Background With a fast-growing population now estimated at 227 million, Nigeria is the most populated country in Africa. With only 60% of Nigeria"s population connected to the main grid, the rest remains unconnected. Power supply shortages do not only affect the living standards of Nigerians, but also the competitiveness of Nigeria"s businesses and industries. In most cases, Nigerians resort to expensive and polluting captive diesel generation to satisfy their power needs. As a result, Nigeria has become one of the largest markets for diesel generators in the world. With its huge natural and fossil resources, Nigeria is Africa's energy giant and energy exports are essential for the Nigerian economy transition. The Act decentralises the electricity market, empowering state governments to establish State Electricity Markets (SEMs). It prioritises RE deployment and aims to attract private investment into the Nigerian Electricity Supply Industry (NESI). Several states are already setting up SEMs, but most lack the tools, skills, and resources to implement them effectively. Therefore, NESP is providing targeted technical support that will focus on the following key output indicators: On-grid (Premium Grids) Output indicators: 1. Identification and mapping of suitable areas for premium grid projects in cooperation with DisCos 2. Promote awareness and experiences with an implemented premium grid project with RE generation component 3. Support to DisCos to develop and implement economically sound business models and project implementation plans, network analysis and develop contractual documents Framework (Energy Transition Policy and State Electricity Market support) 1. new or improved laws, regulations or instrumetns to acheive the energy policy goals prioritised in the Nigerian Energy transition plan (e.g, energy access, renewable energy 2. Support 5 states on their respective State Electiricty Market through the development of policies, laws, or instruments to advance RE investment. Tasks of the contractor: Work package 1: Premium Grids (On-grid) This work package aims to support DisCos in identifying and mapping suitable sites for premium grids which include the use of NESP developed data-based tools as well as selecting and cooperating with RE developers for their implementation. The following activities are planned under this work package: 1. Development of pre-feasibility studies and support with tenders for premium grid projects 2. Technical assessment and analysis of identified premium grid projects. 3. Legal and transactional support for premium grid projects 4. Technical supervision and advisory services on project execution in the field. Work Package 2: Framework and Policy Development Support This work package aims to provide support for adaptive, flexible, demand-driven policy and regulatory framework development for selected subsectors covered by the ETP, with regards to EE and RE. The following activities are planned under this work package: 1. Technical support to NERC, State governments, NEMSA on the development of regulatory and investment framework to support RE and grid connected RE projects in Nigeria 2. This evaluation focuses on outcomes and impacts in the energy sector, assessing the causal logic linking energy support to wider civilian outcomes within the Nansen Program Theory of Change, contribution pathways, cross-sector interactions, unintended effects, and the conditions under which different approaches may be sustained or expanded. Understanding how energy investments translate into broader resilience outcomes, and how they interact with Norwegian donor mechanisms and other portfolio elements, is essential for prioritization and resource allocation. Furthermore, since maintaining short-term system stability, protecting civilians, and advancing longer-term transition goals do not always align perfectly, the resulting trade-offs are central to understanding programming choices and outcomes. Framework agreement for the development of the Panda model
The aim of the procurement is to enter into a framework agreement for consultancy services for the development of the Panda model. The contract will be valid for 2 years, with an option for an extension for 1+1 year. The contract has an estimated value of approx. NOK 4,000,000 excluding VAT (approx. 81320099-Conducting a wind measurement campaign - Lot 1
As part of Tunisia"s ongoing energy transition strategy, the country is accelerating its shift toward sustainable, low-carbon energy sources and intensifying efforts to harness its wind energy potential. In this context, the project APSTII "Up-scaling private sector investments in renewable energy in Tunisia", mandated by the Ministry of Industry, Mines and Energy (MIME) and the Ministry of Economic Cooperation and Development (BMZ) and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), is launching an international call for tender to conduct a wind measurement campaigns on three priority sites in Tunisia. The objective is to obtain bankable wind measurement data compliant with MEASNET and IEC 61400-50-1 standards. The assignment is divided into three lots : Lot 1 (81320099) - Jbal Abderrahmen (Nabeul Governorate): installation, operation and dismantling of seven 125 m met masts with their accessories. Lot 2 (81320100) - Jbal Tbaga (Kébili Governorate): installation and operation and dismantling of seven 125 m met masts with their accessories Lot 3 (81320101) - El Guettar (Gafsa Governorate): installation and operation and dismantling of two 125 m met masts with their accessories. Bidders may apply for one, several, or all lots. Each lot will be evaluated separately. The scope of services fo each lot includes: - Preparation and installation of the wind measurement camapign: site visits, installation and commissioning of 125 m met masts with calibrated equipment. - Data collection and analysis: operation of the masts over 12 months, daily monitoring and data transfer, validation and reporting of high-quality meteorological data. - Decommissioning: dismantling of the equipment at the end of the campaign, restoration of the sites, and submission of a decommissioning report. - Capacity building: two workshops to strengthen national stakeholders" ability to interpret and use wind measurement results. The contractor"s services will provide Tunisia with high-quality, bankable & certified wind resource data, ensuring that future wind tenders for these 3 sites are based on robust, and compliant with MEASNET and IEC 61400-50-1 standards. The contract duration is 14 months (2026 - 2027). Bidders may submit offers for one, several or all lots.
