FMA Procurements intends to enter into contract with Axnes AS in order to cover the need for a new framework agreement for the delivery of wireless communication equipment, which shall mainly be used by the Rescue Helicopter Service of the Norwegian Armed Forces during rescue assignments. FMA Procurements deems that the terms in the Public Procurement Regulations §13-1, cf. §13-3 are fulfilled, and therefore carry out an intention notice in accordance with PPR § 18-8. The estimated value of the procurement is NOK 13 million.

The original project, with the procurement of 16 helicopters as well as the establishment of new facilities at six bases, was formally completed in August 2025. In February 2026, the Norwegian Parliament decided that the rescue helicopter operation in Tromsø would be taken over by the Norwegian Armed Forces c/o 330 m2 as for the other bases from 2030. The project was therefore re-established ("NAWSARH 2.0"). Due to the existing agreement for operative consultancy services expiring, the NAWSARH project needs to establish a new long-term agreement.Framework agreement for the delivery of FastLab cassettes, St. Olav and UNN.

St. Olavs Hospital HF (org.nr. 883 974 832), the University Hospital Of North Norway (org.nr 983 974 899) and Helse Bergen HF (org.nr 983 974 724) intend to enter into a 4 year framework agreement with GE Healthcare AS for the delivery of FASTlab cassettes for use with GE FASTlab 2 Synthesizer Module. The total value of the procurement is estimated to be NOK 7.5 million excluding VAT. A contract is planned to be signed with GE Healthcare 10 days after publication of this notice. A monopoly situation exists in the market, as there are no other relevant suppliers than GE Healthcare AS who can deliver equivalent cassettes. GE Healthcare AS is the only manufacturer of these products and the procurement can therefore be made without a prior notice in accordance with the public procurement regulations (FOA) § 13-4 first section, letter b. Sept.The procurement is for the establishment of a framework agreement that shall cover UD ́s need for engineering design services for and installation of a computer network (computer cabling) with the delivery of associated materials. There is an ongoing need for such services. Project managers and installers must carry out work in at-risk areas and in an environment with systems that require security clearance. The framework agreement shall include engineering design, computer cabling materials and equipment, and installation. One framework agreement shall be signed with one tenderer. The framework agreement will be valid for 2 years, with an option for an extension for a further 1+1 year. The framework agreement will be non-exclusive. The procurement ́s value is estimated to NOK 2-5 million excluding VAT per year, emphasis is put on the fact that this is only an estimate based on previous years and it can vary depending on need. Sandnes kommuneSandnesFrist: 11. Sept.The contracting authority needs to enter into a framework agreement with a tenderer for the procurement of communication and marketing services. Please note that job advertisements and film production will not be included in this framework agreement. See chapter 4 for further details on the procurement ́s purpose and requirements. The contracting authority is uncertain about the extent of the procurement, but based on average calculations based on statistics information for 2023-2025, an annual contract value of approx. NOK 1,200,000 is estimated excluding VAT. The total estimated contract value, including options, is approx. NOK 4,800,000 excluding VAT. Emphasis is put on the fact that the estimated contract value is only of an informative character and does not represent any obligations for the contracting authority or rights for the tenderer. The contracting authority draws attention to the fact that the actual contract value can vary, partly as a result of a decision that municipal sub-plans and other types of plans are likely to be prepared internally in the municipality, as well as changed financial framework terms, organisational changes and municipal activity. Oslo Universitetssykehus HF (hovedenhet)OSLOOslo University Hospital, the Institute for Surgical Research, intends to procure a MyoClamp system for measuring and analysing calcium dynamics, power development and mechanical work in thin heart muscle preparations (Living Myocardial Slices, LMS). The procurement will be carried out without a competition pursuant to PPR § 13-4 (2), as a competition according to the contracting authority ́s assessment is not possible due to technical reasons. Based on available market information and professional assessments, the Contracting Authority has not identified other suppliers who can offer a solution that combines simultaneous measurements of calcium dynamics and contractile power with force-clamp functionality, work-loop protocols, integrated analysis of power-length ratios and optical measurements of sarcoma length in one combined system. Alternative solutions only cover parts of the need or lack central functionality. The contracting authority therefore considers that the terms for the procurement without competition are fulfilled. The terms in PPR § 13-4 (2) are therefore considered met. FMA is a part of the defence sector, directly under the Ministry of Defence (FD). FMA shall ensure that the Norwegian Armed Forces and other entities in the defence sector have access to cost efficient and secure material and services in line with approved long-term plans. FMA ́s main assignments are planning, procurement, management and disposal of material for the Norwegian Armed Forces and other departments under FD. Organisational reasons can be required during the contract period to transfer the resource to Cyber Defence ́s IT Department (CIT) DRIV. DRIV is responsible for the technical operation and further development (DEVSECOPS) of the Joint Integrated Management System (FIF). FIF is a SAP ERP system integrated with a number of other different applications.
