to ISO 9001:2015 or quality program that is comparable to ISO 9001 (to be approved by Bechtel and PEJ), (v) compliance to certification of legally mandatory requirements, (vi) financial standing (solvency), and (vii) verification of organizational capabilities. Upon Bechtel’s evaluation of your response to the Poland Prequalification Questionnaire, Bechtel will notify if your Company meets, conditionally meets, or does not meet the prequalification requirements that closely match the requirements. Your Company's submission of the Prequalification Questionnaire does not automatically qualify your Company to be a prequalified Company for the Scope. Bechtel reserves the right to exclude any of the following from this Competitive Bidding process: any economic operator that is directly or indirectly owned or controlled by an entity from a country not covered by the Government Procurement Agreement ("GPA") with the EU; or economic operators who rely in the Competitive Bidding process on capacities of any entities from countries not covered by the GPA with the EU. Such decision of Bechtel shall not be subject to complaint. Each prequalified Company will be required to execute a Non-Disclosure Agreement (NDA). At least three references from multinational companies operating in Poland. The provider must employ at least 20 professionals dedicated to payroll and HR outsourcing services in Poland. Proposals may be provided in EUR, PLN, USD. Furthermore, the proposals will be requested as lump sum and unit rate order with agreement to unit rates for change management. Aug.Long-Term Arrangements for Outsourced Personnel Services Background Private Sector Fundraising (PSFR) section under UNICEF Thailand, has been engaging outsourced personnel services to support its fundraising operations, including data processing, donor management, donor services call center, telemarketing, and Face-to-Face fundraising. UNICEF currently operates an in-house Face-to-Face (F2F) fundraising team through outsourced personnel, which is managed by an outsourced personnel services agency. This model has successfully broadened donor acquisition across multiple channels, including events, Business-to-Business, street, and Door-to-Door fundraising. In addition, UNICEF has operated in-house donor management, data and donation processing, and donor service functions to ensure high-quality support and sustained donor retention, while also establishing an in-house outbound telemarketing team to further strengthen donor engagement. The staffing is also managed through an outsourced personnel agency, to maximize donor value and strengthen engagement through various retention campaigns and activities. Moreover, to ensure the continuity of UNICEF operations and mobilize quickly to meet urgent requirements, the support for outsourcing services in scaling resources to maintain efficiency and timely delivery of UNICEF’s programmatic and fundraising outputs in Thailand. Objectives, Purpose & Expected results UNICEF Thailand is seeking to establish one or more non-exclusive Long-Term Arrangements for Services (LTA-S) with qualified contractors to provide outsourced personnel services. The scope of services includes, but is not limited to, recruitment and onboarding, payroll administration, HR and administrative support, and – when necessary and approved by UNICEF – advanced payment facilitation. These services are essential to ensure smooth operations, adherence to local labour laws and regulations, and effective support to UNICEF fundraising team. The awarded contractor is expected to ensure the timely placement of qualified personnel through robust recruitment processes, along with accurate and compliant payroll and HR administration for all outsourced staff supporting UNICEF PSFR fundraising activities.
